3 Introduction and Context
Linked to delivery of the standard is the concern around the quality of the data and an awareness that there is inconsistency in the management and processes related to RTT data across organisations These concerns were identified in the National Audit Office (NAO)and Parliamentary Advisory Committee (PAC) reports which focused on data quality specifically around elective care National compliance against the Incomplete standard has been a challenge for some months with 1,583 patients waiting over 52 weeks Number of patients waiting for treatment is increasing (3.66m February 2017) Areas of regional focus include demand management, diversion at point of referral, use of IS, long waiter trajectories and data quality and PTL improvements

NHSI and NHSE identified data quality strategy for and the work streams highlighted are linked to the requirements to assist with the delivery of the suggested improvement strategy. The aim of the strategy is to improve data quality for all providers. Non-reporting Trust review and Intensive (focused) Support 1 On site IST data quality diagnostic to all non reporting providers and others agreed with regional teams. Support return to reporting trajectories with monthly reporting progress reviews. Further support to be contracted outside of NHSI RTT Data Quality Self-Assessment Tool 2 Roll out to providers to cover business rules and exclusions, data quality checks, PAS outlook, data quality governance and operational management. Commenced 31st January Focus on best practice 3 Share best practice and information sheets covering: Data validation versus data audit, RTT rules adherence and access policies, training, pathway exclusions and local governance. Look to include an offer of support to commissioners. Regulation and contractual levers 4 Centrally led joint team to work with NHSI and NHSE on regulatory requirements with respect to driving better data quality and use of the NHS Contract. Data Validation 5 Provide best practice on validation prioritisation and validation v’s audit. Develop list of preferred external suppliers for mass legacy validation and also those that ‘clean’ PTLs e.g. NECSU Clear PTL (National work) Improved quality of referrals 6 NHSE to lead on improving referrals data. To include eRS, MAR and SUS data support of RTT Analytics and reporting 7 Support trusts to develop the right analytical and reporting capabilities so they can judge their own data quality and develop national indicators of data quality

7 General Findings from self assessment to date
Key Issues Incorrect exclusions applied to raw data set for several reasons; Local application of rules to ‘cover up’ poor input of data (understanding of rules) Application of blanket rules (not understanding the rules) Lists of patients with unknown RTT status Number of clock starts and stops does not link to variations in total list size Lack of governance No records of pathway removals and who agreed them Limited board reports on data quality Knowledge of who signs off monthly return Poor quality of referral data (using gp referrals only) Limited follow up PTLs Poor visibility of planned lists PAS implementation leaving legacy patients to validate
