3 CENGETS in brief - 1 Created on by a joint research project between Peru and France. It was sponsored by PUCP, the Univ. of Orleans (France), the Municipality of Orleans (France), the Embassy of France in Lima. Presented on 2006 to UNESCO-Division of Science Policy and Capacity-Building and WTA-World Technopolis Association (Korea). CENGETS’s intervention in Life Sciences Forum-APEC 2008 was celebrated by the Minister of Health of Peru and motivated the 1st visit of the Minister of Health to PUCP university. 4 CENGETS in brief - 2 On demonstrating significant improvements in national health technology management (HTM) structure/outcomes CENGETS received the ACCE-ORBIS Award sponsored by WHO. CENGETS developed an intense interaction with Peruvian NIH, MoH and Social Security System based on selected interventions and training on HTM, HTP and Health Technology Transfer with the distinctive collaboration of UVM from 2010 to present. Biomedical Engineering, the 1st joint career between the most prestigious Peruvian universities: PUCP and UPCH, was created on 2016 with the sustained contribution of CENGETS and his international partners. PUCP Scientific-Technological-Social Park will be created on 2017, CENGETS has a role there related to the health unit of the Park. The eco-system for Peruvian health sector is improving and promotes gradually initiatives based on Clinical Engineering, Biomedical Engineering, HTM & Planning and Health Technology Assessment. The following are 2 actions stated for the short and medium term on which CENGETS has a dynamic role: Joint Biomedical Engineering Undergraduate Program: The two top Peruvian leaders in the Academia: Pontifical Catholic University of Peru-PUCP-Engineering and Univ. Peruana Cayetano Heredia-UPCH-Medicine are engaged on the creation of BE Undergraduate Program, studies will start on CENGETS participated in the process since H. Voigt, B. Wheeler and T. Clark are sustained collaborators. 1st & 2nd HTM & Clinical Engineering PUCP-UPCH Joint Diploma: Organized by PUCP BE Master Program, UPCH Medicine School and CENGETS. The 1st one included an international training at CENETEC-Mexico, the 2nd one includes an expert exchange with the Ministry of Health of Colombia. Promotion and Development of CE, BE, HTM& Planning at PUCP STI & Social Park: CENGETS’s goals have synergy with the future activities of PUNKU Scientific, Technology, Innovation & Social Park at PUCP: a) Innovation-Development & Research Projects; b) Innovative Services; c) Training, and Dissemination by seminars, conferences, workshops, etc. The partnership of CENGETS and PUNKU PUCP Park will provide a unique and positive dynamic in benefit of health sector and Peruvian population of Peru. Building local capacities on Innovation, Biotechnology, Health Technology Management & Planning to promote the improvement of making-decisions stakeholders: “Innovation, Health Technology Management & Planning”, sponsored by Chemical Professional College of Peru-CQFP and co-lead by CENGETS and T. Clark (UVM-WHO/PAHO); Course; October 2016. “Research Projects to support Development & Innovation” sponsored by Peruvian National Council of Science and Technology-CONCYTEC, Ciencia Activa and FONDECyT; organized by CENGETS with Univ. Andina del Cusco: International Seminar; Sep , 2016. “Biotechnology & Health Technology Management: Strategies, Policies and Best Practices-Projects for Research”, organized by CENGETS with Postgraduate School, Peruvian Centre of High Studies-CAEN; Doctoral course; Aug. 5-6, 2016. The “1st two Health Technology Transfer International Workshops in Peru” aimed to the 24 regional directions of state public health organizations: NIH and MoH; researchers, managers, chiefs of services, engineers and other members of health staff who were trained and discussed contents and experiences. The objective was to strengthen policy, regulatory & research and to assure the safe and rational use of health technology through HTM & HTP. It was led by CENGETS with the collaboration of WHO/PAHO, IUPESM and the Univ. of Vermont. The “1st Health Technology Management & Planning and Health Technology Transfer Course in Peru” to develop capacities of 45 participants of NIH, The objective was to strengthen and Develop research and operational capabilities at NIH about