Over the next hour or so, we will cover information to familiarize you with WSU as well as ease your transition as a new employee. Please feel free to stop me at any time if you have any questions or follow-up to the information we are presenting today. For those who are joining us by videoconference, please be aware that it is difficult for me to see you so if you have questions, please just start talking. This section is due to end around 10 am, at which time you will be able to take a 15 minute break.

Medical Benefits Retirement Plan Information Faculty & Administrative Professionals Civil Service When you return, you will be greeted by a member of our Employee Benefits section. This person will address medical and dental coverage options, as well as other related aspects of your benefits package. You will need the benefits packet you received in the mail at this time. However, if you did not yet receive this packet or If you have received this packet or perhaps forgot to bring it with you today, one will be provided. This portion of the program concludes at 12:30. Orientation continues this afternoon with information regarding your retirement plan options. Give room locations and let Pullman participants know that Butch holding the “New Employee Orientation” sign will be set out front. Since different options exist for different employee types, two separate sessions are planned: 1:30-2:30: Faculty and Administrative Professional employees 3:00-4:00: Civil Service employees Even if you have not pre-registered for the appropriate session, please try to attend. It is critical that you receive this information and make your personal choices early in your career: Medical, Dental, Long Term Disability Insurance: 31 days for all employees Retirement: 30 days for AP and Faculty Retirement: 90 days for Civil Service and Eligible Hourly

5 A Brief Overview of History
4/16/2018 A Brief Overview of History 1862: The Morrill Act 1890: WAC 1892: Doors open to 59! There is no better way to start off, then gaining an understanding of the history and background that has molded this institution into what it has become today. The Morrill Act of 1862 was enacted by Justin Morrill, who is considered to be the “Father of Agricultural Colleges”. The act granted every state in the union 30,000 acres of federal land for every member of its congressional delegation and funds to create colleges. These “land-grant” institutions were to emphasize teaching and research in agriculture, mechanical arts, military sciences, and the “classics.” They also had to be open and accessible to Americans from all walks of life. Because of this act, on March 28, 1890, Washington state legislature chose this institution to be THE state land grant institution for Washington State. We were originally called “Washington State Agricultural College and School of Science”, or WAC The college officially opened its doors to receive 59 students two years later January 13, 1892. in 1905, 15 years after WAC was founded, the institution changed it’s name to Washington State College due to the growing student body and increase in academic courses offered.

7 Before there was Crimson & Gray…
Mascots and Colors, oh my! Before there was Crimson & Gray… Before Butch, came?.. WSU There have been many changes to the institution since opening it’s doors. And here are just a few changes that have paved the way to what we are today. Great slide to have people guess- ex: Does anyone know what the original school colors were? Believe it or not, the colors were not always Crimson and Gray. Until 1916, inspired by the Palouse sunsets, Pink & Blue were the schools first colors. In 1919 after defeating the Golden Bears, an Oakland cartoonist portrayed the football team as “fierce Northwestern Cougars” The idea caught on and the cougar was officially adopted as the college mascot, permanently replacing the previous mascots which include a Bear Cub named “Toodles” and a Terrier named “Squirt” Although today a student wears a Cougar costume to portray “Butch”, between 1927 and 1978 “Butch” was live cougar housed at the institution. (Butch was the nickname of Herbert Meeker, a football player at the time) The biggest change of all came in 1959 when the college doubled it’s student body and officially become Washington State University.

