Be prepared for unknown risks, too Each actor (organisation and individual) is responsible for carrying out its functions in all circumstances Secure availability of additional resources (eg. own reserve, voluntary organisations and individuals) in case of need

5 Preparing for military risks - simple logic:
If (one of) the tasks of the defence forces is to defend own country against the use of military force, you should also be prepared to protect the civilian population and society and to secure the functioning of the society in war time circumstances. Same planning premises for military and civil defence/protection!
