FDP - Phase VI Researchers doing science, not administration Membership of 154 institutional recipients of federal 10 Federal Agency Partners 3 meetings per year Mission: The FDP uniquely offers a forum for individuals from universities and nonprofits to work collaboratively with federal agency officials to improve the national research enterprise. At its regular meetings, faculty and administrators talk face-to-face with decision-makers from agencies that sponsor and regulate research. They… test new ways of doing things in the real world before putting them into effect. (NSF) (NIH) (ONR) (USDA) (AFOSR) (ARO) (AMRMC) (NASA) (EPA) (DHS) Last meeting in January, over 400 participants. Dr. Rush Holt, CEO of the American Association for the Advancement of Science (AAAS), was a featured speaker. We also heard from two members of the NAS Committee on Federal Research Regulations and Reporting Requirements: A New Framework for Research Universities in the 21st Century regarding part one of that committee’s report. And we will hear from a co-chair of the committee, Dr. Harriett Rabb, at our May meeting regarding part 2.

3 FDP - Phase VI 2014-2020 Select Current Initiatives
Clearinghouse pilot aimed at eliminating the exchange of subrecipient commitment forms on a transaction-by-transaction basis Second phase, searchable on-line database, went live on April 26th All FDP members are being encouraged to join the 79 members (127 entities) participating in the first two cohorts Intend to eventually expand beyond FDP members Data indicates significant time savings, particularly for institutions engaged in significant subrecipieint activity But, ultimate goal is to use data to demonstrate that current inter-institutional monitoring is not productive The eRA and Open Government committees are working together on implementation of the DATA Act. This legislation deals with the public reporting of federal expenditures and has a large impact on the research enterprise. This group is investigating best practices for reporting this information and has been asked for input on the upcoming pilots by the Treasury Department, OMB and DHHS. DATA Act – passed May 2014, requires a comprehensive approach to making federal spending data more transparent • OMB and Treasury are tasked with implementing the legislation • HHS providing pilot and development support via DATA Act Project Management Office

IRB Wizard Pilot Data collection is complete Evaluation is still in process but initial findings indicate potential for investigators to use an automated system to determine exempt status, at least for a large subset of projects, reducing administrative burden and time to decision Research Pipeline – Work-life balance best practices Work-load (Burden) Survey III – Planning nearing completion Animal subjects – Potential website for sharing protocols RTCs (8 agencies) Draft shared in the Federal Register on October 14, 2015 RTC Working Group Observations on the RTCs The draft RTC text with RTC Workgroup comments embedded RTC Comparison with Pre-UG Version All comments will be addressed DOD T&Cs
