6 HL7 Updates DAF HL7 September Ballots In the HL7 September 2016 Ballot cycle, DAF will be submitting two ballots: 1.HL7 FHIR® IG: Data Access Framework (DAF), Release 1 (1st STU Ballot) (PI ID: 1265) »This project aims to create Fast Healthcare Interoperability Resources (FHIR) Profiles for access to discrete ONC 2014/2015 Standards and Certification Criteria data elements as FHIR resource instances. The access will support care delivery and patient access. It is not the intention of this project to create new FHIR resource or content profile if one already exists for the various use cases, but work with resource profile owners if necessary. The project intends to use the defined FHIR security methods along with SMART on FHIR security protocols that are published. »Since the last ballot of this material in 2015MAY, the following changes have been made: This project will: 1.Update existing DAF IG based on feedback from Argonaut 2.Updates to account for FHIR STU3 changes 3.Updated mapping for 2015 CCDS data elements. 6 2016 ONC Annual Meeting: Committed to Better Health through IT

7 HL7 Updates CONTINUED DAF HL7 September Ballots 2.HL7 FHIR® IG: Data Access Framework (DAF) Research, Release 1 (1st Comment- Only Ballot) (PI ID: 1265) »This project aims to create Fast Healthcare Interoperability Resources (FHIR) Profiles built on top of the DAF core profiles. The access will be for both care delivery and for research purposes. It is not the intention of this project to create new FHIR resource or content profile if one already exists for the various use cases, but work with resource profile owners if necessary. The project intends to use the defined FHIR security methods along with SMART on FHIR security protocols that are published. »Since the last ballot of DAF in 2015MAY, the following changes have been made: This project will: 1.Propose new resources or modifications to resources to enable Researcher’s access to data. 2.Add constraints to DAF core to support research requirements. 7 2016 ONC Annual Meeting: Committed to Better Health through IT

9 HL7 Updates CONTINUED DAF HL7 September Ballots Community Based Collaborative Care and Structured Documents Work Groups: HL7 Cross-Paradigm Implementation Guide: Behavioral Health Data Exchange, Release 1 - US Realm (PI ID: 800); Requesting alternate ballot title "Cross- Paradigm Behavioral Health Data Exchange Implementation Guidance, Release 1 - US Realm" (1st Informative Ballot) »This cross-paradigm implementation guide is intended to support implementers and enable Behavioral Health EHRs to exchange standard based messages, documents, and resources with other EHR systems using HL7 Meaningful Use IGs (e.g. CDA R2 C-CDA 2.1 IG, Hl7 Version 2 LRI) and emerging IGs (e.g. FHIR Data Access Framework – DAF). 9 2016 ONC Annual Meeting: Committed to Better Health through IT

14 Pilot Update: REACHnet Completed »Scheduling, resource mapping changes –Enhancements to scheduler implementation for incremental data load into CDM Data-Mart from the FHIR client. –Scheduler implementation on the Data-Source side to perform full load or incremental load. –Revisions to previously implemented resources as result of mappings revisions arising out of discussions with HL7. –End to End C1 process validation for all mapped resources. 18 DAF Publications DAF FHIR IG DSTU (HL7) »On September 23, 2015, Health Level Seven® International (HL7®) published Release 2 of the HL7 Fast Healthcare Interoperability Resources (FHIR®) Draft Standard for Trial Use (DSTU). Additionally, we are pleased to announce that the DAF FHIR Implementation Guide, a US-realm specific implementation guide, has also been published! The DAF FHIR IG identifies and recommends standards for the interoperable representation and transmission of data using the notion of a Query Stack which modularizes the various layers of the Data Access Framework.DAF FHIR Implementation Guide DAF Document Metadata Based Access IG (IHE) »On September 24, 2015, the Integrating the Healthcare Enterprise (IHE) Patient Care Coordination (PCC) Technical Committee published The Data Access Framework (DAF) Document Metadata Based Access Implementation Guide. This US National Extension provides requirements and guidance on accessing clinical documents created during clinical workflows.
