5 www.oregonyouthsoccer.org 5 Solo Referee Additional Responsibilities –Keep players safe! –Enforce Law 11 - Offside Have confidence in decisions Constant awareness of players positioning Allow play to continue on very close decisions. Verbalize decision “She’s on” “He’s on” “Keep going” Coaches understand difficult decisions. Be calm when explaining your decision to coaches. TIMBERS/THORNS LEAGUE

6 www.oregonyouthsoccer.org 6 TIMBERS/THORNS LEAGUE Game Manager/Referee Coach Duties: ●Assist the referee with check-in ●Post 2 OYSA signs on either side of the half line on spectator side. ●Stand between coaches and offer friendly feedback when necessary during the game. ●At least once per half walk around field to spectator sidelines to provide education of how it is to be a center referee. Patrol more if he/she hears vocal dissent/abuse from other side of field. ●Hand out business cards (provided) that educate loud parents and also give information on becoming a referee. ●Provide feedback to the center referee at halftime and following the game. ●Collect OYSA signs.

Be Professional! –Show up 30min prior to kick off –Collect rosters and check in team –Conduct coin toss –Obtain game balls –Correct referee attire Shirt tucked in Referee shorts 2-striped socks Bundle up when it’s cold but maintain professional appearance. (black cap, sweatshirts w/out hood, gloves)

8 www.oregonyouthsoccer.org 8 Have a strong whistle to start the game Be polite, courteous, and respectful when talking with coaches Show respect to coaches, players, parents, and spectators Know the laws and the rules Take each game seriously! Be firm, fair, and honest Show courage and confidence Explain the Laws/rules when needed Smile, enjoy the game Always remain calm Be neutral & consistent Only accept games you are comfortable refereeing Always update your availability Communicate with Andy when you reject an assignment Keep players safe REFEREE EXPECTATIONS

12 www.oregonyouthsoccer.org 12 RULES OF COMPETITION – U9- U10 Games –U9– U10 (7vs.7) 25 minute halves w/ 10 minute halftime –Size 4 game ball must be used –Game Balls provided by home team Players –NO hard casts allowed –NO Jewelry allowed –ALL players MUST be listed on OFFICIAL Roster (guest players may by hand written and from same club)

13 www.oregonyouthsoccer.org 13 RULES OF COMPETITION – U9-U10 Roster –7vs.7 (u9-u10) maximum number of 12 players and 4 coaches listed on roster –Minimum number of players = 5 and 1 coach –NO ROSTER = NO GAME Please call Referee Assignor before any decision of game abandonment is made

15 www.oregonyouthsoccer.org 15 US Soccer Concussion Initiative Per U.S. Soccer’s Concussion Initiative, if a player is suspected to have a head injury the referee is instructed to stop play to allow for treatment/evaluation as needed If the player leaves the field of play for additional evaluation, a substitution can be made in that moment The player with the suspected head injury may not return to the game unless a Health Care Professional (HCP) or Certified Athletic Trainer (ATC) has cleared the player Any coach or parent insisting on returning the player to the game without approved clearance will result in the referee ending the game RULES OF COMPETITION - U9-U10

16 www.oregonyouthsoccer.org 16 US Soccer Concussion Initiative Deliberate heading is not allowed in 7vs.7 (u9-u10) games If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred RULES OF COMPETITION - U9-U10

17 www.oregonyouthsoccer.org 17 ***Build Out Line for U9-U10 ONLY*** The build out line promotes playing the ball out of the back in a less pressured setting When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line until the ball is put into play Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed) After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal RULES OF COMPETITION - U9-U10

18 www.oregonyouthsoccer.org 18 ***Build Out Line for U9-U10 ONLY*** If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred The build out line will also be used to denote where offside offenses can be called Players cannot be penalized for an offside offense between the halfway line and the build out line Players can be penalized for an offside offense between the build out line and goal line RULES OF COMPETITION - U9-U10

31 www.oregonyouthsoccer.org 31 REFEREE ASSIGNMENTS ●All referee assignments found on www.oregonsoccercentral.com www.oregonsoccercentral.com ●Based on availability ○Your availability needs to be kept updated ○If you play please include your game time/location ●Please update the sub areas you prefer to work in so we can schedule accordingly. ●Flexibility is a must so we can ensure 100% coverage. ●Assignments posted 2-3 weeks early, except for Sept. 10th assignments (Hoping for Sept. 1st publish date) ●No more bonus pay

32 www.oregonyouthsoccer.org 32 REFEREE AVAILABILITY Why do I need to? Only officials with availability listed will be initially assigned games. It’s simple and can be done quickly. It reduces the amount of stress on Andy (Andy doesn’t want to lose all his hair like David!) (Please help Andy!)