4/16/2018 WSU Employment: Parking and Transportation Parking permits may be required, depending on your campus Annual and daily permits available Payroll deduction available Observe zone and game day signs May not go into too much detail since this does not apply to non-Pullman people. Invite questions during the break or let them know that they can visit parking services. Do let them know that everyone needs to be aware of where they are parking and if they have the correct permit. Information: Pullman-based employees parking on campus during regular business hours will require a parking permit. There are various annual permit options available as well as other permit options for those who maybe driving to work occasionally. Permits can be purchased at the time they are issued, however payroll deduction is also available to meet your needs. When it comes to parking on campus, there are a few things to keep in mind. Permits will not work in metered spaces. If you are performing work related errands on-campus, your department should provide a service permit, a parking meter key, or other departmental permits available for you to use. Be sure to pay attention to the Zone signs as well as when signs are posted in your lot, such as game days. After 5pm most Green/Yellow/Red & Blue zones are available to park w/o a permit.  And Certain lots are closed at various times for maintenance or gamedays. The parking and transportation office can assist you on determining which zone and permit option will work best, as well as address any of your transportation questions. 4/16/2018 WSU Employment: Employee Types and Handbooks Faculty (FAC) Faculty Manual Administrative Professional (AP) AP Manual Civil Service (CS) WAC 357 Bargaining Unit (BU) Appropriate CBA There are a number of different types of employees here at WSU. Of the many employee types at WSU, the three primary types are listed here. These are Civil Service, Bargaining Unit Covered, Administrative Professional (sometimes referred to as Exempt), and Faculty. CS and BU position are classified in accordance with Washington Department of Enterprise Services classification specifications; ultimately this means that they are classifications which can be found throughout the state of Washington within other state and higher ed institutions. CS positions follow the rules set forth in WAC 357 BU – These positions are typically CS classifications, however they are covered by terms and conditions of Collective Bargaining Agreements CS and BU must complete the probationary period prior to becoming permanent (for most, this is 6 months) AP – Classified in accordance with WSU classification benchmarks and meet the AP exemptions set by Washington DOP – generally these positions perform administrative, managerial, professional, research, public service, extension, or a combo of these responsibilities. These positions follow the AP manual. Often you will here the term “Exempt” in association with this classification type. This is a reference to the fact that AP employees are technically exempt from the Civil Service rules, although a great many of these rules and conditions apply to the AP classification nonetheless. FAC – Classified in accordance with the Faculty Manual and Provost’s Office – generally perform academic, extension, library, research, and student affairs duties as determined by faculty manual. 14 4/16/2018 WSU Employment: WSU ID Provided to all employees, student, and WSU affiliates Automatically generated Required to obtain a Cougar Card and a Network ID Every employee has a WSU ID which is auto generated during the new hire paperwork process. The WSU ID allows you to obtain your Network ID and Cougar Card. The individual responsible for payroll/personnel in your department will be able to provide this number to you once your appointment has been entered into the system. If you were a student or affiliated with the university in any way, most likely you have a WSU ID already established.

4/16/2018 WSU Employment: Cougar Card WSU Employment: Cougar Card General University Identification Access to campus facilities Free Pullman /Spokane Transit Access to University Libraries Cougar CASH: up to 10% discount Discount at the Bookie CougarCard Maxx The Cougar Card is your official University ID and be used for multiple purposes, including: Gaining Access to selected campus offices and buildings throughout the day and after hours as determined by your departments Riding for free on the Pullman Transit or Spokane Transit just by showing your CC, Use can also your CC to check out books at any of the University libraries You may use it as a purchasing card at the Campus Espresso carts or campus markets for a 10%. To put money on your card just sign-up for regular paycheck deductions or deposit funds online using a debit card or credit card. Faculty and staff receive a discount on non-textbook items at the Bookie and Bookie Too just by showing their CC You may upgrade your CougarCard to a CougarCard MAXX. This essentially turns your CougarCard into a debit card, and you can use your CougarCard MAXX for debit card purchases and in ATMs anywhere VISA debit cards are accepted. CougarCard MAXX is done through US Bank Those who work in Pullman can go to the Compton Union Building ground floor. Those who are not in Pullman should ask their supervisor if they do not have a card yet. 4/16/2018 WSU Employment: Network ID WSU Employment: Network ID Access to WSU network and computing services, including: Online earnings statements (my.wsu) Online training system Your Network ID (or NID) is your point of access to WSU’s computing and network services. With this you are able to view your earnings statement and benefits information at myWSU, access WSU administrative systems, establish your account and access the WSU Online Training System. Does anyone not have their Network ID? You can create your NID online at or get in contact with your area IT individual. If creating your NID you will need to have your WSU ID#. NOTE: your NID will be the first part of your address. Emphasize the confidentiality of the NID/Password! Provide examples and a reference to the Executive Policy. Also mention security and phishing s- send suspicious s to Each individual is responsible for any and all use of the WSU network or network services obtained under his/her Network ID. Network ID passwords must not be shared or transferred to others. Semi-Monthly Lagged Payroll Leave Period Work done on 1st – 15th Paid on 25th of the current month Work done on 16th – end of month Paid on 10th of the following month One of the first things an employee asks when beginning a new job is “When do I get paid?” At WSU, we are on a SEMI-monthly lagged payroll leave period. What this means is that you are paid twice per month. On the 10th and the 25th . Work performed from the 1st through the 15th of the month will be paid on the 25th. Work performed from the 16th through the end of the month will be paid on the 10th of the following month. Exceptions- if 10th or 25th is a holiday or weekend If asked- cyclic (9 month) employees can’t spread their paychecks over 12 months- however, they can work with their bank or payroll help them work with one of the credit unions Payroll Services Office - French Admin, Room 236 payroll.wsu.edu

