As more and more territories became States they took on responsibility for keeping law and order. Important decisions no longer had to be made hundreds of miles away. As state and local government, such as town councils, became established, the surroundings in which people lived were improved The shanty towns were replaced by properly planned towns with roads, sanitation, water supplies and better quality buildings.
