Scope of the deliverable is mainly to provide feedbacks to the consortium with respect to the platform implemented functionality and from the final users point of view. Given its role it will not be subject to QA rules defined in deliverable D10.1. D8.3: Demonstrators Populated Learning Platform (UNICAM) (M24) this deliverable will be constituted by the final delivery of the contents for the two different scenario. Content will be made available within the Learn PAd platform. D8.4: Demonstrators Assessment (MAR) (M30) this deliverable will report the results got by the civil servants using the platform and the result of the questionnaire aiming at knowing the opinion of civil servants on the real usefulness of the platform, for both scenarios. In such respect the deliverable provide a final validation of the platform with respect to the provided functionality and first indications on its real effectiveness for training civil servants.

6 Cases EPBR The scenario refers to the activities that an Italian public research body (in reference to its administrative offices) has to put in place in order to manage the administrative procedures related to the participation to a European Research Project SUAP The scenario refers to the activities that the Italian Public administrations have to put in place in order to permit to entrepreneurs to set up a new company Identifying the sources of knowledge for acting within the BP Deriving the models which will successively support the creation of the Learn PAd platform contents structure Specify scenario for usage as early validation of the platform prototype KPI’s will be developed which allows to measure learning progress

Models into Practice Document Models Organizational Models Business Process Models BPMN 2.0 CMMN 1.0 Organizational Models - Starting from the participants to the EPBR and SUAP we considered the organizational structure of the involved Pas Document Models - Than we realize PA BP are based on documents (input/output of the activities), so we considered relevant data objects as the starting point Business Process Models - BP were identified, explicitly represented, review and validated BP models has been presented using the BPMN 2.0 standard language - we select BPMN 2.0 since it represents the standard graphical notation to describe BPs and at the same time it is a consolidated knowledge of the project partner involved in the activities During modelling we realize that some activities are knowledge intensive, so we explore them more in details and we focus on activities and data-objects that are discretional- to model them we used the standard CMMN 1.0 since we realize it is also the reference standard From a more practical point of view the modeling environment we choose are those provided as background from two project partners ADOxx from BOC Asset Management GmbH to model EPBR MagicDraw from No Magic Europe to model SUAP The modeling environment we choose are those provided as background from two project partners (i) ADOxx from BOC Asset Management GmbH to model EPBR and (ii) MagicDraw from No Magic Europe to model SUAP

European Directive 2006/123/CE of the European Parliament and of the council of 12 December 2006 on services in the internal market. Decree-Law n. 112/2008 article 38 converted into Law n. 133/2008 has expanded the scope for participation of Italian Municipalities to the fight against tax evasion. Decree-Law n. 82/2005 e s.m.i. introducing the Code of Digital Administration. Decree of the President of the Republic (DPR) n. 160/2010 article 7 introducing detail regarding to the SUAP. Law n. 241/1990 regarding New Rules Regarding Administrative Procedure and the Right of Access to Administrative Documents where the articles 14 introduces the Service Conference and article 19 presents declaration of start an economic activity. Decree-Law n. 5/2012 referring urgent provisions in the areas of simplification and development where in the article 12 discuss the simplification of activity needed to perform a business, it was converted into Law n. 35/2013. Deliberation of the Marche Regional Council n. 845/2012 considering the composition of a permanent regional table on the regional SUAPs. Marche Regional Law n. 7 of 29 April 2011, representing the Regional actuation of European Directive 2006/123/CE referring to the institution of regional SUAP system. Reducing the administrative burden the entrepreneurs refers to a single office, the SUAP office and contact between entrepreneurs and SUAP office has to be done completely on-line Communications among the SUAP office and other offices in the same or different Public Administrations are managed by the SUAP office without impacting on the entrepreneurs SUAP office can be placed inside the municipality or can be aggregated and offered by a consortium of municipalities National, Regional and Local Lows and Regulations SUAP refers to the activities that the Italian Public Administrations have to put in place in order to permit to entrepreneurs to set up a new company or more general to organize a business activity

