1 Commercial Operations Sub-Committee Update to RMS
December 10, 2008

2 Highlights of Dec. 8th COPS Meeting
Lee Starr via phone, provided COPS an update regarding the December 4th TAC meeting: COPS presentation to TAC filed with TAC meeting materials TAC approved all PRS recommended PRRs & NPRRs Main topic of discussion was the Nodal Schedule Update New Implementation date December 2010 New Budget is $660 Million Some discussion by Market Participants suggesting market “go live” with less functionally much sooner and not delay until Dec Kyle Patrick reviewed the RMS report to TAC noting the RMS presentation is available with the Dec. 4th TAC meeting materials.

3 CCWG Continues developing nodal Sections in the COPMG:
Reviewed draft of new Section 12, Renewable Energy Credits. (Section has been sent to Market Rules for review) 2008 Market Participant Survey (Website satisfaction) Developed a list of recommended improvements for the “ERCOT.com” website to assist ERCOT in understanding website satisfaction survey results CCWG will finalize the list of website recommendations at their December meeting Website Improvement Recommendations listed with COPS materials (pages 2 & 3 of report)

4 DEWG / SDAWG Normal report on ERCOT issues:
Slight decline in number of issues, most recently centered around Lodestar Upgrade, though no major issues. Followed up on the ERCOT stabilization efforts: Identified projects to watch for in 2009 that address common flaws in the current systems around reports and extracts that need to be maintained until Nodal replacement is implemented. Worked with ERCOT to resolve EILS Settlement Issue: PRR786, submitted to target ERCOT to use the most recent Load Ratio Share (Final Settlement Version) and so a resettlement using the most current load (True-up Settlement Version) Following discussion and review, COPS voted unanimously to recommend support of PRR786 with changes suggested to PRS.

IA for LPGRR032 to be reviewed at Dec. PWG meeting Presented PWG Goals to COPS – All goals to be reviewed at Jan 09 COPS Meeting.

MO Projects Financial Overview Identified 2008 project Prioritization – PUCT, Market & ERCOT MO projects – Listing activity above and below the “cut line” Identified all projects committed to deliver in 2008 that were achieved Reviewed MO 2009 PPL approved by PRS (Current carryover + projects deferred due to Nodal delay) Nodal COMS Updates Settlements & Billing, and Data Aggregation update Registration and Disputes update Credit Monitoring and Mgmt Update COMS Remaining Software Release Schedule Commercial Systems Extracts Update Readiness Center Posting Location(s)

8 DEWG SDAWG Extracts & data delivery
Data presentation and reports (Whlse. & Retail) Review requirements for data extracts and reports including: Data Delivery Data Accuracy Timelines Delivery Mechanisms File Formats Ensure COPS involvement in nodal financial settlement and data aggregation processes Aid market transition to new financial settlements systems Review Financial Settlement System & Data Aggregation System Design & Operations Review as appropriate PRRs, NPRRs, & SCRs, to address financial settlement & data aggregation

9 Settlements and Extracts Working Group- (SEWG)
The settlements and Extracts Working Group (SEWG), reporting to the Commercial Operations Subcommittee (COPS), is intended to be: Responsible for ensuring COPS involvement in data extracts, data delivery, data presentation, and reports for financial settlement and data aggregation system design and operations Provide a forum to discuss issues addressing settlements, and Reviewing details and requirements of data extracts and reports. Extract and report issues that are not settlements related may be directed to an “Ad Hoc” or “Special Task Force” as determined by the COPS Chair. (i.e. Web Services or Training)
