3 WP3 CAPITALISATION OF RESULTS
1. What CAPITALISATION means: Capitalising means bringing the experiences, solutions and policies tested and proved to be positive to current practices and policies in public administrations or/and private organizations. For example. When one practice proved successful becomes part of an official policy programme that means “capitalization”: it has undergone from a “testing” stage at project level to an upper level and has been integrated into the general policies of a territory, what is called “being mainstreamed”. For example. When one organization- private or public- adopts as a current practice in the day-to-day an experience learnt in a specific project, that means “capitalization” has taken place.

1. What CAPITALISATION means: Be aware that, when we speak of “capitalization” at the highest level, “the change” is reflected into a concrete policy paper or into the rules for the running of an organization, or into a specific agreement signed...

Is the meaning of “capitalisation” clear? It is not a concept always easy to understand… “Capitalisation” means that the positive tools/practices/policy instruments reach a “political-decision level” or the highest possible “programme level” and are - hopefully- formally integrated, adopted and ratified.

2. What ENPI expects of CAPITALISATION: ENPI asks all the projects to include: 1 compulsory Work Package on Capitalisation of Results, 1 compulsory Work Package on Communication and 1 compulsory Work Package on Management and Coordination. These 3 are crucial cross-cutting elements for absolutely all the projects, independently of the topic concerned. This fact gives idea of the importance of these tasks.

2. What ENPI expects of CAPITALISATION: When explicitly talking about “capitalisation” ENPI refers to: “…activities focusing on the interaction between the project results, their effective use and mainstreaming”. “In particular the WP in all projects devoted to “capitalization” should describe strategies and actions to capitalise results at: Institutional level (National, Regional and Local) ENPI CBC MED Programme level and Mediterranean area level (other Mediterranean programmes)…”

3. How has SMOT planned the CAPITALISATION of its results?: Objective of SMOT Capitalisation Activities The aim is to mainstream… SMOT identified experiences, SMOT know-how, SMOT feasible solutions and SMOT policies in the field of waste management in medinas/city centres to: Local institutions Regional institutions National institutions and Mediterranean Area level institutions and relevant Programmes

3. How has SMOT planned the CAPITALISATION of its results?: Actions planned in SMOT Meetings with political representatives with competences on the waste management and urban field at both the regional and national levels in the 5 partner territories. The aim of these meetings will be to transfer feasible solutions and policies explored for their replicability and mainstreaming into general policies. 10 meetings for capitalization will be celebrated, 2 per partner territory. Meetings/Networking activities with representatives of the main thematically related Mediterranean Programmes and Networks and potential Financial Organizations. The aim will be to capitalize SMOT results and to search for future sustainability At least 7 capitalisation meetings held with organisations & programmes with a huge level of complementarity with SMOT and with potential sponsoring / financial entities able to provide continuity to interventions in medinas.

3. How has SMOT planned the CAPITALISATION of its results?: Actions planned in SMOT Meetings with political representatives with competences on the waste management field and urban field at both the regional and national levels in the 5 partner territories The aim of these meetings will be to transfer feasible solutions and policies explored for their replicability and mainstreaming into general policies. - 10 meetings for capitalization will be celebrated, 2 per partner territory. - The first will bring together representatives of the SMOT local team with political representatives of the corresponding regional government with competences on environment/urban waste: headquarters in Sevilla, Palermo, Sfax…. - The second will bring together the project local team with national level representatives, who will be invited to visit the medinas and see in situ the pilot experiences there. The meetings will be organized this time in the partner cities upon whose medinas the project is being implemented: excellent occasion for representatives of national administration to know in detail the work carried out, to visit the pilot experiences in situ and to enhance the role of peripheral areas in the policy making process.

