2 Minimum Set of Requirements for Suppliers
This document sets out the minimum set of requirements for the qualifications of economic operators which should be taken into account by the contracting authorities when drafting procurement documents for the procurements within the Rail Baltica project. Qualifications If the Tenderer is a consortium, each member of the consortium shall comply with the below mentioned requirements. 1. Legal standing Business partners and suppliers should be legally registered in a Commercial or equivalent register. The registration to be verified in the Commercial Registry of the Republic of Estonia, Latvia or Lithuania; alternatively the supplier can provide documentation issued by a relevant national authority to prove that it is registered in another country. 2. Suitability to pursue the professional activity Enrolment in a professional or trade registry The tenderer will need to have all permits, licenses, trade registry, enrolment in a professional association and any authorization necessary to complete the job, and will submit proof and documentation thereof at the time of applying for the tender. Economic and financial standing Financial turnover and liquidity Every supplier and sub-contractor will have to submit a 3-year financial turnover report to meet a minimum requirement. Alternatively the evaluation may be based on either overall turnover or turnover in similar projects. Services Works Goods Average 3-year net turnover at least 100 % of contract price In services similar to the subject matter In construction ˅ Liquidity ratio equal or exceed 1 & positive equity

3 4. Technical and professional ability
To ensure safe, consistent and high quality results we rely on individuals and companies to operate in ways that secure compliance, safety and quality. All of these requirements are detailed in the procurement documents, Common Procurement Standards and Guidelines. We encourage our partners to reach for the same high standards we outline in our principles of operation and aim for in our business practices. We will choose suppliers and project team members with experience in implementing projects of a similar scope, with specific qualifications and expertise. To ensure safety and consistent results, it may be necessary to prove suppliers’ technical capacity. To this effect, suppliers and sub-contractors may be asked to provide any number of assurances, such as official certificates, a description of the facility and measures or statement of the tools, plant or technical equipment available, etc. . Services Works Goods Executed 3 construction projects / 3 supplies of goods in the past 3 years, (construction supervision, engineering, consultancy services) with a contract value no less than 80% of anticipated contract value in the past 5 years, with contract value (railway, tunnel, bridges, depos, stations) no less than 70% of anticipated contract value in the past 3 years (sand, gravel, cement, rails, sleepers) in the amount of 100% of the anticipated supply of the ongoing tender 3

4 4 Key experts for railway road construction / supervision Works
Service Construction works manager: valid certificate for railway road construction work management; experience as a responsible construction works manager in 3 construction works projects in past 5 years; 1 external electricity network installed, with a lengths not less than 80% of anticipated km of the ongoing tender; 1 control, command and signaling system installed, with lengths of not less than 80% of anticipated km of the ongoing tender. Railway road construction supervisor: valid certificate for supervision of railway road construction works; Experience as a railway road construction supervisor in 3 railway road construction projects in past 5 years (including at least construction of railway track and installation of railway shunts). Railway road construction works manager: a valid certificate for railway road construction work management; experience in 1 similar project that has been completed with quality in the past 5 years, on a railway, with lengths of railroad not less than 80% of anticipated km of the ongoing tender, that has been completed in agreed term and quality. ˅ ˅ Key experts for bridge construction / supervision Works Service Bridge construction works manager: a valid certificate for bridge construction works management; construction experience for 3 railway bridges, completed in agreed time and quality, in the last 5 years, with the lengths of not less than 100% of anticipated lengths of bridge of ongoing tender. Bridge construction supervisor: a valid certificate for supervision of bridge construction works; experience in supervising construction for 3 railway bridges, completed with quality, in the past 3 years, with the lengths of not less than 100% of anticipated lengths of bridge of ongoing tender. 4

5 5. Quality assurance standards
Key experts for tunnel construction / supervision Works Service Tunnel construction works manager: a valid certificate for tunnel construction works management; construction experience for 3 railway tunnels, completed with quality, in the last 5 years, with the lengths of not less than 100% of anticipated lengths of bridge of ongoing tender. Tunnel construction supervisor: a valid certificate for supervision of tunnel construction works; experience in supervising construction for 3 railway tunnels, completed with quality, in the past 5 years, with the lengths of not less than 100% of anticipated lengths of bridge of ongoing tender. Key experts for stations and depo construction / supervision Works Service Constructions works manager for each system (electric installations, electronic communications systems and grid, heating systems, ventilation systems, recuperation and cooling systems, water and sewage systems): a valid certificate for managing of the construction work; experience with 3 similar projects, similar in size and completed in agreed term and quality, in the past 5 years. Constructions works supervisor for each system (electric installations, electronic communications systems and grid, heating systems, ventilation systems, recuperation and cooling systems, water and sewage systems): a valid certificate for supervision of the respective construction works; experience in supervising construction for 3 similar projects, completed in agreed term and quality, in the past 3 years. 5. Quality assurance standards In some cases, suppliers and all consortium members will need to submit documentation proving compliance with special quality assurance standards. The Tenderer shall have quality management systems that comply with ISO 9001:2015 or equivalent. 6.Environmental management standards Similar documentation might be necessary to prove environmental management precautions and processes to protect the environment during public works contracts. The Tenderer will have an environmental management system that complies with ISO 14001:2015 or equivalent. 5
