CRADLE BABY SCHEME A New Initiative by the Hon’ble Chief Minister INCEPTION OF To curb the menace of female infanticide prevalent in certain parts of Tamil Nadu and to save the girl babies, “Cradle Baby Scheme” was first started by the Present Hon’ble Chief Minister of Tamil Nadu in the year 1992 in Salem district.

Extension of Cradle Baby Scheme
In the year 2001, the scheme was extended to the districts of Madurai, Theni, Dindigul and Dharmapuri. The 2011 census projected decrease in the child sex ratio in the districts of Cuddalore, Ariyalur, Perambalur, Villupuram and Thiruvannamalai. To set right this negative trend, the Hon’ble Chief Minister of Tamil Nadu has extended this scheme in the above mentioned 5 Districts.

Impact of the Scheme:- As on , 929 Male babies and Female babies have been rescued (Total – 4954). The child sex ratio of Tamil Nadu which was 942 females per males during 2001 has been increased to 946 females per males in the year 2011.

CHIEF MINISTER’S GIRL CHILD PROTECTION SCHEME
Objective:- A path breaking initiative and first of its kind in the whole country. Introduced during 1992 to address the issue of sex selection at birth, uplift the status of girl children by ensuring their education and to encourage small family norm. Scheme was totally restructured in the year 2001, in order to give more financial assistance to the girl children. Mode of Deposits under the Scheme:- Scheme I:- A sum of Rs.22,200/- (now enhanced to Rs.50,000/- for children born on or after 01/08/2011) shall be deposited in the name of the girl child with Power Finance, for a family with only one girl child. Scheme II:- A sum of Rs.15,200/- (now enhanced to Rs.25,000/-, where the second girl child should have been born on or after 01/08/2011) shall be deposited in the name of each girl child with Power Finance, for a family with two girl children only.

Eligibility Criteria A family having one girl child or two girl children without a male child alone is eligible enrolled under this scheme For both the schemes there shall not be any living male child in the family and the parents should not adopt a male child in future. The parent should be less than 35 years of age on the date of his/her sterilization ( The age limit has been enhanced from 35 to 40 years during on Either of the parent should have undergone sterilization within 35 years of age The parents /Grant parents should be a domicile of Tamil Nadu for a period of 10 years at the time of submitting application. Annual income of the family should be below Rs. 50,000/- for scheme –I and Rs.24,000/- for scheme-II up to The Hon’ble Chief Minister of Tamil Nadu has announced that in the Chief Minister’s Girl Child Protection Scheme , the Annual income for scheme I Rs. 50,000/- and Scheme –II Rs.24,000/- has been removed and it has been enhanced to Rs /- from for both schemes.

Child Marriage Introduction:
To ensure that child marriage is eradicated from within the society, the Government of India enacted the Prohibition of Child Marriage Act, 2006 replacing the earlier legislation of Child Marriage Restraint Act, This legislation is armed with enabling provisions to prohibit child marriages protect and provide relief to victims and enhance punishment for those who abet, promote or solemnize such marriages. .

Consequences: One of the most important tenets of Child Rights is ensuring their basic right to good health, nutrition, education and freedom from violence, abuse and exploitation. Child Marriage deprives the children of all these rights, denying them the opportunity to develop into fully empowered individuals

Implementation of the Act:
As per the constitution, marriage age of a girl is completion of 18 years. District Social Welfare Officers sensitize about this issue with public. Based on the provisions of the Act, rules have been framed and notified on to prohibit the Child Marriages in the State. The District Social Welfare Officers of each district is appointed as Child Marriage Prohibition Officer to implement the said Act effectively. The Child Marriage Prohibition Officers are vested with powers to act upon any information of any solemnization through any mode of communication and to file petition for annulling the Child Marriage in District Court and also for the custody and maintenance of the children of Child Marriage. A Panchayat Level core committee has been constituted under the Chairmanship of Panchayat President to report and prevent child marriages in rural areas.

The Prohibition of Child Marriage Act – 2006
To ensure that child marriage is eradicated from within the society, the Government of India enacted the Prohibition of Child Marriage Act, 2006 replacing the earlier legislation of Child Marriage Restraint Act, 1929. The Tamil Nadu State Rules have been notified by which the District Social Welfare Officers have been appointed as the “Child Marriage Prohibition Officer” of the district concerned. From 2008 to , around 4789 child marriages has been stopped.

Persons Who Can Be Punished Under the Law Include:
Child marriage is an offence punishable with rigorous imprisonment which may extend to 2 years, or with fine up to Rs. 1 Lakh, or both. Courts can issue injunctions prohibiting solemnization of child marriages. Offences under the Act are cognizable and non- bailable. Whoever performs, conducts or directs or abets any child marriage A male adult above 18 years marrying a child Any person having charge of the child, including: Parent or guardian Any member of organization or association, promoting permitting, participation in a child marriage or failing to prevent it

Annulment and Voidability of Child Marriage:
Child Marriages are voidable and can be annulled. The annulment of child marriage can be sought within a period of 2 years after the child who was a party to the marriage has attained majority. Only the children in the marriage themselves can file a petition for voidability or annulment of marriage The District Court can grant nullity of marriage Under certain circumstances, child marriage can be declared null and void by the Courts.

