9 VG Overarching Objectives (1 of 5)
Exercise and evaluate the ability of the Northern California Regional Intelligence Center and its fusion center partners to operate as focal points for the receipt, analysis, gathering, and sharing of RDD threat-related information between federal; state, local, and private sector partners. Exercise and evaluate the California Highway Patrol PRND Commercial Vehicle Inspection CONOPS and SOPS: Practice the roles and responsibilities associated with the PRND commercial vehicle inspection mission. Q: Need to get these reconciled prior to the meeting The facilitator will cover that these are the updates to the objectives since the previous meeting

Exercise and evaluate the Bay Area PRND CONOPS and SOP’s: Practice the roles and responsibilities associated with the land-based Steady State and Enhanced Steady State missions. Exercise and evaluate the San Francisco Bay Maritime PRND CONOPS and SOP’s: Practice the roles and responsibilities associated with the maritime Steady State and Enhanced Steady State missions.

Exercise and evaluate the Bay Area ability to perform aerial radiation detection in response to an RDD threat and contamination mapping following a detonation: Provide a coordinated aerial response under FEMA CONOPS using detection resources from multiple federal, state and local fixed and rotary wing aircraft. Exercise and evaluate the process of notifying FBI Special Agent Bomb Technicians (SABTs) when circumstances require. Exercise and evaluate the ability of Bay Area first responders to respond to a radiation emergency following the detonation of a RDD. Q: Red wasn’t in latest version. Was it removed on purpose?

Exercise and evaluate the ability of CA Army National Guard Civil Support Team (CST) to support PRND and consequence management efforts of local first responders Exercise and evaluate the ability of a FEMA Urban Search & Rescue Task Force to support local first responders in response to an “Immediate Need” request through Cal-OES Exercise and evaluate the ability of CA Army National Guard Homeland Response Force (HRF) to support search/extraction and decontamination needs of local first responders Q: Green are new, these are a lot of objectives Q: Hal had additional objectives he would like to suggest that are TTW specific

Exercise and evaluate the ability of DOE, Radiation Assistance Team (RAP) to support the needs of first responders Exercise and evaluate the function of the DOE Radiation Operations Support Specialist (ROSS) position in the local emergency operations center (EOC) Exercise and evaluate the ability of Bay Area hospitals to receive and treat radioactively contaminated victims. Q: Green are new, these are a lot of objectives Q: Hal had additional objectives he would like to suggest that are TTW specific

Exercise and evaluate the ability of the Bay Area to establish and maintain a unified and coordinate operational structure that appropriately integrates all critical stakeholders and supports execution of core capabilities. Practice and evaluate the use of a common operating picture for PRND and in response to the threat of an RDD and response to a detonation. Exercise and evaluate the ability of the Bay Area to conduct forensic analysis and attribute terrorist acts to their source. Provide an opportunity to evaluate new and emerging technologies.

The purpose of the first (PRND) Tabletop exercise will be to assess the Bay area Preventative Radiological/Nuclear Detection Concept of Operations (CONOPs) and current Standard Operating Procedures (SOPs). Focused at the management level Will include an orientation module on the mission and ConOps prior to the scenario introduction No-inspection, no-fault, learning environment Based on design objectives selected by this Planning Team Q: We are inconsistent with what we are calling our audience groups (policy, management, senior and elected officials, operational coordination, management, champion) do we need to reconcile?

22 Tabletop Exercise Concept
The two management level Tabletops conducted on the same week (one for Left of Boom, one for Right of Boom). The same scenario will be used for the Full-scale exercise. It is anticipated that some of the players will overlap for both TTXs, but not necessarily all players will overlap. The anticipated level of participation is agency management and PRND practitioners to support them in their participation.
