2 DRAFT PROPOSAL DETAILS Proposal for new planning processes and structures at CODProposal for new planning processes and structures at COD Changes are designed to create, implement and sustain a Strategic Educational Master PlanChanges are designed to create, implement and sustain a Strategic Educational Master Plan

3 A Council consisting of 25 members of the college community The Council will create a new Strategic (5-year) Educational Master Plan The Council will play a major role in operational (yearly) planning In particular, the Council will determine the Priority List The new Strategic Educational Master Plan will drive the development of the annual operating budget Major Components

4 Timeline 1.November 2005 to December 2006: SEMPP Committee creates draft 2.FLEX, January 2007: Proposed process presented to College community for review and thorough discussion during Spring 2007 3.Goes to Senate for first reading on February 22, and second reading on April 26

5 Timeline 4.May 2007: Proposed process presented to Board for approval 5.Academic Year 2007-2008: Process is used to create an Educational Master Plan 6.Academic Year 2008-2009: Educational Master Plan implemented/used in decision making processes on campus

7 History: Existing Master Plans From January 2002 to February 2003 much work was done in creating an EMP and Facilities Master Plan Successful in establishing framework for successful adoption of Measure B bond Did not provide ongoing planning processes

8 Improvements in Planning at COD: 1.Faculty involvement extended in the process that prioritizes unit objectives and faculty hiring

10 Improvements in Planning at COD: 2.Implements a “program-review” process for all non-instructional divisions, departments and units 3.Stronger linkage between unit level objectives and long-range (strategic) planning 4.Assessment process to determine if goals and objectives are being achieved

12 Proposed EMP Council Membership 27 Members: –13 faculty total –6 deans –3 vice presidents –1 Asst Supt/President Admin Services –2 students: ASCOD –2 staff members: CSEA

13 Proposed SEMP Council Membership Faculty: –One representative from each instructional division (7 total currently) –Two faculty from Student Services –Two Senate representatives –Two adjunct faculty

14 Proposed SEMP Council Membership Four vice presidents: Instruction, Student Services, Human Resources, Admin Services Six deans: Off-campus programs, three appointed by VP of Instruction, one from Student Services, Dean of Information Systems Non-voting: Director of Institutional Research

15 Proposed SEMP Council Membership Terms: Members of SEMP Process Committee would serve on the first SEMP Council for a term of two years New members of the SEMP Council will serve for three year terms This scheme will ensure overlapping membership
