3 Concepts (for this speech)
Land governance is the government’s complex task to guide, overlook and steer the land sector by creation of action space for promoted activities. Land policy is the creation of guiding principles for land use. Land (use) management is the work related to use of land resources within current policy guidelines taking into consideration the legal framework for a specific land area. Land administration embraces legal rules for land use related to a certain area. As information (site, value, etc.) about such an area is essential, the tools for assessing, documenting and mapping this information are parts of land administration. Land development is the bundle of methods to change land use including land rights. To bring about changes, there can be a need to minor and/or radical changes in land policy, land use management and/or land administration. Land use planning is the process to predict and decide future land use or to formulate a proper sequence for implementation of a plan.