3. How has SMOT planned the CAPITALISATION of its results?: Actions planned in SMOT Meetings/Networking activities with representatives of the main thematically related Mediterranean Programmes, Networks and Financial Organizations. The aim will be to capitalize SMOT results and to search for future sustainability - At least 7 meetings for capitalization with representatives of "close” Programmes/Initiatives and potential financial/sponsoring entities will be held. - All the partners are expected to be active in the organization of these meetings. -- The initial plan scheduled implies organising meetings with, at least: - (1) Representatives of “Medinas 2030” Initiative. Medinas 2030 representatives are attending one SMOT meeting for specific capitalisation work. - (1) Representatives of the “Network of UNESCO World Heritage Cities”. The Regional Secretary for South Europe/Mediterranean is located in Córdoba. The representatives of this Secretary will attend the 2 meetings of SMOT in Córdoba. - (5) Representatives of potential sponsoring/financing entities: meetings with representatives of EIB offices - European Investment Bank- or FEMIP (branch for the Mediterranean) offices in the eligible territories; or with other potential private funders to ensure future interventions in medinas.

3. How has SMOT planned the CAPITALISATION of its results?: When…? - In between month 5 (May 2014) and month 23 (November 2015) of the project. Capitalisation activities are ongoing but, obviously, it is in advanced stages of the project that more outputs are available to be transferred. For organizing truly fruitful meetings with strategic addressees a good deal of time must be devoted to identify addressees, to schedule agendas with them and to prepare the meetings. What about starting in month 5 with the identification by the 5 partner territories of their regional and national addressees- departments and people- and initial contacts with them to inform them on the project being started and to somehow schedule future meetings for capitalising? Template for profiles for meetings Contact letter/ mail / guidelines for telephone contact with addressees and Approximative Calendar …. Provided by Lead Partner as leader of WP3, what about June 2014??? … What about all 5 partner regions providing template back to LP with identified addressees by July? …. Formal contacts to inform on the project might take place in September?

Possible approach for Capitalisation of SMOT results in Spain: Identification of suitable Department in charge of urban & environmental issues in the “Regional Government of Andalucía”; Identification of relevant policy decisors and team to organise the meeting with. Identification of suitable Ministry and Department /Institute in charge of urban & environmental issues in the National Government of Spain. Identification of relevant policy decisors and team to organise the meeting with. Identification of suitable Department within “Medinas 2030”. Identification of relevant stakeholders and team to organise the meeting with. Identification of suitable Department within “Network of UNESCO Heritage Cities”. Identification of relevant stakeholders and team to organise the meeting with. Identification of ONE (AT LEAST) potential financial/ sponsoring entity for SMOT continuity in the region of Andalucía. Identification of relevant stakeholders and team to organise the meeting with.

4. Who coordinates SMOT Capitalisation Activities?: Lead Partner SADECO will be responsible for leading and coordinating the appropriate development of the capitalisation activities in SMOT. Lead Partner will provide the “instructions” on how to organise the meetings, will provide the “templates” to systematise all the information produced in meetings and will advice on how to face the capitalisation process. BUT ALL PARTNERS will be active in these activities under LP´s coordination. THE 2 LOCAL PARTNERS will jointly organise the CAPITALISATION MEETINGS. ALL PARTNERS HAVE FUNDS ASSIGNED FOR ORGANISATION & ATTENDANCE TO THESE MEETINGS even if “local coordination” is responsibility of P1, P3, P5, P7 .

5. Which partners carry out Capitalisation Activities?:

6. Indicators for CAPITALISATION in SMOT 10 capitalisation meetings with local, regional and national institutions with competences on urban and environmental issues (2 meetings/ country). 7 capitalisation meetings with “close” programmes or initiatives: “Medinas 2030” representatives, “Network of UNESCO Heritage Cities” representatives as well as meetings with representatives of potential financial /sponsoring entities in the partner territories (EIB, FEMIT, othe rprovate funders, etc.). At least 5 local/regional policy instruments improved in the partner territories as a consequence of SMOT. At least 20 decision-makers and high level technical experts aware of the new policies proposed and tested by the project. Representatives of Initiatives, Networks and Financial Organisations at the Mediterranean level with increased capacity in the SMOT field as a direct consequence of capitalisation meetings.

7. Expected Results SMOT feasible results mainstreamed into local, regional and national policies in partner regions, at Mediterranean area level and at main related projects´ level. 8. Deliverables Minutes for the 10 capitalisation meetings held with regional and national political representatives, specifying potential agreements reached. Minutes for the 7 capitalisation meetings held with other programmes, initiatives and funding institutions, specifying potential agreements reached.
