6 I got a check from RPT. . . Three sources of funding for the Primary Election Filing Fees from local candidates Filing Fees from multi district candidates The is the check from RPT that you should have already received or be on the look out for in your mailbox. If you do NOT receive a check by Friday me! Primary Finance from SOS You must file ONLINE with SOS to receive any funding! All monies from these sources of funding should be deposited into the Primary Election bank account!

7 Primary Finance Make sure you send in your estimate!
Do not zero out the estimated candidate filing fees, use the pre-populated number given by SOS. Show estimate to your County Clerk/County Elections Admin before submitting the final estimate. The County will not be able to log in and make edits like they did last cycle – all on you! There is a link on the Exclusive Content to the SOS 2016 Primary Finance page. if you do not have your 2016 Username and Password

10 Upcoming Dates & Deadlines
February 1st – Last day to register to vote or make a change of address effective for the Tuesday, March 1, 2016 primary election. (Secs , ) February 9th – Last day for county chair to post notice of the general primary election on the commissioners court bulletin board. (Secs & ) February 10th – First day that the signature verification committee, if one is appointed, may begin operating. (Sec ) February 10th – Last day to post notice for L&A Testing if it has not been conducted. February 12th – Last day to conduct L&A Testing if it has not been conducted.

11 Upcoming Dates & Deadlines
February 16th – Deadline to notify election judges of duty to hold election (Writ of Election). (Sec ) Written notice must be given to the presiding judge of the duty to hold the election, purpose of election, the election date, location of the polling place, hours the polls are open, and the number of clerks to be appointed. February 17th – Deadline to post notice on bulletin board used for posting notice of meetings of the commissioners court 72 hours preceding first hour that early voting on Saturday, February 20, 2016 will be conducted. (Sec (b), (c)) February 18th – Deadline for the early voting clerk to post notice on bulletin board used for posting notice of meetings of the commissioners court 72 hours preceding first hour that early voting on Sunday, February 21, 2016 will be conducted. (Sec (b), (c))

12 Upcoming Dates & Deadlines
February 19th – Last day for early voting clerk to receive applications for a ballot to be voted by mail. (Sec (c)) All applications to vote by mail must be received by the early voting clerk before the close of regular business or 12 noon, whichever is later. Applications to vote by mail must be submitted by mail, common or contract carrier, fax (if a fax machine is available in the office of the early voting clerk) or . (Sec (c)) February 19th – Last day to receive an FPCA from a voter. If the voter is not registered in the county, the voter is eligible for a ballot containing federal offices only. (Secs (g) & (c)) February 19th – Deadline for County Chair to deliver to the county election officer written notice (either paper or electronic form) of date, hour, and place for convening each Precinct Convention and for the County or Senate District Convention. (Sec (b)) February 19th – Deadline for County Chair to post notice on the county party website the date, hour, and place for convening each Precinct Convention and for the County or Senate District Convention and must remain posted until after the convention occurs. (Sec (b)) If the county party does not have a website notice must be posted on the commissioners’ court bulletin board and must remain posted until after the precinct convention occurs.

February 22nd – If county election precincts are consolidated, county chair must post at the polling place used in the preceding general election for state and county officers a notice of consolidation and location of the polling place. (Secs (b) & ) February 24th – Last day for Secretary of State to receive requests for state election inspectors for general primary election. (Sec ) February 26th – Last day to vote early in person. February 26th – Last day to post notice for second L&A testing on Feb 28th February 28th – second round of L&A testing

February 29th – Monthly Leadership 6:30p sign up HERE. February 29th – Last day to for early voting clerk to mark the precinct list of registered voters with a notation beside each name of voter who voted early, and deliver list to election judges. The early voting clerk must also deliver the precinct early voting list. (Sec ) NOTE ON NEW LAW. Section , as amended by House Bill 2366 (2015), requires the early voting clerk to notate those voters that have voted early on the precinct list of registered voters instead of the presiding election judge. February 29th – Deadline for county chair to post notices of changed polling places. (Sec ) March 1st – PRIMARY ELECTION DAY (Sec (a), (c))

March 1st – Prior to opening the polls, presiding judge of each precinct must post at each entrance to the building a notice of the time and place for convening the precinct convention; which must remain posted continuously through Election Day. (Sec ) March 1st – Prior to opening the polls, presiding judge of each precinct must post notice of precinct chairs declared elected. March 1st – Polls open from 7:00a – 7:00p March 1st – 7:00p – Deadline for receiving early ballots by mail And late early ballots cast by voters who became sick or disabled on or after Thursday, February 18, 2016 (Secs (a) & (c))

16 Upcoming Dates & Deadlines
March 1st – 7:00p – 9:00p – First time precinct conventions may start (as determined by the CEC of each county) NOTE: May not start at a polling location until the last voter has finished voting. Permanent Precinct Convention Chairs have 3 days to submit their records from the Precinct Convention or their credentials could be taken away. (RPT Rule 22c1) March 2nd – Deadline that the general custodian of election records must deliver the ballot box(es) or transfer case(es) containing the provisional ballots (or provisional ballot affidavits when DRE systems are used), along with the Summary of Provisional Ballots and the List of Provisional Voters for each precinct to the voter registrar by this day. The general custodian of election records makes this delivery to the voter registrar during the voter registrar office’s regular business hours. (Secs , ; 1 T.A.C. §§ – & ) NOTE: For the primary election, if the voter registrar wants to take possession of the provisional ballots and forms on election night (Tuesday, March 1, 2016), the voter registrar must inform the custodian of the election records and post a notice of the election night transfer no later than 24 hours before Election Day. However, under this type of delivery, the voter registrar must go to the office of the custodian of election records and pick up the provisional ballots and forms. Also, note that the voter registrar may take possession of provisional ballots prior to election night if ballots are kept separate and may be provided without unlawful entry into ballot box. (1 T.A.C. §§ – ).

25 Cost of Conventions Do NOT “pass the hat”
Keep track of how much each person gave and collect ALL required Texas Ethics Commission (TEC) information! Name, Address, Phone, , Amount, Occupation & Employer Be careful how much CASH you accept from each person – checks are preferred. Do not force attendees to pay This is against the law “Suggested Donation” ok Put funds in a bank account Have the County Party open a bank account for that convention. This is not considered a political activity and thus corporate funds are acceptable for the purpose of holding the convention.

Outlined by RPT Rule 23A Delegates to County/SD Conventions 1 Delegate & 1 Alternate for every 25 votes or major fraction thereof within the precinct for Abbott in the last general election. 0 – 37 votes = 1D & 1A 38-62 votes = 2D & 2A Each precinct gets a minimum of 1 Delegate & 1 Alternate Delegates to State Convention ed out to you Calculations based on RPT Rules while taking into account the cap of delegates & alternates
