2  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 “Small-scale fishermen are the future of the Black Sea“ The small-scale coastal fishing is an extremely important priority for the European Union (EU). The small-scale coastal fishing guarantees a high level of employment and generally represents a socially and environmentally sustainable form of fishing. For most coastal areas, the small-scale coastal fishing constitutes a traditional form of commercial fishing - i.e. a way of life and the principal fishing source of livelihood.

3  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 “Small-scale fishermen are the future of the Black Sea“ The Common Fisheries Policy (CFP) placed emphasis on economic growth in coastal areas, which depend of fishing and which need to be supported in order that they might survive and have opportunities to develop. The Common Fisheries Policy (CFP) gives preferential access to small-scale, coastal and traditional fishermen within a zone extending for 12 nautical miles, i.e. in the most sensitive part of the EU’s waters.

5  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 The total number of small-scale fishermen, according to the latest data provided by the FAO is as follows:  in Bulgaria – 2,767  In Romania – 573 According to the data of the Bulgarian public fleet register, the active vessels of <12 metres length are 1,790 vessels (as at 31.12.2015). For Romania is used the information provided by the FAO. The number of small-scale fishermen in Bulgaria is almost 94% of the total number of registered active vessels. For Romania, according to the data provided by the FAO, percentage is almost the same – 94,4%. Source: http://smallscalefishing.eu/

6  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 What is the present state of the sea that feeds us  The Black Sea is one of the largest inland seas in the world.  Almost one-third of the waters of continental Europe drains into the Black Sea via the three major European rivers: the Danube, Dnieper, and Don.  The hydrophysical features are: low salinity from 5 to 20 ‰, existence of permanent hydrogen sulphide zone at a depth greater than 180-200 metres, where the sea is virtually dead, as the oxygen is completely absent at this level.  The limited exchange with the World Ocean and the substantial river run-off make the Black Sea highly sensitive to the impacts of climate change and human activity.  The most significant changes in the biodiversity are observed in the areas Cape Kaliakra - Cape Galata and Cape Emine - Cape Sozopol.

7  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176  The increased eutrophication is the cause for the development of green macro-algae and algal blooms, leading to local hypoxia, and loss of seagrasses.  The future trends about the state of habitats by 2020 are negative, due to the effects of the harmful human activities. Indicators (biotopes):  Growth of Blue mussel on rock bottom, supplemented by a very rich fauna: sea sponges, sea anemones, snails, crabs, etc. Trend: biomass reduction due to different types of pressure: human activity, predatory Rapana venosa pressure and physical impact of active bottom fishing gear.  The sand biotopes, populated by white sand mussel - also threatened – if harvesting would be permitted by use of dredges and suction dredgers.

8  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 The ichthyofauna of the Black Sea includes 134 fish species. Approximately 15 of these fish species are subject to commercial fishing. The most valuable ones are the sturgeon species (fishing ban), turbot and European sprat (regulated by fishing quotas). In its latest report, the STECF recommends for 2016 a reduction of fishing effort on the populations of turbot and piked dogfish and introduction of additional, more effective measures in form of fishing quotas and technical measures. Other endangered and rare species are Atlantic bluefin tuna, pipe-fish, European seabass, Black Sea salmon and Black Sea shad species. More research effort is needed with regard to species like whiting, Mediterranean horse mackerel, red mullet, Thornback ray.

9  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 The European policies and new Common Fisheries Policy (CFP) са насочени към опазване на околната морска среда и нейното биоразнообразие при устойчива експлоатация на рибните ресурси. Blue Growth Strategy– consists of three components: Integrated Maritime Policy, sea basin strategies - formulation of an EU strategy for the Black Sea region, targeted approach for specific activities. Legislative initiative for Proposal for a Regulation of the European Parliament and of the Council on the conservation of fishery resources and the protection of marine ecosystems through technical measures - March 2016. Aim: greater flexibility of the measures to control the catch that can be taken with a given amount of fishing effort and also to minimise the impacts of fishing on the ecosystem.

10  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 Developed report on the need for innovation and diversification in the context of small-scale coastal fishing (SSCF); The European Commission provided financial instruments by the end of 2020 in support of the small-scale coastal fishing (SSCF); Complementary activities - investments in fishing vessels, restaurants, environmental services, cultural and educational activities in the fishery sector, fishing tourism, etc. “Horizon 2020” - the largest ever European funding programme for research and innovation with a grant budget of almost 79 billion euros. To remove problem issues - underinvestment in science, a lack of data about the sea, insufficient funding, lack of cooperation between the private and public sectors, etc.

11  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 Fisheries diversification is needed because of the decline in employment and profitability rates, increased social exclusion of the fishing sector in developing regions and depopulation of fisheries areas. Potential activities : - Tourism by use of fisheries (fishery products, restaurants, lodging, fishing and underwater navigation/scuba diving), contributing to the development of the traditional tourist product - benefits from the fishing heritage and readability of specific fishing region. - Cultural and educational activities - promoting the traditions and history of the fisheries (fishing gear, vessels and techniques, historical documents, etc.) through opening of museums and exhibitions.

12  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 Perspectives of small-scale coastal fisheries (SSCF) Capacity building and integration of the SSCF in the decision-making processes of the sectors and policies; Active participation of the SSCF in the collection of standardised data; Active participation of the SSCF in the management of marine ecosystems and marine protected areas; Making use of the best practices of the SSCF for the sustainable use of resources;

13  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 Perspectives of small-scale coastal fisheries (SSCF) Supporting the value chain of the small-scale fishing by connecting the fishermen with other participants. Marketing strategies (quality aspects). Cross-sectoral integration and provision of infrastructure and services (in particular, access to markets and credit facilities). Determining the best practices for creating value, in particular in the area of labelling, direct sales, processing and diversification.

14  Pilot Project – “Support Measures for Small-Scale Fishing” GRANT AGREEMENT FOR AN ACTION: MARE/2014/04-SI2.724176 Challenges for small-scale fishermen to become the future of the Black Sea Implementation of innovations aimed at: – reducing the costs and the fuel used; – improving the quality of the fish offered; – increasing the profits (by adding value and diversification); – technical innovations in fishing gear for the preservation of stocks and reducing the negative effects on the marine environment. Capacity building and cooperation with: – other fishermen and specialized branch organisations; –different parties along the supply chain (from hook or net to plate) – industrial, environmental and research units.
