2 ALICE is based on the premise that information, authorization and proactive training are the keys to surviving the active shooter. Kristen

3 ALICE ADVANTAGES Integrates technology with human action.
Provides a plan of action to increase the chance of survival, increase confidence and reduce fear. Vastly diminishes the odds of success of the intruder. Cheryl

4 ALICE IS NOT A COMPLETE PROCEDURE, IT IS A SET OF GENERAL RECOMMENDATIONS THAT HAS TO BE FIT TO EACH BUILDING AND GRADE LEVEL. Cheryl

5 COMMON SENSE, BUT NOT COMMON KNOWLEDGE!
ALICE IS COMMON SENSE, BUT NOT COMMON KNOWLEDGE! Cheryl

6 WHAT IS AN ACTIVE SHOOTER??
An Active Shooter is a person(s) who is immediately causing death and/or serious bodily injury. This isn’t exclusive to somebody with a firearm. This could be accomplished with a knife, or a bat, or with other weapons. It is for this reason that we refer to such a person(s) as an Active Shooter/Violent Intruder. Kristen

7 U.S. Department of Homeland Security International Association of Chiefs of Police U.S. Department of Justice Adopted the “3 Outs Program” Get out Hide out Take out Kristen

8 The “3 Outs Program” is a copy of ALICE, but does not address the critical step of Inform. Without critical information getting to the people in danger, an informed decision is difficult to make. Kristen

13 WHAT ARE THESE STUDENTS DOING?
Cheryl Students take cover in French class in Holden Hall at Virginia Tech.

14 THE LESSON FROM VIRGINIA TECH 28 VS. 2 FATALITIES PASSIVE VS. PROACTIVE
Kristen DATA FROM CHAPTER 8, VIRGINIA GOVERNOR’S REPORT ON VIRGINIA TECH

15 28 died using standard passive lockdown 2 died using barricading and evacuation
Kristen

16 What is the change from the current safety plan??
The choice to evacuate is not the sole choice of an Administrator or School Resource Officer. Students are involved in the process. Exiting is not necessarily done in an orderly fashion. Classroom doors should be locked at all times. It takes more time to lock the doors than it does to break into them. Exiting does not necessarily mean through a door.
