2 ROLE OF AAI IN CONSTRUCTION SECTOR
1 AAI has been entrusted with the responsibility of issuance of ‘No Objection Certificate’ for height clearance for structures around the airports to ensure safety and regularity of aircraft operations 2 As per GSR 751 (E) – NOC is issued by Designated Officers of AAI at 9 NOC Centres located at Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Bengaluru, Ahmedabad, Nagpur and Guwahati 3 Aircraft Act 1934, Sec. 9A empowers Central Government to prohibit or regulate construction of buildings, planting of trees etc. in an area of 20 Km around the Aerodrome Reference Point (ARP) of an Airport. 3 Under Ease of Doing Business – AAI introduced CCZM & NOCAS
Colour Coded Zoning Maps (CCZM) Different colour coded grids indicate the permissible heights in the areas around the airport within 20 kilometers from the Aerodrome Reference Point No Objection Certificate Application System (NOCAS) Airports Authority of India Airport Investment summit Mumbai June 2017

4 HOW TO INTERPRET CCZM locate plot/site in CCZM and identify the home grid, where the plot/site lies Co-relate the colour of the home grid with the colour legend, available in CCZM and check the permitted top elevation in Above Mean Sea Level (AMSL) If the color of the home grid is red then the applicant shall file application to AAI through NOCAS at AAI website for issuance of NOC Deduct the site elevation or the reduced level of the plot from the permitted top elevation to get the height Above Ground Level (AGL) Airports Authority of India Airport Investment summit Mumbai June 2017

5 HOW TO INTERPRET CCZM Approach the concerned Local Body for building plan approval if the requested height is below the CCZM permitted top elevation If the desired height is more than the CCZM permitted top elevation, file NOC application to AAI through NOCAS at Interactive CCZM indicates the applicable height in a particular grid once the curser is placed on the grid CCZMs have been integrated with Local Urban Development Authorities of Mumbai & Delhi Airports Authority of India Airport Investment summit Mumbai June 2017

6 Ease of doing Business with the introduction of CCZM
NOC for height clearance is not required for the buildings up to the CCZM permitted top elevation Whole area around the airport has been divided in geo referenced grids of 1 minute by 1 minute (approximately 3 Square km) for easy readability and implementation. the LUBs may approve the construction of the structures, as per the existing building regulations in accordance with the height specifications provided in CCZM maps The Local, Municipal or Town Planning and Development authorities can plan their development as per the CCZM. Under single window clearance an Applicant can apply for NOC with the Local Urban Development Authorities in Common Application Form, wherever CCZMs have been integrated Airports Authority of India Airport Investment summit Mumbai June 2017

7 Ease of doing Business with the introduction of NOCAS
Commissioned on 30th December 2015 by Hon’ble Union Minister of Civil Aviation Developed in-house by AAI in collaboration with ESRI India (NIIT) Provides approximate height to users for planning purpose On line submission of NOC application and documents - no hard copy is required A paperless system end to end Applications meeting the auto settle criteria are cleared within minutes of filing All calculations are automated Applicant is not required to visit AAI office at all for any reason SMS & updates for applicant - NOC letter is issued electronically Airports Authority of India Airport Investment summit Mumbai June 2017

8 NOCAS (NOC Application System)
Applicant can download the NOC from his dashboard Online Review and Revalidation Any member of the public, Airport Operators, LUBs and Municipal Corporations can view NOC issued by AAI without login Data Analysis and Report Generation Integration with external portals (Communication ministry & Urban Local Bodies) System tracks the actions of all internal users to ensure the system integrity Airports Authority of India Airport Investment summit Mumbai June 2017

9 SYNERGY BETWEEN AIRPORTS AND CITIES TO ACHIEVE SUSTAINABLE DEVELOPMENT
AAI as an Airport Operator and ANSP is working closely with Industry for sustainable development A committee was constituted by AAI to look into the concerns of Construction Industries Industry was represented by CREDAI, NAREDCO and PEATA The committee met thrice in February, April and May and deliberated on a range of issues connected with issuance of NOC for height clearance The committee finalized its recommendations which has been accepted by AAI and referred to Ministry of civil aviation for consideration These recommendations are concerning validity period of NOCs, vertical height tolerance, revision of ADS-B criteria, Saving clause along with simplification of some existing procedures Airports Authority of India Airport Investment summit Mumbai June 2017