WSU Employment: Payroll Pay Schedule Direct Deposit Self-Guided Orientation W-4 Employee Withholding Earnings Statements Go to Payroll website, but not WebPBS. Go to myWSU. Describe A-Z and Policies links. In a moment we will go to the Payroll website to show you some of the available tools and resources, including these items: Show them the payroll calendar, show that if the 10th or 25th is a weekend or holiday, get paid closest business day You may choose to have your paycheck mailed to your home, however, for a quicker turnaround time Payroll recommends that employees sign-up for direct deposit. If you haven’t already done so, you may download a direct deposit form from the Payroll Services website, which we will access shortly. Payroll in Pullman takes care of whole state Instructions for completing your Employee Withholding Allowance Certificate” is available at this site, as well as a calculator to help you determine the appropriate amount. WSU uses a paperless system to view earning statements, so it is important to note that if you sign-up for direct deposit, you will not receive a paper paycheck stub. Additional payroll orientation videos are available at the site as well, providing far more information that we will have time for today. WSU Employment: Payroll Paycheck questions or concerns: Contact your immediate supervisor or Payroll Services More often than not you will have no problems when it comes to payroll, however if you do ever have an question or concern contact your supervisor or payroll services to resolve the discrepancy FYI- Some of the most common errors or problems might include: (1) Receiving no payment - (2) Overpayment of funds If you are overpaid, contact Payroll immediately because Washington State Ethics Laws prohibit state employee from keeping overpaid funds. (3) Underpayment: Keep in mind that retroactive premiums will be withheld from your first paycheck after you sign-up for Benefits. 4/16/2018 WSU Employment: Leave Information Annual Leave Civil Service and Bargaining Unit There are multiple leave options available to WSU faculty and Staff. Please note that for all employees, paid leave cannot be used prior to earning it. Annual Leave accruals vary depending on employee type. A maximum of 240 hours can be accrued at the time of the employees anniversary date (the 240 maximum can be temporarily exceeded). Similarly to CS, Fulltime BU employees earn 8hrs/month and progressively increase based on the collective bargaining agreement. Fulltime AP employees and Faculty on annual appointment each earn hrs/month and can earn a maximum of 352 hours. Once AP employees reach this maximum they need to “use it or loose it” each month (the 352 maximum can never be exceeded).

4/16/2018 WSU Employment: Leave Information December Holiday Reduced Operations WSU will close all non-essential business operations and associated buildings at all locations during the period covering the December Holiday Reduced Operations. Read FAQs and look at website before NEO Beginning in 2011, WSU has closed all non-essential business operations and associated buildings during the last week of December. This measure was actually suggested by employees in response to University official’s request for possible cost-saving ideas. Open web site to show schedule. As new employees (especially if hired later in the year), it is critical to understand and prepare for the December closure. If your position is not determined to be an essential business function, it is recommended you discuss the situation with your supervisor and possibly work overtime to prepare, save your Personal Holiday, etc. Please understand that all standard leave usage provisions apply during this time just as they do throughout the year. There are no special exceptions (for example, an employee may not use sick leave inappropriately to cover portions of the December closure days). 4/16/2018 WSU Employment: Overtime Provisions Fair Labor Standards Act (FLSA) HRS reviews job duties to determine FLSA status Overtime Eligible Employees: Eligible for overtime compensation if work an excess of 40 hours in a work week Meals: 30 min unpaid after no more than 5 hrs Rest Breaks: 15 min paid for every 4 hrs Time Report Overtime Exempt Employees: Exempt from overtime Leave Report The Fair Labor Standards Act sets and regulates minimum wage, overtime pay, equal pay, record keeping, and child labor standards for covered employees. HRS determines overtime eligibility for positions based on these federal standards. OVERTIME ELIGIBLE EE’s considered OVERTIME ELIGIBLE are covered under the FLSA (Fair Labor Standards Act) and are eligible for overtime compensation if they work more than 40hrs/work week Additionally, overtime eligible employees may request to take compensatory time (time off w/ pay) at the overtime rate (time and a half) to substitute for paid overtime. This request can be made to the employee’s supervisor. Fulltime EE’s are entitled to a Minimum of a 30min unpaid meal period, no more than 5hours after the beginning of the shift. Employees may request to Waive meal period, this form must be submitted and approved by the department manager or director. Eligible employees receive a 15min paid rest period for every four (4) hours worked. Individuals may choose to take this rest period on an intermittent basis, however rest periods cannot be waived, or combined. Overtime eligible employees are required to fill out and submit a time report in which they track the time they worked each month Open time report, show them “balances box” and explain importance of filling out balances box correctly OVERTIME EXEMPT Employee considered OVERTIME EXEMPT are those who have been designated by HRS as “overtime-exempt”. Overtime exempt employees are required to fill out and submit leave reports in which they track any leave they took each month. There is a similar “balances box” in the leave report. If you have questions regarding whether you are overtime eligible or exempt please follow up with your supervisor or area payroll individual.

