3. 1. Introduction
This presentation will firstly look at PPP to promote economic development in Vietnam and will then address some other factors related to simplification of rules and regulations to promote industrial development and economic growth.

It is argued that developing synchronous infrastructure system is one of the key strategy to turn Vietnam into a modern industrialized country in 2020.
PPP is, therefore, considered as a key stimulator to promote economic development and international integration

Major challenges are identified in the process of PPP implementation such as PPP legal framework and capacity on PPP implementation.
However, some effective policy measures have been introduced to encounter identified challenges such as improving PPP legal framework, capacity building

on PPP implementation and capital PPP projects prioritized in Public Investment Plan and strong PPP implementation mechanism.

Reduce and abolish repetitive and non-transparent procedures

Strengthening industrial standards and property rights
Strengthening tripartite labor relation mechanism
