Bihar Flood Innovative Measures Taken to Reduce the Impact of Flood Disaster Management Department Govt. of Bihar

2 Best Practices SOP for each disaster in place.
Preparedness and Response according to SOP. Best practices and innovative technology to be discussed in context of Bihar flood 2016. Review at highest level with all district officials and departments CM did it twice. CM reviewed preparedness. Active whatapp group on disaster management facilitated with quick and timely response. Best practices- Ex-gratia payment in 24 hr. even cases of drowning in lakes, excess rain, lightning including local disaster and notified. Relief with dignity- Each and every person coming in the relief camp were given cloths, toiletries and utensils for their dignified living.

3 Salient Point Out of 38 districts 31 districts were affected by flood in four phases. 182 Blocks, 1421 Panchyats, 5024 Villages and lakhs of people has been affected. Total 243 human lives and 5383 live stocks has been lost. A total of 3.72 lakh of hectare of Agriculture land has been affected which damages crop estimated to lacs rupees. A total of houses were damaged resulted estimated loss of Rs. 271 crore. Memorandum for Central Assistance amounting to Rs lacs has been sent to the Central Government.

11 Action taken by the State Government
With the innovative ideas and quick response several measures have been taken :- The SOP for Flood Disaster Management plays crucial role for the timely and effective relief to the affected people during flood State and districts responded as per the SOP Meeting at highest level presided by Hon’ble Chief Minister through Video Conferencing helps in making quick decision and response. Intense monitoring at micro level and regular meeting at all levels including by Senior Officer. Appointment of in-charge Secretary to the flood affected districts helps in keen monitoring of the situations. Government advisory helped in the lessoning the cases of drowning.

12 Conti…. Regular Aerial survey by Chief Minister, Chief Secretary, Principal Secretary, Disaster Management Department and other senior officials to review the current situation. Preparedness - Training to the community, Diyara area people, Police Personnel, SC community helps in the timely response of community as first responder. SMS based Early Warning System also helped in early response. Communication Strategy- Disaster Management Department Whatsapp group which includes NDMA also helped in direct communication with the concerned stakeholder and quick dissemination of information to the incident commander.

13 Conti…. 4528 boats and 93 SDRF/NDRF team were deployed.
Prepositioning of NDRF/SDRF reduced the response time. Effective mobilization and utilization also gave desirable result in search and rescue operations. 4528 boats and 93 SDRF/NDRF team were deployed. 16.7 lacs people were evacuated, and Dry food packets were distributed. 1488 relief camps were opened where 20 lacs people were taken shelter Affected pepole and staying on road side or river bank were also given the same facilities as provided in relief camps.

14 Conti…. Special care for old age people, women, lactating mother, child and physically challenged people. Aganwadi centres were open in the relief camps for the child and lactating mothers. Psycho-social intervention was carried out through Aganwari workers, ASHA workers and teachers. Mobile Medical Team were sent along with NDRF/SDRF team during the Search and Rescue operation. Spreading of Bleaching Powder to disinfect the area where flood water had receded.

15 Conti…. Roti makers were provided to supply roti in meal in the relief camp. Special provision for newly borned girl child and boy child. Rs. 15 thousand for girl child and Rs. 10 thousand for boy child born in relief camp or in boat during rescue operation. A great dignified humanitarian practices are observed as each person of relief camp were given cloth, utensils. Regular medical checkup had been organized. 266 cattle camps were opened and cattles were kept where special care was taken for the cattle health. Fodder provided to inaccessible areas. Community kitchens were opened in the area where people reluctant to move in relief camps.