Tamil Nadu Prohibition of Child Marriage rule 2009
The District Social Welfare Officers has been appointed as Child Marriage Prohibition Officer of the district concerned, vide the Tamil Nadu Prohibition of Child Marriage rule 2009 and constituted a committee with the following persons to assist the Child Marriage Prohibition Officer:- Panchayat President : Chairperson Extension Officer (social welfare) :Convener Secretary, Panchayat level federation of Self Help Groups :Member Head Master/Senior Teacher (where there is no Head Master) :Member One women Ward Member (if more than one Women Ward Member, the senior most by age) :Member

A Panchayat Level core committee has been constituted under the Chairmanship of Panchayat President to report and prevent child marriages in rural areas. The following are the duties and responsibilities assigned to the members of the panchayat level core committee. To assist the Child Marriage Prohibition officer in implementing the Prohibition of Child Marriage Act – 2006and its provisions vigorously. To prevent Child Marriage and initiate legal action on reported cases. Sensitizing the community on the evil effects of Child Marriage. Constantly watching the children between the age group of years and also the community elders. Conducting elders meeting in the panchayat and create awareness among them. Propagation of several socio and economic programme and see that the benefits reach the needy person and community in time. Conducting various programme for adolescent boys and girls.

As part of awareness drive -Short Film on Child Marriage
Need of the hour is powerful communication and consistent messages through appropriate channels that can reach the various sections of society. Hence, the Honorable Minister of Social Welfare & NMP has announced in the floor of assembly that, “ a documentary film may be produced and telecasted in television from the date prior to 60 muhurtham days at a cost of Rs. 85 lakhs. Now three documentary films has been produced will be telecasted in Vijay TV Zee TV, Jaya TV in total 60 muhurtham days

Caravan Campaign against Child Marriage
Government of Tamil Nadu is implementing various welfare measures for the protection of Girl Child. One of the pioneering measures is to create awareness about the marriageable age of the Girl Child. Various IEC activities are being carried out by the Social Welfare Department and one such measure is to partner with UNICEF to launch a caravan campaign against child marriage in 13 districts of Tamil Nadu, namely Salem, Dharmapuri, Krishnagiri, Nammakkal, Erode, Ariyalur, Perambalur, Trichy, Karur, Thruvanamalai, Vellore, Cuddalore and Villupuram.

Caravan Campaign against Child Marriage
The objective of the campaign is to generate awareness and dialogues among parents, youth and community elders about the issues related to child marriage. This two months long campaign is to sensitize the adolescents particularly girls to negotiate with their parents and convince them to delay their marriage till they attain the age of 18 years for girls and 21 years for boys.

Introduction The Census 2011, reveals the extensive and significant decline in CSR recording an all-time low of 918 girls for every 1000 boys. 13 out of 35 states and UTs have CSR lower than the national average. Therefore Government of India selected 100 districts on the basis of low Child Sex Ratio as per Census 2011 covering all States/UTs on a pilot basis covering at least one district in each state. In Tamil nadu , Cuddalore District has been chosen for implementation of the BBBP scheme as the Child Sex ratio is the lowest in the State. However the Child Sex Ratio for Tamil Nadu is 943/1000 which is slightly above the national ratio of 918/1000.

The BBBP Scheme launched on 22nd January, at Panipat, Haryana by Hon’ble Prime Minister.Ministry of Women and Child Development is the Nodal Ministry for implementing the Scheme. The scheme is being implemented in collaboration with the Ministry of Health and Family Welfare and Ministry of Human Resource Development. The objectives of this initiative are:- Prevention of gender biased sex selective elimination by raising awareness and provide insight into the current situation Ensuring survival & protection of the girl child Ensuring education and participation of the girl child The District Collector as a Chairperson for implementation of the scheme, certain initiatives (detailed below) have been taken to improve the CSR in the Cuddalore district.

Special Need Children Home
A Child suffering from disease or deformity which is having a serious long term residual defects which can be corrected shall be categorized as “Special Need Children” i.e., multiple disabilities, mental retardation, HIV Aids etc. Inspite of best efforts some special need children do not get adopted and have to remain in the institution and such children are shifted to the special home for further rehabilitation.

The following homes run by NGO have been identified as Special Home. 1)The Community Health Education Society - Chennai 2) Families for Children - Coimbatore 3)Sri Arunodhayam Charitable Trust - Chennai 4)Prema vasam, Gerugambakkam - Kancheepuram. Government have sanctioned as Grant-in-aid Rs.120/- per day for per child to these special homes for keeping the special need children, who could not be placed in adoption for their maintenance and rehabilitation till the survival of the child.

CRECHES FOR THE CHILDREN OF WORKING AND AILING MOTHERS
Crèches have been established by the Government as a measure of support for the working and ailing mothers. Children between the age group of 0-5 years, whose parents are below the poverty line, are admitted in the crèches. The children are provided with supplementary food and education at the crèches. At present there are 10 crèches run by Voluntary Organizations with the help of State Government grants.

CRECHES FOR THE CHILDREN OF WORKING AND AILING MOTHERS
Crèches and Day Care Services are not only required by working mothers but also by women belonging to poor families and ailing mothers who require support and relief from child care as they struggle to cope up with the burden of activities, within and outside the home. It is also a protection measure as it addresses issues such as child labour, school drop outs, outreach for medical, health Program and female literacy etc,. Hence, there is an urgent need for improving quality and reach of child day care services for working and ailing women among all socio- economic groups in both the organized and unorganized sectors.

Family Counseling Centre
To provide counseling to preserve the basic social unit of a family, It helps women, who approach the centre to redress their grievances relating to dowry harassment, marital maladjustment, cases of alcoholism and counseling to AIDS victims by giving suitable and appropriate guidance.

Implementation of the Scheme:-
The Government of Tamil Nadu is assisting Family counseling Centers at Chennai, Thiruvallur, Tiruvarur, Villupuram, Theni and Sivagangai. These Counselling centres are run by Non-Governmental Organizations, with a financial assistance of Rs.80,000/- each, implemented through the Tamil Nadu Social Welfare Board.
