Pan-European goals for 2020 which were highlighted by the Commissioner Carlos Moedas in his speech: Full open access for all scientific publications and A fundamentally new approach towards optimal reuse of research data.

Open Research and Science
The target is Finland to become one of the leading country in openness of science and research by the year 2017. Open science increases the opportunities to participate in scientific research. This calls for an extensive accessibility to open publications, open research data, open research methods and tools, as well as increasing skills, knowledge and support. Openness and reproducibility increase the reliability and quality of science and research Opportunities afforded by openness boost Finland’s competitive edge Good and clear basic structures and services New opportunities for researchers, decisionmakers, business, public bodies and citizens

Open Science Evaluation of the Finnish Universities
Selvitys toimintakulttuurin avoimuudesta korkeakouluissa Tuloksien mukaan korkeimmalla kypsyystasolla ei ole vielä yksikään korkeakoulu. Toiseksi korkeimmalla ovat HY ja JY. Kolmannella viisi korkeakoulua, neljännellä 14 korkeakoulua ja alimmalla viidennellä tasolla 9 korkeakoulua.

Data policy – open data The data policy of the University includes digital data, so-called raw data, primary data and the data processed from the primary data. Digital research data can be very versatile and include measurements, statistics, digital images, recordings, transcriptions of interviews, survey data or observations based on fieldwork, among other things.

Publication policy – open access The motto of the University of Turku, "From a free people to free science", is a reflection of how the University was established in 1920 with a public fundraising and as a gift to science. Open science takes science (back) to the people.

What needs to be done in order to meet the policy statement in question? What are the concrete tasks? Who are the units and people responsible for the task? Is outside expertize or new resources required? How does the task relate to the ongoing processes at the organizational level, nationally or internationally? What is the planned timetable for finalizing the task. Parallel with the policy making the project group filled in an implementation table
