Phase 1 allocations to CaSSh were announced on 24th July 2013, for affordable housing and affordable home ownership only. “As we know, most people want to be independent in their own homes and as the population ages, more and more of us will need housing that supports us to do that. ..… These will be tailored to people’s needs and will help them to remain active as long as possible without the need of going into a care home….. 12 CASSH phase 2 bid analysis - challenges
CASSH II aims to increase the availability of good quality home ownership options for older people and adults with disabilities in the private sector. Respondents to the EOI raised a number of barriers and concerns Higher cost of development Lifetime Homes as minimum; wheelchair accessible; additional space standards to attract downsizers and allow for future flexibility; installations eg larger lifts, fire protection, security, alarms, and assistive technology Greater proportion of non-saleable floor space eg wider corridors for access and a range of common facilities (may be up to 40% of space) Local authority S106 and CIL obligations based on gross internal floor area which doesn’t take into account non-saleable communal space High cost and limited supply of land near good transport links or town centres (accessibility) Viability and finance Limited access to bank lending Slower return on investment - scheme often needs to complete before first dwelling occupied Sales conversions take longer (months rather than weeks) and incentives don’t work as well Higher maintenance costs (can’t always be passed on – very sensitive to service charges) Difficulty in selling homes or achieving sufficient rent levels in low value areas. Limited access to mortgages for older buyers Other issues – revenue funding constraints, S106/CIL conditions, restrictive planning policies, perceived complexity of holding and managing freeholds on specialist housing 12