SUAP office offers more than 110 BP, they are different considering (i) the request target so it’s important to keep in use a relevant and universal classification for economic activities types and (ii) the geographical location SCIA Commerciale (Business Start-up Certified Notification) Titolo Unico (Standard request to start business activity) SCIA Commerciale (Business Start-up Certified Notification) - It is a BP introduced in the Italian law number 241/90 in the article 19 in which a entrepreneurs notifies to the municipality and third parties organizations the starting of a commercial business activity. It is just a notification the entrepreneurs can start the activity before the office check the request. SCIA Edilizia (Building Start-up Certified Notification) - It is a BP introduced in the Italian law number 241/90 in the article 19 in which a entrepreneurs notifies to the municipality and consequently third parties organizations the starting of a commercial building activity. It is just a notification the entrepreneurs can start the activity before the office check the request. Titolo Unico (Standard request to start business activity) - It is a BP introduced in the Italian law D.P.R. 160/2010 in the article 7 in which a citizen requests to the municipality and third parties the permission to start an activity. In this case the entrepreneurs have to wait the office decision before starting the activity. Variante Urbanistica (Zoning variances) - It is a BP referring to the legal remedies by which property owners may ask to change zoning codes in order to than obtain permission to build structures that do not fully correspond to the original zoning codes. 19 Business Start-up Certified Notification (SCIA Commerciale) BP of the Monti Azzurri Consortium
Entrepreneur. The first activity of the entrepreneur is to fill the documents and certificated needed for the request. Next, he can send it via Web Form or via Certified Electronic Mail. After he receives a confirmation of receipt he can starts his business activity, but in case more documents or certificated are needed he has to integrate the request. It can be done at most two times. If for the next 60 days he does not receive any communication the sent documentation is correct and he can continue the business activity, otherwise if the entrepreneur receives a communication of prohibition he has to terminate his immediately his business activity. More in deep, the activities executed by the entrepreneur are followed listed. The BP of the “Monti Azzurri Consortium is shown in Figure “Monti Azzurri Consortium is involved in the BP when the SUAP office receives the SCIA request from the en- trepreneur. In case SUAP office receives the request via Web Form it has to quickly check documents and certificates since the software available in the Web Form does most of the checks, otherwise it has to check manually the request. If the request is correct an automatic communication of reception is sent. Then, the SUAP office checks if the request is admissible, in case it is not admissible integra- tion is requested to the entrepreneur. At this point, SUAP office forwards the request to the involved municipality offices and to third parties. If someone finds some lack of documentation, integration can be requested to the entrepreneur. At the end if the request is correct no communication is sent to the entrepreneur, otherwise a communication of stop of the business activity is sent. The BP of the Third Party PA is shown in Figure A third party is involved in the BP when the SUAP office requests some checks. It just sends the results of its checks and, in case some integration is needed, it also receives the integration and sends a communication of reception. Controllo Approfondito dei Dati Inseriti named in English “Deep Check Data” (Manual Task). In this activity the SUAP office has to check carefully the documentation and certificates sent by the entrepreneur since they are sent via PEC. The data object “Istanza SCIA” is requested to perform this activity. In all the cases in which the entrepreneur apply for a request of business start-up certified notification, some checks have to be done by the SUAP Office (even if it can be placed inside the municipality or offered by a consortium of municipalities), and they change case by case even if there is a basic check that has to be done in all the case (Figure 4.26). All the requests are composed by two mandatory data objects “SCIA Form” and the “Autodichiarazione di Requisiti Morali e Professionali”. In all the cases the “SCIA Form” and “Autodichiarazione di Requisiti Morali e Professionali” must be checked sequentially. In the case the entrepreneur is a foreigner (he is not from an EU country) the “Permesso di Soggiorno” data object has to be provided and checked by the SUAP office in order to verify that the entrepreneur does not violate the Italian law about immigration. More in detail, we can identify four types of requests for each different checks must be done according to different business activities referring to part of “SCIA Form” and some specific data-object. SUAP office has to check that such data objects are available and then it check if the data objects are filled correctly and it contains all the needed information. Types of commercial activities are following reported. Commercial Activity in a fixed place (check activity “Controlla Disponibilita` Istanza su Luogo Fisso”), if the activity will have a permanent location. In this case no additional data object has to be manage. SUAP Office has to check the part of “SCIA Form” related to the fixed place. Commercial Activity in a non-fixed place (check activity “Controlla Disponibilita` Istanza su Luogo Variabile”), this is the case when the activity will not have a permanent location. In this case no additional data object has to be manage. SUAP Office has to check the part of “SCIA Form” related to the non-fixed place. Commercial Activity in the Fuel Sector Sector (check activity “Controlla Disponibilita` Istanza Settore Carburanti”), this is for example the case of open a petrol station. SUAP Office has to check the part of “SCIA Form” related to the petrol station activity. In this case the entrepreneur has to attach to the request also the acceptance report of petrol station (“Cer- tificato Omologazione Stazione di Benzina”) that is a data object representing an inspection certificate of the station. This data object has to be checked as well after the general check on the ‘SCIA Form”. Commercial Activity in the Driving School Sector (check activity “Controlla Disponibilita` Is- tanza Settore Scuola Guida”). SUAP Office has to check the part of “SCIA Form” related to the driving school activity. In this case the entrepreneur has to attach to the request also the certificates for driving school (“Certificati per Scuola Guida”) that is a data object represent- ing certificates about license and driving activities. This data object has to be checked as well.

