The topic of my presentation is the Airspace. The purpose of the presentation is update you on all useful information needed in practise. I am going to focus on: definition of the airspace, its clasiffication, conception of Flexible Use of Airspace and a little bit on European Single Sky philosophy. Of course we will revise abbreviations involving this topic.

2 Airspace Definition: aerospace x airspace GND – FL 660, FIR
Classification of airspace Aerospace is all the atmosphere round the Earth, but the airspace is a portion of atmosphere controlled by a certain state above its territory including territorial waters and coast line waters (up to 12 NM from seashore). There exists an agreement about its vertical limitation and it is GND to FL 660. Do you know why is the clasiffication of airspace so important? Because of growen up density aircraft operation on the ground and in the air, it was necessary to develope air traffic management system being able to ensure balance between safety and the demand on maximum efficiency. Classifiacion of airspace is the basic method how to ensure this balance. This classification must involve all aircrat operation in view of the fact flight rules, types of aircrat, their speed limits, equipment limts etc. 1st Lt. Jitka Müllerová

3 Classification of airspace
Controlled x uncontrolled Classes A, B, C, D, E, F, G Horizontal x vertical Controlled airspace is an airspace where the air traffic services are provided, this means services provided for the purpose of preventing collisions between aircraft, between aircraft and barriers in the manoeuvering area and for maintaining a rapid and orderly flow of air traffic. The most important product is air traffic safety. I have spoken about air traffic services. Do you know, which services does this term consist of? Air traffic control services (area, approach, aerodrom services), Flight information service, Alerting service and air traffic reporting office. Which of these services do you provide in reality? Flight information service is provided by all ATS units within their area of responsibility. Flight information service encompasses: a) Information concerning known air traffic and a risk of collision. Pilots of VFR flights operating in class G or E airspace requiring traffic information if possible. Information about the condition of airports and services in FIR Praha is provided for all flights on request only. c) Information about reported meteorological conditions en−route and at airports, including airport forecasts, is provided for all flights within the area of FIR Praha on request only. Information about the use of segregated, reserved and restricted areas within the area of FIR Praha is provided on request only. Alerting service is provided to all flights for which FPL was submitted, to all flights where air traffic control service is provided and to all flights known or believed to be in need of such a service. The second classification is dividing the airspace into classes. Each class represents providing certain services under other conditions. Which classes are used in Čzech repuublic from the list in the slide? From the basic point of view we can talk about lower and upper airspace. Do you now the border line between lower and upper airspace? FL 245 We can look on airspace only vertically in classes but thera are also specific areas with this own horizontal borders, where classes are also determined. We will dicsuss them later. 1st Lt. CTR / MCTR P D R TRA TSA ATZ P - Chemical factories, refineries, nuclear reactors, Prague castle R – Restricted area(1-9) Military training areas, parachute jumping areas etc. D - gas compressor station areas, areas for liquidation of munitions Temporary Segregated Area (TSA) is a defined volume of airspace normally under the jurisdiction of one aviation authority and temporarily segregated, by common agreement, for the exclusive use by another aviation authority and through which other traffic will not be allowed to transit. In case of need of urgent entry to the airspace LK P, due to time pressure and character of performed task the approval process is not applied on: – Police flights – Flights of emergency medical service directly related to human life rescue – Search and rescue flights – Flights performing firefighting activity - Open Sky Flights Temporary Reserved Area (TRA) is a defined volume and temporarily reserved, by common agreement, for the specific use by anotdher aviation authority and through which other traffic may be allowed to transit, under ATC clearance ATZ – radius 3 NM GND to alt 4000ft 1st Lt. 8 FUA 3 levels (strategic, pre-tactical, tactical) AUP (D 0600 D+1 0600)
UUP Defined special areas for special activities (PJE, FRN, OAT, WRN, CRAK) Airspace Management (ASM) is treated in accordance with the legal documents and FUA Concept. Airspace management is applied in three levels Strategic level is provided by Civil Aviation Authority together with the Ministry of Defence and ensures the overall application of the flexible use of airspace, reviews users’ requirements regularly; approves activities which require airspace reservation or restriction, defines temporary airspace structures and procedures to offer various airspace reservations and route options; e) provides criteria and procedures for establishment and application of adjustable horizontal and vertical airspace limits required for alterations to flight routes modifications and short− term changes of routes; analyzes the national airspace structures and flight route network to facilitate flexible airspace structures and procedures planning; ) AMC CR considers requests of airspace users for the temporary reservation of areas used for flying of one user or category of users, where reservation period does not exceed 24 hours during three consecutive days from the day of reservation and the areas are not published in AIP CR This level is performed by ATC − ACC Praha units and appropriate military unit in accordance with the Commission Regulation (EC) No. 2150/2005, Article 6. In real time they activate and deactivate temporary reservation of the areas (according to AUP/UUP) or they re−allocate the areas to other users to allow for their more efficient usage. Activation/deactivation of an area (according to AUP/UUP) is based on notification by the user about real usage of the assigned airspace. The airspace allocation is published in a daily Airspace Use Plan (AUP). The AUP is published before 1400 UTC to cover the 24 hours time period between 0600 UTC the next day to 0600 UTC the day after AUP – airspace use plan UUP Airspace allocated in the current AUP that are cancelled/changed on the day of operations will be promulgated through the Updated Airspace Use Plan (UUP) not later than 1 hour before planned changes become effective. When needed, more than one UUP can be promulgated within the validity period of the current AUP. 1st Lt. Jitka Müllerová

Vision of Single European Sky FABCE Discussion: Pros x Cons As a response to the dramatic growth in air travel within last two decades, the European Commission passed two Single European Sky packages to create a legislative framework for European aviation.  The European air traffic management (ATM) system currently handles around 26,000 flights daily. Forecasts indicate air traffic levels are likely to double by Moreover, European ATM costs an additional €2-3 billion every year, compared to other similar systems in the world. How will the European airspace accommodate the increasing air traffic flows, whilst cutting costs and improving its performance? The answer came with the initiative of organising airspace into functional blocks, according to traffic flows rather than to national borders. Such a project was not possible without common rules and procedures at European level. The Single European Sky (SES) was born to meet this need. In the future, it will need to keep capacity management, airspace design and organisation, crisis management, aeronautical data sharing, flow management, flight plan processing, scarce resources management, trajectory planning and prediction. It can do all this in an impartial and transparent manner, acting in the interests of network efficiency and meeting cost efficiency targets.” A Functional Airspace Block (FAB) is as an airspace block based on operational requirements and established regardless of State boundaries.  FABCECzech Republic, Slovak Republic, Austria, Hungary, Croatia, Slovenia, Bosnia and Herzegovina 1st Lt.
