Secor Road Reconstruction Project Public Meeting #2

Project Background Meetings took place in 2015 to discuss a potential project along Secor Road between the City of Toledo and Village of Ottawa Hills. In July 2015 the City and Village Councils unanimously passed legislation to support the application for a joint project along Secor Road. The City submitted a grant application for federal Congestion Mitigation and Air Quality (CMAQ) grant that was subsequently approved in the amount of $8.44M.

Project Background In April 2016, the City entered into a contract with DGL Consulting Engineers to perform a safety study of the project corridor. In May 2016, the first public meeting was held to introduce the project and determine what items would be important to the community to have in the scope of the project.

Project Background Since the first public meeting DGL has been evaluating design alternatives that not only improve the safety and efficiency of the corridor but include the items the community deemed important in the first public meeting. Initially in June 2016 there were 16 alternatives After eliminating the various scenarios based on safety, congestion mitigation, operational feasibility, constructability, and cost a total of 4 alternatives remain.

Negatives No additional safety improvement of any kind to reduce accidents (1) There will be no improvement in traffic flow (2) Roadway condition will continue to worsen resulting in additional cracking and potholes (3) At least $8.44M of federal grant dollars will be lost to improve the road and revitalize the corridor (4) No pedestrian, bike, or aesthetic enhancements will be made (5) (6) (7) Roadway maintenance costs will continue to increase

Positives Some safety benefits at the roundabouts (1) Improves pavement condition (3) Minor right-of-way acquisitions (no homes taken) (8) Reduces roadway maintenance costs

Negatives Limited safety benefits (1) Significant traffic backups will occur causing up to 4 times the travel delay as compared to the current condition at the Bancroft-Secor-Indian intersection (2) Some traffic will be diverted down residential streets to avoid the traffic backups and travel delay (2) At least $8.44M of federal grant dollars will be lost to improve the road and revitalize the corridor (4) No pedestrian, bike, or aesthetic enhancements (4) (5) (6) No potential for removing side street access to Secor

Positives Significant safety improvements (1) Reduces delays at Bancroft and Kenwood by 35% as compared to the current condition (2) Improves pavement condition (3) Retains $8.44M of federal grant dollars to improve the roadway (4) Improves pedestrian facilities (5) Reduces maintenance costs

Negatives Does not provide for bike facilities or aesthetic improvements (6) (7) Significant right-of-way impacts (12 homes lost in the Village and 1 home lost in Toledo) (8) No left turns permitted between Bancroft and Kenwood
