TEDS Texas Education Data Standards

What is TEDS? TEDS is the new set of documented standards that is used for TSDS PEIMS, Dashboard, Unique ID, and Core Collection Submissions. It replaces the Legacy Data Standards.

What is TEDS? The TEDS consists of two versions for each school year. The whole version covers all data things TSDS. (PEIMS, Dashboards, ECDS, Other Collections) The Section 8.X documents cover only the PEIMS reporting aspects of the TSDS systems.

Provided in this section: Brief descriptions of TEDS, PEIMS, and TSDS The descriptions of the interchange schemas used to load data to the EDW (Education Data Warehouse) The As-of-Dates and Submission Due Dates Responsibilities of the LEA (Local Education Agency), ESC (Education Service Center), and TEA (Texas Education Agency).

TSDS PEIMS Interchanges
There are 13 different interchange files that are used for the TSDS PEIMS system. The files are created in XML format. The files have a specific naming convention. Not all files are used for each submission. The files must be loaded in a specific order.

All TSDS data can be categorized under one of 7 data groups. Group 1 – Organization Data Group 2 – Finance Data Group 3 – Staff Data Group 4 – Student Data Group 5 – Course Section Data Group 6 – Assessment Data (Not used for PEIMS) Group 7 – Cohort Data (Not used for PEIMS)

It is important to commit the group numbers to memory because these numbers will reoccur throughout TEDS in many of the data requirements identification numbers such as complex numbers and validation rules numbers. Within sections 2 – Data Submission Requirements and 3 – Data Elements, information is grouped together by using the data groups (1-7) listed above.

Section 8.2.1 Education Organization Category
This category provides information about the state education agency, education service centers, local education agencies, and campuses. This data category supports the definition of the education offerings provided by campuses, specifically the courses taught, the sections in each course offered and the class period and location of those sections, and the alternative/supplemental programs offered. A Complex Type Chart is included that provides the element information, XML name, simple name, submissions, field length and type, and associated code tables for each element in the Education Organization Category. The business rules for this category are also included in this section as well as data samples, and any special reporting requirements.

This category provides personnel, demographic, assignment, teaching, and information for district staff. Charts of staff related complex types are included in this section which provides element information, XML Name, simple name, submissions, field length and type, and code tables for element. The business rules for this category are also included in this section, as well as data samples and any special reporting requirements.

This category provides student demographic information, student attendance, enrollment and leaver information, special programs, course history and discipline. Charts of student related complex types are included in this section which provides element information, XML Name, simple name, submissions, field length and type, and code tables for element. The business rules for this category are also included in this section, as well as data samples and any special reporting requirements.

Section 8.2.5 Campus Course Section Category
This category represents the student-teacher classroom link. It contains information about the section such as the course, section number, class period, and population served. It also includes the class Id number which links the teacher, student, and section to each other. Charts of course section related complex types are included in this section which provides element information, XML Name, simple name, submissions, field length and type, and code tables for element. The business rules for this category are also included in this section, as well as data samples and any special reporting requirements.

Section 2.6 Assessment Category (not used in PEIMS)
This category represents the student assessments, specifically the definitions of the assessments, the learning objectives, learning standards, and assessment items. Charts of assessment related complex types are included in this section which provides element information, XML Name, simple name, submissions, field length and type, and code tables for element. The business rules for this category are also included in this section. The assessments are only used for the dashboards. Currently, if the district approves, TEA will load STAAR and EOC assessments for the district. TEA is working on future uploads for TELPAS, SAT and ACT. Districts can upload local assessments, but the files must meet the requirements and formatting outlined in this section.

This category represents student cohorts and is used to report associations between students and teachers. Charts of cohort complex types are included in this section which provides element information, XML Name, simple name, submissions, field length and type, and code tables for element. The business rules for this category are also included in this section, as well as data samples and any special reporting requirements. The cohorts are used for the ECDS KG and ECDS PK submissions as well as for the dashboards.

TEDS Change Log The TEDS Change Log for a particular school year is cumulative with each additional release of a version of TEDS for a given school year. The change log associated with each release of TEDS will illustrate whether a change is associated with the Preliminary, Final, Addendum, or Post Addendum version. The change log table of contents is clickable to jump to the particular section of interest. This section no longer lists all versions of the change logs with the release date. What you now see listed here is the last change log with its version and release date.
