2 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE SSOS Project Social Security for Trade Union Organizations Social Security – According to the ILO It is the protection that society provides to its members through a series of public means, against economic and social deprivation that, not in this way, include a disappearance or dramatic reduction of earnings caused by illness, maternity, accidents or diseases at work, unemployment, disability, ageing, and death, and also the protection of health care and of assistance for families with children.

Maternity – as a cause of labor discrimination, and in many systems without incorporating elements of the contingency that differentiaties it from illness. 9 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE REFLECTION OF WOMEN TRADE UNIONISTS FROM PERU (Lima, November 2007) Despite evident progress in gender and equity in Peru, discrimination and a series of obstacles still exist in the advancement of women in the family, work, and in the trade union movement. This situation is of greater concern for women workers in the informal economy.

10 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE REFLECTION OF WOMEN TRADE UNIONISTS FROM PERU (Lima, November 2007) In Peru, social security regimes are still established on the foundation that men are the head of the family, women participation is considered secondary and circumstantial; despite the fact that women have been substantially incorporated in the labour market. To incorporate the gender dimension in policies, programmes and trade union projects, institutional capacity-building of the trade unions is required as well as the allocation of economic resources for the application of concrete actions in terms of gender and social security.

11 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE RECOMMENDATIONS: PROPOSALS OF WOMEN TRADE UNIONISTS FROM PERU (Lima, November 2007) Recognition of the existing inequality of gender must be made at the level of ideas as well as at the operational level, including at the internal level of trade unions. Union leaders should be committed to actively changing the policies, rules, symbols, discourses, structures and daily practices that can enhance or maintain inequalities in general and specifically on social security. Analyze the trade union organizations’ structures of Peru, the role women have in the same, the allocation of responsibilities and the value given to women’s contributions.

12 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE RECOMMENDATIONS: PROPOSALS OF WOMEN TRADE UNIONISTS FROM PERU (Lima, November 2007) Promote measures to grant equal treatment in social protection and gender equality through social security. Promote measures to grant equal to meet the needs of women domestic workers, indigenous people, migrants and workers in the informal economy.

13 Ministry of Labor and Social Affairs, Spain www.oit.org.pe/ssos INTERNATIONAL LABOUR OFFICE IN CONCLUSION PERU: RESULTS OF TRADE UNION WORKSHOP ON GENDER AND SOCIAL PROTECTION, NOVEMBER Special attention is required to women's vulnerability in terms of their mode of entry into the labor market (informal activities), a record low in their ability to sustain contributions, demographics and specific morbid, and the necessary protection of motherhood. All of which can be a source of job discrimination and access to effective social protection.
