Lobbying for equitable coverage and payment for physical therapist services Ensuring that patients have direct access to treatment without a referral Prohibiting unqualified practitioners from providing and billing for physical therapists’ services Ensuring that physical therapists qualify for federal student loan repayment programs

Cap: $1,920 for PT/Speech, $1,920 OT (Outpatient) Exceptions: Automatic using KX modifiers: up to $3,700 Manual review: > $3,700

18 Medicare therapy cap Medicare Access to Rehabilitation Services Act (H.R. 713/S. 367): Repeals therapy cap 9/14: Majority of House of Rep co-sponsored If legislation is not passed, not exception process Important to ensure that patients have access to timely and appropriate care

19 CONCUSSION MANAGEMENT (SUCCESS!!!!!)
Protecting Student Athletes from Concussion Act (H.R. 3532/S.1546) Safety and management plans including return to play requirements SAFE PLAY Act(S. 2718/H.R. 5324) Provides education, awareness, action planning, and further research related to sports health conditions Includes PTs as part of team FAS 2014: over 10,000 letters sent to legislators

20 Student loan forgiveness
Authorizes PTs to participate in student loan forgiveness programs including NHSC and Frontier Providers program Physical Therapist Workforce and Patient Access Act of (HR 1252/ S 602): NHSC Loan repayment program: clinicians who serve full or part- time at approved sites receive money to repay loans Access to Frontline Healthcare Act of 2013 (HR 702): Frontline providers program Can alleviate demand on other primary care providers by allowing PTs to serve as entry point providers