We refers to some Italian projects that already did some mapping activities on civil servant competences The project Organization, Learning and Competencies in the Italian Public Administrations (OLC-PA) did the first competency mapping exercise referring to public employees accomplished in Italy OLC-PA interviews to about 2,000 public employees in 203 public institutions were completed at the end of March 2014 We refers to the interesting profiles for the SUAP scenario We do not explicitly report knowledge maturing scorecard with the learning KPI’s that allow to measure learning progress, we give some requirements according to the analysis of the domain for the definition of learning goals that will be further elaborated during the project To do that Barnaby Barnes

Learning Goals Minimize the time to complete “SCIA Commerciale” BP It has to be completed in less than 15 days (which is the maximum term given by the actual law - LR n. 3/2015) from the provision of the application. Shortest the period, better it is!! Maximise the number of “SCIA Commerciale” BP intance completed On the other hand he should complete at least 30 instances per month The number is calculated on the basis of: number of SUAP employees, population data, number of firms settled in the territory Progress during the trial period Within 6 months from the recruitment date, Barnaby will be independent in evaluating the applications and its related required manual tasks. Improve the effectiveness of the work It means that checks have to be done in an accurate way, in order to avoid further legal disputes The numbers of failure he did (e.g. forgetting to ask an opinion to a third party administration / checks on the "deep check task" are not complete) deeply impact on measuring results for many of the needed capabilities (e.g. logic, problem solving, task discretion, ...) (OG) BETTER QUALITY: At the same time, in addition to the speedy of understanding and acting, ensured quality has to be high (it means that checks have to be done in an accurate way, in order to avoid further legal disputes and issues, to avoid more than 1 "request for information/ask for integration" interaction, to reach a good level of user satisfaction - this last parameter is more suitable for BP type 3 and 4). (LG) REDUCING THE NUMBER OF FAILURES: Barnaby should be able to complete any BP type application (or just type 1 - 2, according to the role). The numbers of failure he did (e.g. forgetting to ask an opinion to a third party administration / checks on the "deep check task" are not complete) deeply impact on measuring results for many of the needed capabilities (e.g. logic, problem solving, task discretion, ...) . (LG) INCREMENTING THE QUANTITY OF MANAGED APPLICATIONS: Barnaby should complete at least 21 instances of "SCIA (commerciale+edilizia) / BP type 1 and 2" per month (that is 50% of the submitted instance per those types per month, calculated from Monti Azzurri's operational and historical data. Such calculations could be done for every SUAP, re-proportioning on the basis of: number of SUAP employees, population data, number of firms settled in the territory. Monti Azzurri's SUAP has 3 employees (1 role C, 1 role B, 1 role A: Barnaby could be the person hired for the "role A"). It takes care of about 715 practises per year (of which 520/per year are related to type 1 and 2). It covers 12 municipality, resident popolation, numbers of active companies). On the other hand he should complete at least 30 instances per month (referring to the whole BP types). (LG) PROGRESS DURING THE TRIAL PERIOD. Within 6 months from the recruitment date, Barnaby will be independent in evaluating the applications and its related required manual tasks (in particular the “Deep Check Data”, in italian the "Controllo Approfondito dei Dati Inseriti"). This could be measured evaluating the quantity of applications managed (see above), the number of real cases solved even if non-conventional, the reduction in the use of help online, in the number of clues-suggestions accessed, in the number of "ask the expert!" features activated]

