3 01 02 03 04 Broad Features of the Scheme
Set up a common e-Platform to be deployed in 585 selected regulated APMC/mandis in States ready with 01 necessary reforms by 02 DAC will share the software with the States free of cost and will provide grant upto Rs.30 lakhs per mandi for related hardware/infrastructure 03 Free training hand holding and trouble shooting by Strategic Partner. For States who have fulfilled the following three essential reforms 04 • State APMC Act must have specific provision for electronic trading (e-trading) • State APMC Act must provide for issue of licenses to anyone in India to trade through the NAM in the local mandi • There must be one single licence for each State/UT to facilitate trading in all the mandis of the State/UT and a single point levy of transaction fee. enam.gov.in 3

Establishment of Quality Assaying Lab within Market Premises which Approximately cost 5-10 lacs (excluding Civil infrastructure) Lab Equipment: Moisture Meter, Electronic Balance, Oven, Magnetic Stirer, Test tubes, Microscope, UV Spectrophotometer etc Trained Lab Technicians with Minimum Qualifications: Science /Agriculture Graduates. Establishment of Quality Assaying Parameters and Standard Operating Procedures

12 Way Forward 1 Harmonization of APMC Act across the States for Unification of the Markets 2 Onboarding of next 200 Markets by March 2017 reaching total of 400. 3 Strengthening of Institutional Mechanism for Implementation of NAM To promote Warehouse based sales in the States To promote Inter Market and Inter State Trade To provide Unified Quality Assaying System , Warehousing & Logistics Support and Online Payment 4 States / UTs to carry out mandatory reforms and come on board on NAM. 5 Nation Wide Farmer/Trader Sensitization through Media Campaign through Meetings at each APMC, Print Media, Digital Media etc
