2 Main Themes Voice Choice and Control – putting people at the centre of their care and giving them a voice in and control over reaching the outcomes Well-being– supporting people to achieve their own well-being and in measuring the success of this

3 Main Themes Earlier intervention and prevention – increasing preventative services in the community to prevent escalation of critical need Collaboration – All of the Local Authority and its partners having a role to play Refocusing inspection and regulation on outcomes

4 The Act comprises 11 main parts 1.Introduction 2.General Functions 3.Assessing the needs of Individuals 4.Meeting Needs 5.Charging and Financial Assessment 6.Looked After and Accommodated Children 7.Safeguarding 8.Social Services functions 9.Well-being Outcomes, Cooperation, Partnership 10.Complaints and Representations 11.Supplementary and Guidance

5 Wellbeing Duty Wellbeing” is at the heart of the Social Services and Wellbeing (Wales) Act. So what does it mean? The Act defines well-being, in relation to a person as: a. physical and mental health and emotional well-being; b. protection from abuse and neglect; c. education, training and recreation; d. domestic, family and personal relationships; e. contribution made to society; f. securing rights and entitlements; g. social and economic well-being; h. suitability of living accommodation. For a child, “well-being” also includes: a. physical, intellectual, emotional, social and behavioural development; b. “welfare” as set out in the Children Act 1989. For an adult, “well-being” also includes: a. control over day to day life; b. participation in work.

6 Prevention: The act of stopping or delaying services from being needed through access to information, advice and assistance and if needed early intervention resulting in a drop in present and future demand

10 Spectrum of Care and Support Preventative Intensive Reduced need for managed support Need for well-being support Includes universal services and where some help is needed Increased level of early intervention/ prevention services Continuum of Care & Support for vulnerable Adults Need to tap into resources that people themselves, their families and the community, have Social enterprises, co- operatives, user led and third sector contribute to increasing the additional resources needed The line shifts – local determination Eligibility and care and support planning for people needing managed support
