4 Fuel Merchant Types MCC 5541 – Service Stations
This merchant type includes gas stations, service stations, truck stops, and marinas, with or without ancillary services. Convenience stores that sell fuel should be described as “Service Stations” on the merchant application. Convenience stores that do not sell fuel are classified as MCC 5499 – Miscellaneous/Specialty Food Stores.

5 Fuel Merchant Types MCC 5542 – Automated Fuel Dispensers
These are unmanned, fully automated fuel dispensing stations, typically utilized only by commercial and government vehicles and fleets. The pumps can accept payments by card or by keying in a corporate account number. This MCC is not used by Elavon.

6 Equipment Options – In the Store
Fuel merchants have three options for accepting card payments inside the store, for both fuel and non-fuel purchases: Terminal – The merchant uses a retail-programmed terminal to process card payments. Can communicate via dial-up or IP. Software – The merchant uses Virtual Merchant or ViaWarp as a retail point-of-sale device to process card payments. Communicates via IP only. Value-Added Reseller (VAR) – The merchant uses a third-party POS system (with a payment application or gateway) to process card payments. Can communicate via dial-up or IP, depending on the system’s capabilities. NOTE: IP communication is not available for Fleet merchants. All Fleet transactions must be processed via dial-up only.

7 Equipment Options – At the Pump
Automated Fuel Dispenser (AFD) Commonly known as “Pay at the Pump”, AFD’s enable a cardholder to pay for fuel purchases without cashier assistance or having to enter the store. Every AFD has two components: the pump itself and the payment application it is programmed with. While most pumps are installed with a built-in payment application, they can be reprogrammed with different payment applications by the vendor. The three most common AFD manufacturers are: Gilbarco/Veeder Root/Gasboy International Dresser Wayne Syn-Tech Fuelmaster

8 Equipment Options – Integrated Fuel System
While some fuel merchants have separate processing solutions for transactions at the pump (via an AFD) and in the store (via a terminal or a VAR), most utilize a single integrated system that supports fuel payments for both. Most integrated fuel systems are not certified to process directly with Elavon and must be placed on a supported foreign network. Elavon supports the two largest fuel processing networks: Heartland/ADS – Alliance Data Systems, which is owned by Heartland Payment Systems, actually has two separate fuel processing networks: ADS (Dallas) and SPS (Chicago). Both are supported by Elavon. First Data/Buypass – The Buypass fuel network, which is owned by First Data Merchant Services, is supported by Elavon but not preferred (Voyager Fleet cards cannot be processed on the Buypass network). Reminder: Fuel merchants processing through ADS or Buypass will be subject to foreign network fees.

10 Determining the Processing Solution
It is important to correctly ascertain the fuel merchant’s card-acceptance solution, both inside the store and at the pump. This is to ensure that Elavon can support their system and that they are set up properly. Below are some suggested discovery questions to help you obtain the information you need to successfully set up a fuel merchant: Who manufactured the fuel pumps? What POS software runs the fuel pumps? Does the POS software listed in question 2 send the transaction information directly to the merchant’s processor? If no, what middleware or gateway transmits the transaction from the POS software to the processor? What type of connectivity to the network does the merchant have: dial, IP, or satellite?

11 Determining the Processing Solution
What network are the merchant’s transactions running on right now? Does the merchant use the same pump software to accept cards inside the store? If not, what VAR or terminal is used to accept cards inside the store? What is the phone number and contact name the merchant calls to troubleshoot the pumps? What Fleet cards, if any, does the merchant currently accept? Can Fleet cards be used to pay at the pump? Useful Tip: If the merchant is unable to answer some of these questions, have them contact the vendor who set up the system. If the merchant is unsure who their vendor is or how to contact them, ask if they have a contact number in the event of a system malfunction.

12 Fuel Merchants – Required Paperwork
If the merchant is not going to accept Fleet cards, only the regular merchant application needs to be submitted. Page 1 – In the Description of Products or Services field, indicate the merchant is a service station. Page 2 – In the VAR section, indicate the vendor, product, and version of the merchant’s fuel application. If the merchant is using a terminal, list it in the equipment section. Page 5 – In the Network field, check “Other” and indicate the foreign network the fuel application will be set up with.

14 What are Fleet Cards? Fleet refers to a specific type of special purpose credit card used by companies that own car or truck fleets. Some common industries are: Government agencies Delivery services Repair and installation services Consumer goods distributors Contract trucking companies The purpose of a fleet card is to monitor fuel, maintenance, and other costs related to the company’s vehicle expenses, and to provide enhanced reporting to fleet managers. Fleet cards offer unique processing capabilities including data gathering, authorization controls, and specialized reporting, designed exclusively for the management of commercial truck and automobile fleets.