Human Resource Services represents the “central” training system for the University, however, and most departments work through us for coordination and record-keeping purposes. Through the WSU Online Training System, you can choose from hundreds of live, instructor led seminars and workshops each years. Additionally, thousands of online courses and books are available. Open the training website and demonstrate how to enroll in a state ethics law session. Navigate to the home page and comment on the typical login url at the HRS training homepage. 4/16/2018 Employee Training and Development Directed Training Discrimination, Sexual Harassment and Sexual Misconduct Prevention Safety Customer Service Procurement and Contract Training State Ethics WSU has two types of work-related training: directed and elective. Directed training is that training that is directed by your supervisor, department, or the University. The amount of “directed” training is determined by your supervisor. For example, all Washington State University employees, are required to complete Discrimination, Sexual Harassment and Sexual Misconduct training within six months of your employment start date. Open HRS Training homepage and navigate to DSHP page. Demonstrate the link to the online DSHP course. Additional training required of some employees is in the area of contracts and purchasing. For employees whose duties include working with contracts or purchases of any type; there are state required training classes that must be taken, a delegation of authority from the University President required to sign contracts, and policies and procedures that must be followed.  If your new position includes such duties, please talk with your supervisor about these requirements. The contact information for WSU Purchasing Services and the WSU Contracts Office is included in your resource guide and they can also assist you with any questions regarding delegation of authority, contracts, or procurement.  A variety of safety training may be required depending upon your position as well. Most of this is conducted through the Environmental Health and Safety Department. Other training may be required. Be sure to check with your supervisor about any training requirements that may be expected of you. Elective training, is training that you elect or personally identify to attend. Both directed and elective training are subject to release time, in which employees are paid to attend trainings. Supervisory approval is required before employees may attend training. Also, for more than 20 hours of release time, the supervisory may ask the employee to submit a training plan outlining his or her development goals. 4/16/2018 WSU Employee Policies: State Ethics Law Stewardship of state resources Private Benefit or gain Personal Liability – Penalties De Minimis – Infrequent, occasional use Prohibited Purposes WSU State Ethics Training Encourage all to attend training. The State Ethics law addresses allowable use of state resources, special privileges, outside compensation, conflicts of interest, honoraria, etc. The Ethics act states that all state officers and employees have a duty to ensure the proper stewardship of state resources which includes anything provided to WSU employees to perform their jobs; Exp. Computers, equipment, facilities. Etc.. State resources may not be used for private benefit or gain. Which essentially means that you may not avoid a cost or expense by using WSU resources to benefit yourself or use a WSU resources to support an outside business or interest Employees are personally liable for violating the ethics Act whether they know what is says or not! Penalties may be assessed by more than one agency if you are found to be in violation of the State Ethics act which include WSU, Executive Ethics Board, & the State Auditor’s Office The ethics act does provide an exception, knows as De Minimis, which is infrequent, occasional personal use resulting in little or no cost to WSU and does not disrupt WSU Employees or the operations. Although the act does provide for an exception, there are some Prohibited Purposes which result in a violation regardless of the use: Outside business/Private employment Outside Organization/Group solicitation Political Campaigning Lobbying Use of property away from WSU There is a lot more to the Ethics act then what we just went over. WSU Employee Policies: Whistleblower Act Provides an avenue for state employees to report suspected improper governmental action Makes retaliation against whistleblowers (and witnesses participating in an investigation) unlawful, and authorizes remedies for occurrence. Reports issued at sao.wa.gov Encourage all to attend training. The State Whistleblower Act offers protection to employees who, in good faith, report suspected improper governmental action. University employees may file complaints to the State Auditor's Office in Olympia, or to the Office of Internal Audit on the Pullman campus. As with State Ethics Law, training is regularly offered on this topic and can be found in the online training calendar we examined earlier. WSU Safety – download a copy of the safety guide which can be found at the Campus Police website. Please note that if you are calling 911 from your office it will take 7 seconds for the call to go through. WSU Alert – visit the webpage for emergency info; two notification systems in place WSU Outdoor Warning System: installed in the fall of 2007 – it consists of sirens and PA units that will provide info during an emergency situation. Emergency Notification System: voice, text, and s sent directly to your home phone, cell phone, home etc. to provide warnings in the case of emergency. Update your personal emergency contact information and sign up for the Emergency Notification System on the myWSU portal Specialized training courses available upon request delivered by EH&S staff directly at your workplace. Visit the EH&S website to view available courses. Your supervisor/manager is responsible to providing job specific safety information and training to you. Tobacco-free campus in Pullman, Spokane & Vancouver Smoking and nicotine use will no longer be permitted within the perimeter of Washington State University’s Pullman campus.

If long-term counseling is required, you will be referred to an external provider. Appointments are considered time worked and, as mentioned earlier, release time is available.
