3 Concordat on Open Research Data
Principles of the Concordat on Open Research Data (July 2016) between research funders and universities: Open access to research data is an enabler of high quality research, a facilitator of innovation and safeguards good research practice. There are sound reasons why the openness of research data may need to be restricted but any restrictions must be justified and justifiable. Open access to research data carries a significant cost, which should be respected by all parties. The right of the creators of research data to reasonable first use is recognised. Use of others’ data should always conform to legal, ethical and regulatory frameworks including appropriate acknowledgement. Good data management is fundamental to all stages of the research process and should be established at the outset. Data curation is vital to make data useful for others and for long-term preservation of data Data supporting publications should be accessible by the publication date and should be in a citeable form. Support for the development of appropriate data skills is recognised as a responsibility for all stakeholders. Regular reviews of progress towards open research data should be undertaken. Now need to develop the practical plans for this… Signatories: HEFCE, UUK, RCUK and Welcome. Developed through stakeholder consultation with Jisc, universities publishers and BL. Acknowledgement of value, but it is a journey. Now we need to implement. Need systems in place, how much is this going to cost. Open Research Data TaskForce established as part of Tickell advice to government to recommend on what’s required to make this happen with an aspiration for UK to become world leaders in research. To make progress on the UK’s journey to open data we need a sector led action plan. This will need to: Assess the current state of play across HEIs, research organisations and disciplinary groups, with consideration to the international landscape. Identify the range of options for building appropriate capacity and capability within the existing open research data infrastructure, including options for enhancements to infrastructure that might be needed, and measure the relative costs and benefits. Establish realistic ambitions for UK open research data and set out the steps required to achieve them, including detailing how changes to the infrastructure might further these ambitions. 7 A **key** requirement The big GAP – so while there are solutions like Arkivum there is a gap in terms of curating for preservation – tools that allow file format identification, metadata and the creation of archival information packages – data integrity and even emulation …people haven’t got to deal with this yet , perhaps also the what to keep question. 16 Service MVP (Beta) Some of the important issues and requirements that will be addressed in beta is the service approach to managing large datasets and storage and access management for sensitive datasets. The beta phase also covers significant development and improvements to the user experience and integration with additional institutional systems such as HR, finance and ethics. M25 RDM Briefing
