6 Transit Development Plan (TDP) Required by DRPT for the County to be eligible for State Capital and Operating assistance Provides blueprint for DRPT programs, projects and initiatives along with the funding needs Incorporated into Statewide Transit Six-Year Plan Helps transit agencies improve effectiveness by identifying needs and required resources Comprehensive Update 2016

7 TDP Goals, Objectives and Strategies Board Direction guided the development of the TDP recommendations – Move toward a self-sustaining fare for the long haul service – Provide a safe, affordable, convenient, efficient and environmentally sound multi-modal transportation system. – Incentivize/Expand Metro Connection service.

8 Provide new service in Dulles South/Stone Ridge (FY 2017) Make long-haul a financially self-sustained service through fare/advertising funding and state assistance Provide service enhancements to create well-performing local fixed-routes Maintain ADA paratransit service at federally mandated level Provide a robust Metro-Connection service in support of the Silver Line service TDP Recommendations

9 TDP Implementation The Board will review recommended transit service improvements each fiscal year during budget process DRPT requires an Annual Update Letter that informs DRPT of what projects recommended in the TDP will be implemented. – Provides flexibility for County to include services/projects that may not be reflected in the TDP

12 Transportation Demand Management Plan (TDMP) Required by DRPT to receive grant fund for TDM Helps TDM operators identify program and resource needs and details the planned activities of their TDM program TDM Operating Assistance funding must show that the TDM program is following the TDM Plan Comprehensive Update Approved April 2016

13 TDMP Goals, Objectives and Strategies GOAL 1: Grow recognition of the program as the preeminent trusted resource for traveler information and assistance in Loudoun County. GOAL 2: Leverage new investments in surface transportation infrastructure and technology GOAL 3: Meet the needs of a dynamic and changing community, expanding the benefits of TDM for all.

14 When the Silver Line starts operating in Loudoun County, begin to heavily promote the usage of “transit benefits” to employers throughout the county, especially those located near new Metrorail stations. Explore options to work with employers to leverage the Metrorail Silver Line. Options may include reverse commute shuttle systems (public or private). Learn about shuttle pools and possibly create a database, including shuttles from the Silver Line. Through dissemination of schedules and other related information, work to promote the Silver Line and local transit services operated by the County. TDMP Recommendations for Silver Line

20 CPAM The Small Area Plan will update the land use plan and policies Guide future development of land surrounding the Ashburn and Loudoun Gateway Metrorail Stations Comprehensive Plan Amendment (CPAM) for development of a Silver Line Small Area Plan

22 Public Comments 202 comments were received 63% related to long-haul service (129 comments) – More service – No fare increases Comments suggesting additional long-haul service with no increase in fares conflict with the Board directive for service to be self sustaining. “2 recent fare increases are enough. PLEASE, not another one! I'm on the verge of finding a different way to get to work, please don't push me over the edge. I've been a customer for almost 10 years.” “There's clear overcrowding on Dulles South and Brambleton Long-haul buses. Seems short-sighted to barely increase those routes' longevity over the coming 2-3 years….”

23 DRPT requires Board approval of the TDP in order for the County to continue to receive State Operating and Capital Assistance grant funding. Board approval of the TDP does not commit the Board to the implementing recommendations in the document and does not constrain the Board from implementing projects not included in the document.
