D EPARTMENT OF E NERGY Team Task  Survey sites to determine methods and effectiveness of EMS-related communication  What worked?  What didn’t work?  Most results will be presented “generically” but completed survey forms are available if you wish to contact a particular site

D EPARTMENT OF E NERGY Survey  Conducted between July 12 and August 15  13 responses received  5 out of 13 are registered to ISO 14001  Survey areas  EMS awareness training  EMS internal communication  Internal communication successes/failures  Top management involvement

D EPARTMENT OF E NERGY EMS Awareness Training  All 13 respondents indicated EMS awareness training is provided  12/13 indicated that web based training is used  Target audience  Most sites require all staff and subcontractors to complete EMS awareness training  Most sites have initial training and then a periodic refresher (usually annually or every two years)  10/13 indicated that the training included a test or other demonstration of competence

7 O AK R IDGE N ATIONAL L ABORATORY U. S. D EPARTMENT OF E NERGY Types of Internal EMS Communication  Internal EMS communication techniques include:  Badge cards  Brochures  Newsletters  Web pages  Email  Staff/All hands meetings  Posters  Videos  Bathroom briefings

D EPARTMENT OF E NERGY Source of Internal EMS Communication  EMS program managers for most communication  Top management involvement during EMS implementation and prior to audits  One site has video that includes CEO  One site has all EMS communication come from top management

D EPARTMENT OF E NERGY Internal/External EMS Events  Several sites use Earth Day as an opportunity to highlight the EMS  BNL has a week long celebration of Earth Day and an Environmental Day  ORNL has a Community Day with an EMS booth  NREL has promoted a “Bike to Work” day  Pantex had an EMS booth at a business expo

D EPARTMENT OF E NERGY Communication Successes  Communication from top management  Integrating EMS information into GET or other existing training  Integrating EMS information into ISM or work control documents  EMS audits (audits often force people to spend a minutes thinking about their EMS responsibilities)  Badge cards

D EPARTMENT OF E NERGY Less Effective Communication  Web pages (not a lot of hits)  Focusing on EMS or ISO-speak  Too many stand alone procedures (failure to integrate EMS into site processes)  Too many emails (staff are bombarded with email and often don’t read all messages)  Several sites commented that environmental communication is a challenge to many site’s focus on safety

D EPARTMENT OF E NERGY Top Management Involvement in EMS Communication  In general, top management involvement limited to environmental policy, management review and occasional staff communication  Sometimes difficult to get top management’s attention  Willing to help but EMS staff have to prepare communications  More involved during EMS implementation

13 O AK R IDGE N ATIONAL L ABORATORY U. S. D EPARTMENT OF E NERGY Summary  To be effective, internal EMS communication must take several forms  Top management effective when you need to get people’s attention  EMS staff shoulder primary responsibility for internal communication
