4 Retention Incentives The Supervisory NEC
Requirements (OPNAVINST E): E-5 or above ≥ 4 years of service completed (a change from 6 years of service) Qualified Submarines Complete TYCOM Supervisory Qualification Card Demonstrated supervisory skills based on CO’s assessment Qualified senior watchstation Most recent evaluations marks ≥ 3.0 Supervisory NEC = Pay Raise Supervisor NEC SDAP = $375/month Operator NEC SDAP = $150/month ESRP eligibility requires Supervisor NEC  Ensure you understand the requirements to qualify for a Supervisory NEC. The SSF NAVADMIN will change the years in service requirement from 6 to 4 years. Puts more control in your hands as the CO.  Once awarded, the Supervisory NEC amounts to an annual raise of $2700. The policy was $2700/year raise at sea The Supervisory NEC is ESSENTIAL to career advancement! Civilian Employers value this qualification as well ($15K - $30K additional in civilian annual salary)

11 Sea-Shore Flow (SSF) Modification
Longer shore tours Aligns career path with realistic shore tour requirements (i.e., 40 months for NPTU instructor duty) Shorter sea tours 1st Sea Tour – All new orders will be 48 months 2nd Sea Tour – All new orders will be 48 months. After December 2016, all new 2nd sea tour orders will be 40 months Career Milestones A 10 year ‘return to sea’ gate for the 2nd sea tour is in effect Effective 1 January 2018, a 17 year ‘return to sea’ gate for the third sea tour will go into effect During the Spring 2015 joint conference the proposal for an adjustment to nuclear enlisted sea shore flow was presented. The problem outlined is that the current nuclear sea shore flow did not account for the time spent in the training pipeline and schools as well as friction due to transfer, and there were no mechanisms to ensure that personnel at the right point in their career were doing the job required for career advancement. This resulted in many sailors falling behind the nominal career path and not executing a third sea tour prior to 20 years of service. You may remember from the Spring joint conference that the gates were 11 and 18 years, after discussion with NR the gates were changed to 10 and 17 years to provide personnel more time on their third sea tour and get first classes back to sea sooner for their second sea tour. Modifications that were included were adding gates to keep sailors on track, aligning the career path with shore tour requirements and adjusting the time in service to be allowed to qualify supervisor from 6 to 4 years. The modification to sea shore flow will be managed to ensure operator manning is at current levels. This will improve supervisor manning at sea over time. This is also projected to improve retention beyond 10 years due to the decrease in the time of the second sea tour and ultimately retention to 20 years of service and EDMC. The sea shore proposal status is at NR for approval. 30% of chief selectees do not do a 3rd sea tour.
