2 What is the BundesKOST? Austrian Coordination Unit AusBildung bis 18
Austria’s national hub concerning the initiative “AusBildung bis 18” (Compulsory education or training) and for the transition from school to work Financed by the Service Agency of the Austrian Social Ministry (Sozialministeriumservice) Encourages nationwide networking and cooperation of relevant stakeholders Offers analyses and interprets data and statistics on programmes (e.g. Youth Coaching, AusBildung bis 18,…) Works on projects such like a national wide project map of the support systems Administration and Processing of the Monitoring System MAB – Monitoring Ausbildung bis 18

4 Youth Guarantee in Austria
2013: EU Council recommendation on establishing a youth guarantee „ensure that all young people under the age of 25 years receive a good-quality offer of employment, continued education, an apprenticeship or a trainership within a period of four months of becoming unemployed or leaving formal education.“ Target group: NEET, Early School Leavers, ‘drop outs’ from the education system Wide range of institutions are involved in avoiding drop-outs, bringing young people back into education or integrating them in the labour market and providing social and vocational support Policy measures: Early intervention – prevention (e.g. Strategy on Eearly School Leaving), intervention (e.g. Youth Coaching), compensation (e.g. Vocational School) Most-important nation-wide programmes are inter alia: Training Gurarantee, Vocational School, Apprenticeship Coaching, Early School Leaving Strategy, Compulsory education or taining (“AusBildung bis 18”), Youth Coaching,…

5 Compulsory education or training – AusBildung bis 18
…is an initiative of the Austrian Federal Government The compulsory education or training law was passed in Austria on 1 July Every person under the age of 18 must attend another school or do vocational training after compulsory schooling. This applies to all young people whose compulsory schooling ends in 2017. Parents are obliged to notify the coordination centres if their child has not been in school or vocational training for four month and is thus failing to comply with the requirements of compulsory education or training Young people comply with compulsory education by e.g. Attending secondary school Participating in an apprenticeship training programme Attending labour market policy measures Attending a language course for young people who need special support to learn German Participating in a scheme for young people who require assistance,…

The aim is… …that every person under the age of 18 shall be supported in his or her decision on the (vocational) education pathway and shall attend and complete a formal education or formation up to the age of 18. Those who are in danger of dropping out should be supported individually to reach the highest possible educational attainment. How does the young person gets assistance? Coordination centres Youth Coaching AMS (PES – Public Employment Service) -> Together with the young person a perspective plan will be created which should offer opportunities in more education, vocational training, etc.

9 Youth Coaching Why was the programme established?
Well-established nationwide programme run by the SMS (Service Agency of the Austrian Social Ministry) started in 2012 in 3 federal states; since 2013 nationwide 35 different projects (contractual partner SMS) and 488 youth coaches provide Youth Coaching (2016) Funded by national funds and co-funded by EU (ESF) Why was the programme established? To reduce Eearly School Leaving by providing support for potential dropouts To help to re-integrate young people who have already dropped out of the educational system

11 Youth Coaching What is the programme?
Provides individual counselling and guidance on educational and vocational options and reduces the risk of marginalisation or exclusion Provides individual support in case of problems, and in particular those that might interfere with training abilities A service for young people in schools as well as for those who have droped out The programme is free and voluntary for all participants

12 Youth Coaching What are the targets?
To prevent pupils from dropping out of school or training, thereby reducing low-level qualification To retain young people within the (vocational) education system To re-integrate young people who dropped out of the (vocational) education system To support young people until the age of 18 in complying with compulsory education or training (AusBildung bis 18) To identify gaps and needs for additional programmes To elaborate realistic prospects together with young people relating to their education and career …Enhancement of educational and training opportunities

13 Youth Coaching Youth Coaching addresses young people…
completing their 9th year of compulsory school and older students (particulary at risk of school drop out) “outside the system” (“NEET” – Not in Education, Employment oder Training) up to age 19 with special educational needs and/or disabilities up to age 24 for all who need help to come to a decision in terms of education or career up to age 18 who don’t comply with compulsory education or training (AusBildung bis 18) Young delinquents up to age 21 Main target group: young people aged 15 to 19

14 Youth Coaching How does it work? Overview of the stage/phase model
Stage 0 (MAB) = initial contact for young people under the age of 18 to comply with compulsory education or training (AusBildung bis 18) Inform young people/parents/guardians about compulsory education or training / AusBildung bis 18 Overview of the stage/phase model Stage 1 Initial meeting Initial contact Overview of Youth Coaching, general information Determine need for support by Youth Coaching Duration: approx. 3 to 5 hours Stage 2 Advice Clarify situation and agree on objectives Vocational guidance and support in decision-making Duration: approx. 8 to 15 hours within 6 months Stage 3 Support Intensive counselling through case management Analyse strengths and needs, profile of personal skills & abilities Duration: approx. 30 hours within 12 months Subsequent system Stay in or re-enter educational system Transition to vocational training system or labour market Continued assistance for young people with disabilities and/or former special educational needs through youth employment assistance where required

Identifying young people at risk by cooperating with schools Young people in the target group can be refered by other institutions Young people who don’t comply with compulsory education or training are contacted by Youth Coaches (Monitoring System AusBildung bis 18) Young people in the target group can access Youth Coaching on their own initiative What are the cooperation partners? 16 Youth Coaching Data / Outcomes 2016 (Monitoring System - MBI)
participants in 2016 57% male, 43% female Age: 58% 14-15, 35% 16-19, 7% 20-24 82% young people at the end of their compolsory schooling and 18% dropouts/NEET (young people who are not in education, employment oder training) Everyday spoken language: 57% German, 12% Turkish/Kurdish, 10% Bosnian/Croatian/Serbian, 21% Other language 67% young people without disabilities, 33% young people with disabilities Just 1% droped out the programme, 99% finished Recommendations at the end of the coaching: 48% for higher education at school, 30% for apprenticeship, 2% job, 20% for other programmes or support systems

17 Youth Coaching Data / Outcomes 2016
Results of the participants survey: 85% of participants evaluated Youth Coaching as being very succesful for themselves 81% got more clarity about their further steps in education or training Youth Coaching is an outstanding programme at the transition from school to work! Different systems work together! Positive effect on reducing dropouts and Early School Leaving Support for young people with difficulties at the transition from school to work