15 Who can accept Fleet Cards?
All merchants that provide vehicle-related products and services can benefit from the ability to accept fleet cards. Generally, they can be classified as fuel merchants or service merchants, although some businesses provide both. Fuel merchants (MCC 5541) include gas stations and convenience stores, as well as any other businesses that sell fuel but do not provide other vehicle services. These merchants typically utilize an integrated fuel system and an automated fuel dispenser. This merchant type has specific interchange rates for acceptance of non-fleet or consumer card types.

16 Who can accept Fleet Cards?
Service merchants do not sell fuel but offer other vehicle-related products and services. These merchants typically use a VAR solution or a fleet-capable terminal. 17 Fleet Card Types Voyager – Accepted by every major brand of fuel and vehicle service provider, at over 230,000 merchant locations in all fifty states. Wright Express – The leading provider of payment processing and information services to the US commercial and government fleet industries. Accepted at over 180,000 merchant locations, including 90 percent of fuel locations, and at over 45,000 vehicle maintenance locations nationwide. Visa Fleet and MasterCard Fleet – Unlike Voyager and Wright Express, these can be used anywhere Visa and MasterCard is accepted, not just at fleet merchants. Although there are several other national and regional fleet card types, Elavon only supports these cards. Voyager and Wright Express combined represent over ninety percent of all fleet card usage in the U.S.

18 Level III Data Requirements
To be set up for fleet acceptance, the merchant must have equipment capable of transmitting the required Level III data. When a merchant accepts a fleet card, the transaction interfaces with the fleet card issuer. In addition to the Level I data that a bank or T&E card would provide, fleet cards provide enhanced Level II and III data. Here is the breakdown of each level: Level I data includes: - Account number - Expiration date - Transaction date - Purchase amount - Merchant Category Code - Merchant name - Merchant city, state, zip Level II data includes: - All Level I data, plus: - Sales tax amount - Purchase ID - Purchase ID format - Vehicle or driver ID - Fuel type - Fuel quantity - Fuel unit or mixture - Fuel unit cost - Fuel tax exemption - Gross fuel price Level III data includes: - All Level I and II data, plus: - Service type - Net fuel price - Non-fuel gross/net price - Item discount amount - Item description - Item commodity code - Item unit cost - Item quantity - Item unit or measure - Item total

19 Fleet Equipment Options – Terminals
Elavon’s terminal programs currently do not have the issuer interface or ability to pass through the enhanced data. In order to provide service to the fleet fuel and service markets, Elavon has partnered with Alliance Data Systems (ADS). ADS specializes in these types of solutions and is one of the largest providers of transaction services to these industries. They have all the necessary connectivity and technology to authorize fleet card transactions and to pass the Level III data directly to the fleet card issuer. Elavon’s preferred fleet terminals allow merchants to accept fleet cards on the same point-of-sale device used to process credit, debit, ECS, and EGC transactions.

22 Fleet Equipment Options – VARs
Elavon works with the majority of automated fuel dispensers (AFDs) used in fuel pumps today to process fleet cards. To process fleet, the payment application must be set up on the ADS (Dallas), SPS (Chicago), or Buypass networks. As both fleet and non-fleet cards will be processed through the foreign network, foreign network fees will apply. For more information about supported VAR systems for Fleet, contact Sales Support. Important note! If the merchant’s system is set up on the Buypass network, Elavon cannot support Voyager card acceptance on that system, but it can support WEX, Visa, and MasterCard Fleet cards.

23 Fleet Merchants – Paperwork
Fleet Enrollment Form Required for all fleet setups, for both new and existing MIDs. Indicate the network, card types, equipment, and connection type. The estimated turnaround times for setup are indicated at the bottom. For setups on the Buypass network, write in “Buypass” next to Network Setup. (Remember, Voyager is not available for setups on Buypass.)

24 Fleet Merchants – Paperwork
Petroleum Services Addendum to the Terms of Service Required for all fleet setups, the merchant indicates acceptance of the Terms of Service related to the Petroleum Services indicated on the form. The merchant signs only under “MERCHANT”; Elavon and US Bank provide the other signatures.

25 Fleet Merchants – Paperwork
Voyager Acceptance Addendum Required for all merchants accepting Voyager cards. Indicates Voyager’s Terms of Service and the transaction pricing. The pricing is fixed for all Voyager merchants and cannot be modified.

Wright Express Agreement Application Required for all merchants accepting Wright Express cards. Includes WEX’s Terms of Service and pricing. The pricing is fixed for all merchants and cannot be modified.

27 Fleet Merchants – Paperwork
Wright Express Debranding Form Required only for new merchants who have already been accepting Wright Express. (Indicates that the merchant is an independent fuel provider and does not have a processing agreement with a branded petroleum marketer, i.e. BP, Exxon, Shell, etc.).
