2 Gonski 2.0 Is not a good deal for public schools
Provides 40% of the funding of the original Gonski – for which NSW currently has a signed agreement Puts a cap on Federal Govt funding of public schools – the cap is set at 20% of the School Resource Standard* *Gonski defined the School Resource Standard as specifying the recurrent resources required to enable students who attend schools with minimal levels of educational disadvantage the opportunity to achieve agreed national educational outcomes

3 The proposed amendment to the legislation
Means that schooling for children will NOT be funded according to need Has been formed without consultation with State and Territory governments Ensures there will be variations between states in funding for schools

4 The Original Gonski Created an integrated national school funding system providing equity in funding across all schools, systems and states Could be funded by phasing out all over-funding of private schools, which amounts to billions of dollars

How school funding should be issued according to Gonski. Each school has a unique filter funnel. The spouts each have a tap (not shown) permitting variable amounts of funding for each spout. These reflect the Gonski loading factors – different for each school based on the children enrolled in the school. There are actually three funding beakers: Federal Gonski funds (65%) of Gonski funding, State Gonski funds (35% of Gonski funds) and State Recurrent funding for the school. Only one beaker is shown for simplicity.

7 The current Federal proposal
Is a confidence trick $13.1 billion increase in ten years to amounts to $506 per student over ten years or $50 per student per year Is only 38% of what has been promised in the current signed agreement with the NSW government

8 The current Federal proposal
Will limit Federal funding of public schools to 20% of the School Resource Standard (SRS) but will fund private schools to 80% of the SRS Will abolish the requirement of the Federal Govt to increase, by 4.7% annually, funding to a school till it reaches the SRS Abandons the increased role for the Federal Govt in funding of disadvantaged students, over 80% of whom attend public schools

9 Public schools will receive less than 50% of the small increase in funds ($6.4 billion out of $13.1 billion) despite being the largest provider and carrying the most needy students The original Gonski sees the Federal Govt providing about $10 billion in additional funding between and and public schools would receive about $8 billion, or 80% of the increase Annually the current Federal Govt spends approaching $500 billion when all expenditure is considered – we are requesting a comparatively small amount for our children

10 Under the proposal private schools will all reach 100% of their SRS by , not withstanding some are well above their SRS now and many are there, or nearly there The proposal will lock in different funding roles for Federal and State Govts instead of developing an integrated model as originally proposed by Gonski The current Federal Govt spends approaching $500 billion

11 There is no more important issue for us at the present time
We are the adults at his moment in the history of our country who can make a difference for the generations of children to come

12 Gonski is the great enabler for unlocking the potential of our nation
With Gonski funding arrangements there will be less demand on the welfare system, health system and justice system. Our children will have equity of educational opportunity. It will unlock the potential of our nation.

13 Request of Parents The Bill has passed through the Government-controlled Lower House To bring it into law it needs to pass through the Senate as well We need parents to contact Senators, particularly the cross bench, requesting the amendment be defeated and the FULL Gonski be delivered to Australian school children We want bipartisan support for Commonwealth funding to be allocated according to the Gonski loading factors to the Gonski identified SRS
