2 North Carolina Common Follow-up System Overview and Vision
Started as a voluntary effort in the early 1990’s among a group of state education, employment and training agencies interested in following up on program participants In 1995, the CFS was codified under state law. North Carolina General Statute §§ was amended to: Establish the CFS by Statute; Define System Participation; Establish Operational Responsibility; Establish Performance and Evaluative Responsibility; Mandate Data integrity and Confidentiality; and Outline Reporting and Schedules.

North Carolina G.S. §§ : Provide for automated collection, organization, dissemination, and analysis of data from programs; Track and evaluate impact of programs Report to the General Assembly on Evaluation Findings & System Operations Collaborate with state WIB on performance measures for workforce programs; Maintain confidentiality of information; Workforce Data Quality Initiative (WDQI) Grant through the U.S. DOL to help with system enhancement. Working with the North Carolina Government Data Analytics Center (GDAC) on enhancement. Expanded Data from Existing Contributors and New Contributors Enhanced Data Submittal, Editing, Approval and Load Processes Improved Data Quality Development of New Data Dictionary Across All Contributors Development of New Relational Data Mart Mini Data Marts for Each Contributor Analytical Data Marts Across Contributors and Sources Expand and Enhance Data Analytics Design, Develop and Implement Analysis to Provide Better Understanding of Program Performance Enhanced System Outputs and Implement Technology for Disseminating System Output
