5 LEP/EL Students in NC ADD North Carolina has seen a tremendous growth in the number of LEP students. The graph shows a small decline in numbers between the and school years due mostly to economic impact. 8 36 Educational Entities The WIDA Consortium 2016
We used to count state. With the international adoptions of WIDA we now count Educational Entities! – WIDA Consortium members are shown in BLUE. The striped states have adopted the WIDA English Language Development Standards but do not participate in other Consortium activities. GREEN listings indicate the adoption of the WIDA Spanish Language Development Standards. Many other schools nationally and internationally have adopted WIDA resources for use in their English language development programs. Advantages of a consortium include: Researchers and test developers designated to work with ELP testing; collaborate with states for large decision-making; head start on movement to nationalize content standards and assessments for more fair comparisons between states

Language of Language Arts Language of Mathematics Language of Science Language of Social Studies WIDA’s five English Language Development Standards represent the social, instructional, and academic language that ELLs need to engage with peers, educators, and the curriculum in schools. Standard 1 represents the language needed and used by ELLs for social and instructional purposes within the school setting. Standards 2-5 address the language necessary for ELLs’ academic success in the content areas of Language Arts, Mathematics, Science, and Social Studies. While other features of the Standards Framework have been updated, the five English Language Development Standards have NOT changed. On-line Modules Available on Home Base! NCDPI released the WIDA modules in August of 2014 as part of the NC Race to the Top training modules. All NC teachers can access the modules through the NC educator effectiveness system part of the PowerSchool home page!   Log onto the NC Educator Effectiveness System: click the Professional Development tab at the top scroll to the bottom right and find the area, "Focus Area Aligned Courses" click English as a Second Language The WIDA course shows up as the second offering- number 235

12 LEP Identifier: W-APT (May be replaced by 17-18)
After completing the Home Language Survey, if a language other than English is determined, the W-APT is administered to determine if the student is an English Learner (EL) Sample HLS on ESL Wiki

13 LEP Identifier: W-APT Can be given 90 days before school begins and as new students enter throughout the school year. Ensure parents are notified within 30 days of 1st day of school or 14 days after enrollment. Sample Parent notification Letter on the Wiki at Training and test materials on the WIDA site Contact for the W-APT user name and password. The other parts of the site that require a password use a general user name and password. (May be changing)

14 ACCESS for ELLs Online Testing 2016-2017 Testing Window
February – March (6 weeks) (Students entering 5 days before do not have to be tested on ACCESS) Exit Standards: (K &Tier B or C grades 1-12 for paper test, adaptive on line) Comprehensive Objective Composite (COC) A minimum score of 4.8 Composite AND 4.0 Reading AND 4.0 Writing The school year is the first official year of online testing for ACCESS for ELLs Exit out of Tier B or C and K. 15 Alternate ACCESS for ELLs
For LEP students with significant cognitive disabilities Eligible students are identified based on NC guidelines Included in state testing program Tiers must be set to ‘T’ 2 mins The Alternate ACCESS for ELLs is an option for the administration of the ACCESS for ELLs test to eligible students in grades 1–12 who are classified as English language learners (ELLs) and have significant cognitive disabilities that prevent their meaningful participation in the ACCESS for ELLs assessment. The Alternate ACCESS for ELLs is designed for only a small population of ELLs who meet the following eligibility criteria: Guidelines for Testing Students Identified as Limited English Proficient North Carolina Testing Program Published September 2014 Grades 3–12 ● The student has a current Individualized Education Program (IEP). ● The student participates in the general education curriculum through the Extended Content Standards. ● The student has a significant cognitive disability (i.e., exhibits severe and pervasive delays in ALL areas of conceptual, linguistic, and academic development and also in adaptive behavior areas, such as communication, daily living skills, and self-care). ● The student’s prior year’s ACCESS for ELLs scores yielded NA across any and/or all domains or yielded a composite score of less than 2.0. If scores are 2.0 or above, the student does not qualify for the Alternate ACCESS for ELLs and must continue to take the regular ACCESS for ELLs. Page 5 and 6

Working with PowerSchool Security Group Roles Oct 1st Headcount (LEP) Feb1st Headcount (Immigrant) RCR Process  PowerSchool serves as the authoritative source of all information regarding Title III students. Accountability and funding data will be sourced from the data contained within each PowerSchool instance. Each instance will have a predefined LEP Coordinator security group established. NCDPI has pre-established the security group 218 as the LEP Coordinator. The role of Title III Administrator should be created using this security group. These permissions will need to be stacked with existing roles and permissions so that the individual assigned will be granted full access. Headcounts are authenticated and approved within the PowerSchool module. During each headcount window, data will be dynamic and permit approval multiple times until the close of the headcount window. Annual assessments are ordered directly from the data contained within PowerSchools. It is imperative that districts/charter ensure that this data is accurately maintained to ensure test are order appropriately and no additional cost are incurred for additional materials. The Record Change Request process is used to make corrections/modifications to the data. Please refer to the FAQ regarding types of changes to data. Once data goes into PowerSchool, it cannot be altered at the school level.

22 11 Steps to Success!

23 ALL charter schools should:
1) designate a person to work with EL data via the authoritative source even if there are currently no EL students enrolled. PowerSchool will now serve as the authoritative source for EL student data and therefore serves as the official system for verifying student EL status. EL functionality will be managed at the state level by the NCDPI English as a Second Language (ESL) program staff and locally by EL Coordinators and designees. Please refer to the NCSIS or EL Coordinator page for the archived webinar and more information about how to access this functionality. .

24 2) join the English Learner Coordinator Listserv 3) be aware of the NC process for identifying English Learners (ELs) 4) be aware of the annual ACCESS test of English language proficiency in case students arrive during the year

26 Charter schools with LEPs should:
7) utilize the NC ELD Essential Standards (WIDA Standards) to guide instruction (Download 2007 and 2012) The WIDA Modules offer an overview of the WIDA standards 8) complete an LIEP service chart and submit to ESL at NCDPI (Due date EXTENDED to December 18, 2015.

27 9) complete an EL Plan for each identified EL Student

An EL Plan does not have to be as detailed as this sample. 10) follow proper W-APT and ACCESS test training procedures 11) attend the beginning of year EL Coordinator’s meeting hosted by NCDPI or review documents if unable to attend.
