2 E waste scenario in the country One of the fastest growing waste streams and contains both valuable as well as toxic materials when recovery is attempted Caused environmental pollution in past by improper material recovery/recycling E waste management rules of 2011 and 2016 have been trying to regulate this aspect of e-waste recovery and recycling

6 Producer Responsibility Organization Any NGO, private firm or ULB may form a PRO. The selection through a bidding process in response to a call for proposals Several such PROs nationwide (at least one per region) with in-built flexibility for each PRO to design and operate their C&R mechanism according to the region’s needs The PROs to enter into contracts with collection agents to establish a reliable flow of E-waste incentives for collection to enhance collection beyond the minimum targets The collection agents to integrate the informal sector into their operations

7 PRO.. The PRO to enter in a contract with a recycler The recycler to charge a gate rate from PRO on volume of waste delivered to cover recycling cost. Part of the cost to be met by sale of recovered material Other incentives could include capital subsidy, land at concessional rates, etc. State level monitoring system to be in place to monitor the operation of PROs and utilization of funds PROs may also have added responsibility such as education and training of producers and consumers

8 Producer Responsibility Fund PRF would be corpus for financing the activities of PROs and recovery/recycling The producers would contribute to the fund MoEF&CC may establish a trademark for the contributors to allow them to display it on their products An apex body (MoEF&CC, DIETY, NASSCOM, CPCB, and others) would monitor disbursement of funds to state level agencies for establishment of PROs

9 System Integrator This would be IT enabled system for gathering real time information on the flow of materials Assist collection agents in identifying potential destinations for the waste and necessary transportation requirements Provide information to recyclers on availability of input materials and market for the recovered materials Provide information to buyers availability of recovered materials at various recycling facilities Gradually induce development of a market based system for recycling