The first activity of the entrepreneur is to fill the documents and certificated needed for the request. Next, he can send it via Web Form or via Certified Electronic Mail. After he receives a confirmation of receipt he can starts his business activity, but in case more documents or certificated are needed he has to integrate the request. It can be done at most two times. If for the next 60 days he does not receive any communication the sent documentation is correct and he can continue the business activity, otherwise if the entrepreneur receives a communication of prohibition he has to terminate his immediately his business activity. More in deep, the activities executed by the entrepreneur are followed listed.

The BP of the “Monti Azzurri Consortium is shown in Figure “Monti Azzurri Consortium is involved in the BP when the SUAP office receives the SCIA request from the en- trepreneur. In case SUAP office receives the request via Web Form it has to quickly check documents and certificates since the software available in the Web Form does most of the checks, otherwise it has to check manually the request. If the request is correct an automatic communication of reception is sent. Then, the SUAP office checks if the request is admissible, in case it is not admissible integra- tion is requested to the entrepreneur. At this point, SUAP office forwards the request to the involved municipality offices and to third parties. If someone finds some lack of documentation, integration can be requested to the entrepreneur. At the end if the request is correct no communication is sent to the entrepreneur, otherwise a communication of stop of the business activity is sent. KPIs related to all BPs under analysis Entrepreneur should send his request via Web Form since there is a software tool that checks the completeness of the request considering the type of request. Obviously, it also reduces the amount of work of the SUAP office. Otherwise, if entrepreneur sends the request via PEC the SUAP office can find some lacks and then some integration can be requested wasting time. KPIs related to “SCIA Commerciale” Maximum execution time for each request is 60 days (Italian law decrees this time limit), but for each request it should be more or less 40 days. Third parties and municipality offices have to check as soon as possible the documentation and certificates sent by entrepreneur. Generally, Third parties and municipality offices are the bottlenecks in term of the execution time, and then it is necessary to speed up them.

KPIs related to “SCIA Edilizia” The entrepreneur has to complete his build in at most 3 years, it is a limit imposed by Italian law. SUAP Office has to provide the certificate of usability, in case it is requested by the entrepreneur, as soon as possible. Italian law decrees 60 days as time limit, but for each request it should be less. SUAP Office has to inform about the prohibition to use the build within 90 days from the sending of the certificate of usability. Third parties and municipality offices have to do as soon as possible the asseveration check, and then the documentation and certificates checks. Generally, Third parties and municipality offices are the bottlenecks in term of the execution time, and then it is necessary to speed up them. KPIs related to “Titolo Unico” SUAP Office has to communicate to the entrepreneur the rejection or the confirmation for the request within 90 days from the reception of the request. Third parties and municipality offices have to check as soon as possible the documentation and certificates sent by entrepreneur. Generally, Third parties and municipality offices are the bottlenecks in term of the execution time, and then it is necessary to speed up them.

95 Key Performance Indicators (II)
KPIs related to “Variante Urbanistica” SUAP office has to organize the Service Conference between 15 and 30 days after the publication of the request The entrepreneur should be present on the Service Conference, and he should be able to provide possible integrations during the meeting in order to avoid the arrangement of a new meeting. It saves a lot of time!
