10 Funding for ILC 80% of LAC time is now allocated to Planning
The original Productivity Commission research recommended: Around $200 million pa for capacity building (ILC?) $550 million for Local Area Coordination 80% of LAC time is now allocated to Planning Cost review may recommend increased ILC spend??

11 National & Jurisdictional
“Currently only $132m has been allocated to the ILC. This is not sufficient… one of the key foundations on which the NDIS is being built is weak”. Bruce Bonyhady, outgoing NDIA Chair ILC Grants National & Jurisdictional $132 million ILC $682 million

12 4 ILC Activity Areas Information, Linkages & Referrals
Community Awareness & Capacity Building Individual Capacity Building Mainstream Capacity Building Activities that provide people with disability and their families and carers with access to up-to-date, relevant and quality information and/or make sure they are linked into services and supports in the community that meet their needs. Activities that increase mainstream services knowledge and skills to meet the needs of people with disability. Activities that will help community activities and programs understand the needs of people with disability and have the skills and knowledge they need to be more inclusive. Activities that help people with disability to have the knowledge, skills and confidence they need to set and achieve their goals. People who do not have an NDIS plan will be prioritised in this area.

15 I’ve seen the future Its chaos for quite a while
Clients become customers (but need your support) RIP bureaucratic management Autonomous frontline staff Microbusiness Vs Big Business Sensational software Underutilised infrastructure utilised (can you help?) Current disability org’s dead or radically different

16 I’ve seen the future of Local Government and disability, and so have you…
Most NDIA prices unviable for LGA wages & overheads Lots of slow bleed Smart ones jump out of service provision early, and Focus on enhancing local outcomes: Coordination Networking Infrastructure support SDA Housing: planning & support Advocacy

17 Collaboration between LAC & LGAs
LAC and Local Governments can collaborate on: Area-based planning Disability related, service and infrastructure mapping Sharing information & learning Community education and awareness LGA Disability Advisory Committees/Networks Coordinating established networks Establishing complementary referral processes

18 Where to from here? Chaos should not be blamed on Local Government
Disability sector engagement Community engagement Communications plan incl- local NDIS education Collaboration with LACs

19 Wait and see is not a strategy
