Declare a state of emergency 2. Take control from the mayor 3. Call the National Guard Which one do you think would be the best option? Why?

Use the pinkish colored paper to read the “Clauses” from the Constitution that describe the powers given to Congress. Read the scenario and decide which clause this scenario falls under Provide a one sentence explanation as to WHY the scenario fit that clause