Policy, Regulation, plans and programs related to Health Technology Transfer. It was co-lead by PUCP Biomedical Engineering Master Program and CENGETS PUCP with the collaboration of T. Clark (UVM-WHO/PAHO), A. Lemgruber (PAHO) and T. Judd (WHO/PAHO). Elsevier’s Publication (book) in process: “HEALTHCARE TECHNOLOGY MANAGEMENT SYSTEM: Towards a new organizational model for health services” Authors: L. Vilcahuamán, R. Rivas. The purpose is to provide a model and its components to implement an effective healthcare technology management HTM system in hospitals, and reflect on the need to rethink the hospital organization for decision-making on technology. Current models of management and organization of technology in hospitals has evolved over the established 40 or 60 years ago, according to totally different circumstances now, therefore, have a failure origin. Our proposal is that in the context of new technologies is not enough moving on from the outdated model, but requires a re-engineering of management and organization to achieve appropriate levels of clinical effectiveness, efficiency, safety and quality that users expect from the technology used in hospitals. Many of the current premises on good practices in HTM provided by specialized institutions on health are impractical, because in the current processes do not have neither the human resources, nor the liability, nor the appropriate procedures for implementation. The book will be aimed to decision makers, stakeholders and users of technology in hospitals, institutions of research, health regulatory agencies and other organizations related. In this regard managers, researchers, policy-makers, heads of clinical services, engineers, medical’s staff, nursing, care technicians, etc. are considered as public interested. 13 Conclusions and Action Plan
Promotion and Development of CE, BE, HTM& Planning at PUCP-PUNKU STI & Social Park: in short term, CENGETS’s will lead and promote at PUCP-PUNKU-Park the following activities: a) Innovation-Development & Research Projects and b) Training, and Dissemination by seminars, conferences, workshops, etc. The partnership with international and Peruvian health enterprises will result on a distinctive alternative for health sector and Peruvian population of Peru. 1st HT Transfer for Peruvian Health Sector-May 12-14/2015- International Workshop: Formulation of clear and comprehensive policies in: Health Innovation, HTM & HTP and Health Technology Transfer in Peruvian health sector: Six HT Policy Guidelines were improved with the participation of the board: MoH, NIH, CENGETS and the Univ. of Vermont: Prof. B. Finette, T. Clark, A.Zia. Improvement of capacities for the Implementation of Health Technology Transfer Offices in Peruvian health sector: Health staff in charge of research, management and policy development of the institutions and agencies of MoH, Departments of Health and Regional governments, Universities, Research institutes, Technological centers and companies and other institutions engaged in research and development and health technological innovation were trained. 1st HT Transfer for Epidemiology Research and Public Health in Heavy Metals-May 6-8/2015. International Workshop: International Publication of an Article with Topics and Findings of the International Workshop. Led by NIH, CENGETS and Professor H. Voigt. Applied Research of Development of Devices for Infection Detection: Led by NIH, PUCP BE Master Program & Bioengineering Laboratory, CENGETS and Professor H. Voigt. 1st HTM & HTP and HT Transfer Nov.17-Dec.15/2015-PUCP BE Master Program and CENGETS Course for NIH: 13 Proposals developed for applied research based on the topics of the course: NIH leads the continuation of the activities supported by PUCP BE Master Program and CENGETS. Joint Biomedical Eng. Undergraduate Program: The 2 top Peruvian leaders in the Academia: Pontifical Catholic Univ. of Peru-PUCP-Engineering and Univ. Peruana Cayetano Heredia-UPCH-Medicine will offer the BE Undergraduate Program on CENGETS participates on the project since 2011 to present. H. Voigt, B. Wheeler and T. Clark are sustained collaborators. PUCP BE Master Program, UPCH Medicine School and CENGETS lead currently the 2nd HTM & Clinical Engineering PUCP-UPCH Joint Diploma; an exchange with Ministry of Health of Colombia is stated on 2016.
