Show how your institution can benefit from these programs So here are our objectives for today’s session. If you have other questions please feel free to ask them throughout the session.

4 FWS Federal Work Study Provides part-time employment to undergraduate and graduate students who need the earnings to help meet their costs of postsecondary education. (FSA HB, pg. 6-3) We’re going to start with an easy one, most of you should be pretty familiar with this one. Here is the definition from the FSA Handbook. Essentially this is federal funds awarded to students to earn through on or off campus jobs. Unless there are questions I’m not going to spend a lot of time on this.

5 JLD Job Location and Development Locates and develops off-campus job opportunities for students who are currently enrolled in eligible institutions of higher education and who want jobs regardless of financial need. This means that jobs may be located and developed under the JLD Program for FWS and non-FWS eligible students. (FSA HB, pg. 6-76) JLD gets a little more involved. Can anyone tell me what JLD stands for? This is the definition for the FSA handbook, so lets take a little closer look at this definition. Several things to note: Develop off-campus jobs – These cannot be jobs on your campus Regardless of financial need – You must develop jobs for non-FWS students as well Non-FWS – Some jobs can be FWS but some MUST be suitable for students who are not FWS eligible. I.e. paid by the employer JLD is money an institution takes from it’s FWS allocation and uses to develop the jobs defined above. The maximum amount that can be used is $75,000 or 10%

6 JLD Funding Federal Share – $75,000 or 10% of FWS allocation
Institutional Share – 20% institutional match required Your funds for a JLD program will come from two sources. Federal Share - Your institutions FWS allocation, it’s important to remember that the amount you can use is the lesser of these two figures. If your institution does not receive at least $750,000 in FWS funding your federal share will be less then $75,000 Institutional Share – The institution is required to contribute a minimum of a 20% match.

7 JLD Funding Example FWS allocation = $100,000 JLD Federal Share = $10,000 Institutional Share = $2,000 Total JLD Funding = $12,000 Example – FWS allocation = $100,000 JLD Federal Share = $10,000 (10% of $100,000) Institutional Share = $2,000 (20% of $10,000) Total JLD funding = $12,000 * You institution can spend more money on JLD, however any additional funds must come from the institution!

8 Allowable JLD Expenses
Salaries/fringe benefits Travel Equipment/supplies Advertising Telephone charges Workshops * Expenses must be incurred as a result of JLD activities (JLD HB, pg. 6-78) There are specific expenses that are allowed to be paid through JLD. In general they include expenses that would support a person who is managing the JLD program. However there are specific costs that are not allowed, i.e. facilities, indirect costs, wages for FWS students or students whose jobs were located through the JLD program.

9 Administrative Cost Allowance
ACA Administrative Cost Allowance May be used to help offset administrative costs, such as salaries, furniture, travel, supplies, and equipment. (FSA HB, pg. 6-23) No, we’re not talking about the Affordable Care Act, does anyone know what it stands for? Administrative Cost Allowance The Administrative Cost Allowance can be used for the following. Sound familiar? Basically it is the same as the JLD funding. The difference is the ACA is based on the total spending of all 3 campus based programs, Perkins Loans, FSEOG and FWS. However the ACA calculation as not as clear cut as the JLD calculation…

10 ACA Calculation 5% of the first $2,750,000 of a school’s Campus-Based expenditures to students + 4% of Campus-Based expenditures greater than $2,750,000 but less than $5,500,000 3% of Campus-Based expenditures greater than $5,000,000 (FSA HB, pg. 6-23) So, this is how you calculate your ACA.. Don’t bother writing it down, it’s in the FSA HB if you really need it! This is another way to supplement operating expenses and to help spend down your FWS if you are having trouble spending all your allocation. Also, the ACA can be charged to any individual or a combination of the 3 campus based programs. Up to 10% of the ACA can be used for costs involved in developing or expanding community service jobs.

11 Federal Supplemental Educational Opportunity Grant
FSEOG Federal Supplemental Educational Opportunity Grant Provides assistance to exceptionally needy undergraduate students. Students are exceptionally needy if they have the lowest Estimated family Contributions (EFCs). (FSA HB, pg. 6-3) I have mentioned FSEOG several times, so let’s take a quick look at it. FSEOG stands for Federal Supplemental Educational Opportunity Grant, a grant for exceptionally needy undergraduates. It is the second of the 3 Campus based programs I referenced when we were talking about the ACA.

12 Perkins Loan Program The Federal Perkins Loan (Perkins) Program includes Federal Perkins Loans, National Direct Student Loans (NDSLs), and National Defense Student Loans (Defense Loans). (FSA HB, pg. 6-91). The third program is the Perkins Loan Program which consists of three loans. Why is this relevant to JLD? Money can be transferred between these programs. So in a year when your FWS spending is high your institution could chose to transfer up to 25% of it’s Perkins or FSEOG allocation to FWS and vise versa. This can provide you with more FWS funds when need is high or help to spend down FWS funds when need is lower.

13 Program Participation Agreement
PPA Program Participation Agreement A school completes its Application to Participate (E-App) (and later during recertification), the school has the opportunity to elect participation in one or more of the Campus-Based Programs. (FSA-HP, pg. 6-4) A PPA is a Program Participation Agreement – all 3 campus based programs require a PPA and an institution applies for participation for the following year when they complete the FISAP

FSA HB Federal Student Aid Handbook BIBLE You have seen and heard many references to the FSA HB which stands for the Federal Student Aid Handbook. In a word this is your BIBLE! All information from the Dept. of Education can be found in this publication. Volume 6 covers Campus-Based programs, and Chapter 2 is specifically about Federal Work Study and Job Location and Development. I like to print the latest version of this chapter and highlight and flag the sections I reference frequently. 15 Information for Financial Aid Professionals
IFAP Information for Financial Aid Professionals Consolidates guidance, resources, and information related to the administration and processing of Title IV federal student aid into one online site for use by the entire financial aid community. (“Aid, F.S.,” n.d.) In addition to the FSA HB you will find a plethora of information on this website. I recommend you save it in your favorites and bookmark the pages you use most often.

17 Fiscal Operations Report and Application to Participate
FISAP Fiscal Operations Report and Application to Participate Any school that wants to obtain Campus-Based Program funds for an upcoming year and all schools that have received Campus-Based Program funds for the reporting year must complete an electronic FISAP. (FSA HB, pg. 6-7) I mentioned this when we were talking about the PPA. The FISAP must be completed and submitted to the Dept. of Education by October 1 each year for the previous academic year. This form not only reports how your institution used it’s campus based funding, but it is also the application for future funds.
