3 Detailing: Old Way vs. New Way
CMS/ID Formal business rules Billets are prioritized “Green Billets” Pre-CMS/ID “Penciling in” Detailers could project jobs that would be available and “pencil in” Sailors way ahead of time (>9 months). Sailors had no way of knowing what jobs were actually available other than what detailer told them. Relied upon detailers to honor priorities set by Placement/MCAs; detailers could still overrule/ignore Formal business rules and codified process to ensure billets are prioritized and filled. Advertisement to commands and Sailors of what jobs are going to be filled and available. Detailers can only fill billets that are in CMS/ID determined to be a priority fill (Green Zone). 3

4 Billets Authorized (BA) and the Navy Manning Plan (NMP)
Enlisted Community Managers (ECMs) Detailers BA - Sea Duty - Shore Duty - Schools Transition Distributable Inventory NMP - Sea Duty - Shore Duty Billets Authorized: What the Navy has paid for regarding personnel billets. ECMs establish policy and manage accessions to keep the Navy manned to BA. The Activity Manning Document (AMD) and Ship Manning Document (SMD) are the source documents on which BA is based. Navy Manning Plan (NMP): The personnel we have (distributable inventory) and how we plan to distribute them. Requisitions get generated when projected personnel onboard in 9 months (POB-9) is less than P-9 NMP based on PRD (not EAOS). 4

CMS/ID 4013 -Monitors Enlisted Personnel Readiness -Generates Prioritized Requisitions -Represents MCAs for personnel readiness PLACEMENT The Command’s Advocate MCA -Establishes Priorities SAILOR -Review record at 12-15 months prior to PRD to ensure data is accurate; update preferences -9-7 months view available reqs and apply CCC -Review CMS/ID w/Sailors -Assist sailor with CMS/ID Negotiations TYCOM ASSIGNMENTS The Sailor’s Advocate ISIC Ship’s responsibilities: 1. Addressing their manning shortfalls. 2. Liaise with ISIC and TYCOM to resolve manning issues. (Sorts, EMIR, etc) 3. Ensure they are properly manned to fulfill your commitments. ISIC responsibilities: 1. Coordinate ship’s training, material, personnel admin and scheduling. 2. Liaise with TYCOM to resolve personnel issues. 3. Ensure ship can fulfill commitments. TYCOM responsibilities: 1. Address manning shortfalls. 2. Liaise with CINCPACFLT, NPC and EPMAC to resolve manning issues. 4. Coordinate employment schedule. MCA responsibilities: 1. Keeping MCAP assets manned at acceptable levels. 2. Liaise with NPC and EPMAC to resolve manning issues. 3. Set requisition priorities (FDNF, deployment) to ensure ship can fulfill commitments. 4. Direct requisition swap on effective date of homeport change. 4013 responsibilities: 1. Prepares requisition based on requisition priority set by MCA. 2. Swap ship’s requisition on effective date of homeport change as directed by MCA. 3. Ensure ship is properly manned and able to fulfill commitments. PERS responsibilities: 1. Attempts to fulfill the Detailing Triangle and mesh the various requirements and Sailors distribution profile to make the “Best Fit” Much more on this will be discussed shortly. Sailors responsibilities. such as updating EFM, importance of maintaining security clearance eligibility, supporting study for advancement, warfare quals, watch standing, etc.) UNIT NPC Detailers -Make selections -Release orders -Negotiate special cases 5

7 CMS/ID Schedule Schedules slightly changes each month due to weekends and holidays. Sailors time to make applications is only during the green days. If sailor will be deployed, sailor needs to contact detailer prior to window and provide the detailer their desires. Detailer can make application for the sailor in those cases. 7

The primary driver in success is the early engagement of the Sailor at the 12 month point. 9 Common Pitfalls PRD management Waterfront detailing Unplanned losses
Matching PRD to EAOS Attempting to change PRD in negotiation window Waterfront detailing “by name request” only for Flag staff Unplanned losses Overlaps for turnovers Overseas Screening Timeline EFM updates BOL Commands do not look out far enough, and request PRD adjustments inside of 9 months from current PRD This may create a gap because nearly all rollers have already been assigned The Sailor may already be under orders or have been posted to a critical billet Waterfront detailing without including detailer in discussions. Gives false expectations to both the command and Sailors. Not communicating unplanned losses (UPLs) in a timely manner Not administratively transferring UPLs from the command suppresses any requisition for a replacement. Important to follow published guidance (e.g., MILPERSMAN, SUBPERSMAN) to complete required administrative actions and get the Sailor transferred off command to get replacement requisition generated. Detailers will be able to provide a relief in 6-9 months; anything inside of this will have to be met by crossdeck or diversion (via WEPP) or TAD support from another command. Delays in completing screening requirements for Sailors – less than 30 days is the requirement. Demanding overlaps for turnover of personnel. You should expect the reliefs to arrive the month of the incumbent’s departure. Not following through with admin sent to PERS-403 9

12 CPO Expectations Similar to junior sailors except:
Contact relief for at sea billets Less options as CPO Retirement Plans (MILPERS ) Senior Chiefs and EDMC Tours Post EDMC/Major Division LCPO Career Path Senior personnel sometimes submit fleet reserve requests that do not meet the requirements of the MILPERS and are subsequently disapproved. Highly recommend review the MILPERS ~24 months prior to the members intended retirement date. Advancement quotas in the submarine force to senior chiefs are based heavily on at EDMC billets. The program depends on personnel advanced to senior chief to go on and fill at EDMC billet. Personnel should plan if advanced to do an EDMC tour. Each submarine/carrier homeport only have a handful of post EDMC/major division LCPO billets. Personnel who have successfully completed these tours have talents that may be needed in another geographic location. 12

Overseas Screening: NAVADMIN Sailors who fail to OBLISERV and those who submit a 1306/7 to match PRD to EAOS with intent to separate will have their record Flagged by PERS-40BB. ***A Sailor with a flagged record who decides to reenlist will be issued “Needs of the Navy” orders without further negotiation. Send failure to OBLISERV messages IAW MILPERSMAN Article It is possible that the OBLISERV requirement may be waived (via ORDMOD) and the Sailor will still execute orders. 13

19 Final Thoughts Don’t hesitate to contact us via , phone, message, or letter. We do not see schedules or watchbills. Do not use SSN (not even last 4): Simply provide name and rate. Reference PERS-403 in messages related to personnel issues. NMP and PRD drives requisitions, not BA or EAOS; closely work with NSSC to get UPLs off of your books! Follow MILPERSMAN for all ORDMOD requests. Ensure your Sailors and CCC understand CMS/ID. Recommend scanning and ing correspondence directly to us to speed up processing time. Own your manning and be proactive on PRD management! 19
