3 Background The first skills development center under direct supervision of the industry associations was established with full support from TDF I Important vehicle for addressing lack of managerial and skilled labor force of the industry Primary target: line supervisors and sewing operators Aims to become financially self-sufficient skills development center

7 Highlights activities
Delivered consultation service to Vocational Education in Laos (VELA project) Develop competency standards for up to five job profiles for GARMENT Industry sewing operator Fabric cutter Quality control in-line Quality control end-line Garment Technology (tailor) Sewing machine mechanic Develop comprehensive curricula packages (draft) for these occupational fields (consist of basic, comment and core modules)

Deliver training service to Strengthening Technical and Vocational Education and Training Project (STVETP) Delivered training courses on Industrial Sewing Machine Operator, Pattern Making of Female Clothes and Enhancing Entrepreneurship competency 13 training courses 195 participants (193 female)

9 Highlights activities – Skills competition
Two GSDC graduates won a national prize competition in May 2016, and reached the Medallion for Excellence level from ASEAN Skills Competition in Sep 2016.

10 Challenges To support factories against dramatically lack of labor force /Serious labor shortage To overcome the fear of factory management – “Others will steel my people” Build relationship with Lao factory management – time and less trust issues Important structural changes in the Lao garment industry (from CMT to FOB/Fashion wear to work wear Incentives for investing in skill development reduced Trainer’s low academic qualifications and low business management knowledge To find high quality Lao garment experts to become GSDC trainers Limited strategic planning and budget to increase capabilities and capacities ALGI Reliability, consistency, continuous responsibility to strongly support the Centre

11 Ways forward Apparel Industry SMEs , Self employment & Other Industry Development Projects Monthly trainings for SO/PM (60 participants, More than 85% female) Cooperate with B2.1 component to conduct workshop for HR and compliance managers Finalize training courses and submit report to STVET project Conducte Supervisory board to evaluate/discuss the internal and external situation of GSDC and prepare for the end of TDF II Cooperate with MOES to complete competency standard and curriculum package for up to five job profiles of apparel manufacturing Cooperate with VELA to implement Dual-Cooperative Vocational Training Model or DCT project
