Serious Procedural

12 Penalties for Prohibited Conduct (DCCM pg. O-21)
Placement of restrictions on the issuance, renewal, or holding of a Texas Educator Certificate, either indefinitely or for a set term; Issuance of an inscribed or non-inscribed reprimand; Suspension of a Texas Educator Certificate for a set term; or Revocation or cancellation of a Texas Educator Certificate without opportunity for reapplication for a set term or permanently.

13 Serious Violations Serious types are, but not limited to:
Directly or indirectly assisting students; Tampering with student responses; Falsifying TELPAS holistic ratings or STAAR Alt 2 student responses; Viewing secure test content; Discussing test content, student responses, student performance; Scoring student tests formally or informally; Duplication, recording or electronically capturing secure content without permission from TEA; Fraudulently exempting or preventing a student from the administration of a required state assessment.

15 Reporting Testing Irregularities (DCCM pg. O-25)
EACH PERSON participating in the Texas Student Assessment Program is directly responsible for reporting immediately any and all violations or suspected violation of test security or confidentiality.

16 Reporting Testing Irregularities
Call Dawn Ayers Provide her as many details as you can Follow her directions from that point on Dawn Ayers will: Contact TEA for guidance Will get back with you You will collect typed statements from all involved: Must be on School letter head Spell Check Must be detailed and factual “Time Line” Must have individual’s signature and job title NEVER use student’s name Refer to the student as “Student A; Student B”

17 Cheating has been determined
If an examinee has been involved in an attempt to cheat, the district is required to invalidate the student’s Parents are to be contacted Scored Code “O” is placed on the answer doc “Disciplinary Action Form” must be filled out when disciplinary action was given and kept on file until requested If an adult has been involved in an attempt to cheat, remove the adult from the testing environment and contact Dawn Additional disciplinary action may be taken at the local level

18 Cell Phones, Watches w/cameras
Have a plan of action for cell phones. NO cell phones allowed in testing areas! If a cell phone is found, it must be collected and determined if cheating has happened. When texting or cheating by a student or adult has been determined, contact our department.

19 Students and Electronic Devices
TEA considers it a serious violation if a student photographs secure test content duplicates secure test content transmits secure test content disseminates the information using an electronic device. TEA considers it a serious violation if an adult disseminates the information using an electronic device Contact Dawn at Dawn will contact TEA for guidance Students test results may be invalidated Adults are to be removed from the testing environment

24 Know Your Students Identify eligible testing students
Be sure all testing students have been registered (online) Identify students testing with designated supports Identify students who are taking a combination of tests English / Spanish Paper / Online Be sure testing personnel have students’ most up-to-date testing requirements Identify out of school/out of district students (high school)

STAAR administration may be grouped: Across programs grades Across subjects STAAR and STAAR Spanish may be tested together if: Directions are given completely in one language, then Directions are given completely in the second language, then Testing may begin

Counselors Librarians Long term substitute teachers with certificates Other Professional Educator (Retired Teacher) Teachers holding teaching permits or alternative certificates Non certified paraprofessional must have a certified person with them at all times

29 Seating Charts Past year seating charts may be used as long as they meet the criteria: Must have name of Test Administrator Must have name of Monitors Must have a location for: Start time and Stop time Total testing time Keep on file for 5 years.

35 Oral Administration Ensure Test Security
All security measures outlined in STAAR Test Manuals must be followed; Test administrator must sign the top and bottom of their Oath of Test Security and Confidentiality Test Administrator may not: Respond to test questions; Make notes; Discuss the content; Write notes or calculations in a test booklet; Rephrase, clarify or interpret any test content; Unauthorized verbal and nonverbal assistance may not be provided.

Mathematics, Science, and Social Studies – Grades 3-8 Test questions, answer choices, and embedded supports can be read aloud to a student by text-to-speech (TTS). Required reference materials (where applicable) and accommodations may be read aloud to a student by a test administrator. Reading – Grades 3 – 8 Test questions, answer choices, and embedded supports can be read aloud to a student by TTS. Reading passages CANNOT be read aloud to a student by TTS or a test administrator. Writing – Grades 4 and 7 Revising passages, revising test questions and answer choices, and embedded supports can be read aloud to a student by TTS. Editing passages, test questions, and answer choices CANNOT be read aloud to a student by TTS or a test administrator.

Test Administrators … Must be familiar with content-specific terms and symbols associated with the subject-area assessment; Must keep voice inflection neutral, although words that are boldfaced, italicized, or printed in capital letters must be emphasized; At the end of the assessment, TA may go back to reread any question and its answer choices (in any order) at a student’s request.

Prepare the Testing Environment No element of the testing room environment should hinder any student’s performance (Lighted, ventilated, quiet, and comfortable) A “Testing-Do Not Disturb” sign posted outside of testing room Bulletin boards and instructional displays that could aid students during testing must be covered or remove. Clocks (either analog or digital) in the testing room do not have to be covered or removed All desks or computer work stations must be cleared of books and other materials not required for the test Computers ‘off’ after attendance is taken (unless the computer is used for a clock)

Do you have ALL answer documents from those students who tested with paper? How will you know? Alternative Campus? Do you have ALL VOIDed answer documents under the “VOID” header? How will you know? If you want your results to come back: By teacher, then band by teacher with one header per teacher. By grade level, then band by grade level.

Take unused test booklets out of the plastic Place test booklets in numerical order Paper bind every 25 books then Label the band with the number of books Label the band with the Serial number range Label 1 of ____ (total of packages of 25) Bundle books that you received from Carolyn together Place banded test booklets in the box When looking in the box, you should see the face of the first test booklet Bring your completed PDL showing the number of documents being submitted If you forget your PDL, you will return to your campus and bring it back
