UK overview and changes to the apprenticeship system in England

2 UK changes New apprentice levy for ALL UK countries: £2.6bn in 2017/18
Scotland, Wales, Northern Ireland no major changes to current system , Govts says not really new money Scotland 30,000 new starts 2020 Only half of £221 million levy to be spent on apprenticeships Rest on wider workforce development and pre-employment programmes Wales 100,000 new apprenticeships New skills policy plan and toolkit Establish new system for reviewing and developing new apprenticeships Northern Ireland Northern Ireland – estimates between £53m - £83 share of levy. NI will focus on quality level three apprentices rather than volume. union concerns about quality and levy

3 What are apprentices Jobs with approved practical training:
Currently around 17% of schools across UK have apprenticeships- mainly admin staff, some classroom staff Updated definition in England – most points apply to UK: Must be a real job; Can be an existing employee or a new job. Can be full or part time. Can be any age Apprentice must work towards achieving an approved new ‘apprenticeship standard’ replacing ‘apprentice framework ‘ Training must last at least 12 months At least 20% of apprentices time must be on off-the-job training Must be paid at least the relevant national minimum wage (UNISON should negotiate for more)

5 Who pays? The government and employers
New employer levy – starts April ALL UK employers England - Employers with paybill of £3 million+ to pay 0.5% levy Levy paid into digital account through payroll Have to use funding within 24 months Funding must be spent on training or assessment costs - not salaries etc. Will schools be covered by the levy?: LA will have responsibility for maintained schools - 100% will be covered (some LAs proposing to top slice school funding) MATs will have one levy covering their schools (88% will be covered) Stand alone academies (48%) and foundation /voluntary aided (10%) will have own responsibility Non-levy employers or levy payers who have spent their levy Government will pay 90% of costs – employer to pay 10%

6 School apprenticeships standards
Standards will replace all old ‘frameworks’ requirement that they are employer led Teaching Assistant being developed by schools – UNISON is the only union involved in this. Will be linked to level 3 qualification, not mandatory , but we recommend to schools Linked to research on deployment and professional standards School Business Director 40 school employers supported by the National Association of School Business Managers UNISON is involved Teacher apprentice being set up Other standards are not school specific

11 Public Sector Apprenticeship Target
Government has 3 million target for England, but specific target for Public Sector applies to public sector organisations with 250 or more staff equivalent of 2.3% of workforce average per year averaged over first 3 years must be new starts; so for a large multi-academy trust over 100 apprenticeship start sa year... based on number of staff, not FTE - issue if high p/t schools included in the target when above the headcount As part of wider LA target for maintained schools Government to monitor, but employer can give reasons why they cant meet target

12 UNISON’s concerns We support apprenticeships but:
Possible job substitutions Quality - standards rushed - new providers and assessors - lots more, unknown, quality? Inadequate training and current training relabelled Targets: focus on hitting ‘starts’ Focus on lower levels? Low apprentice pay and gender stereotyping Governance - DfE, IfA, Ofsted, ESFA, Ofqual, Plus several others for FE and HE
