SUCCESS Programme Objective In 2008, the Government of Sindh (GoS) launched the Union Council Based Poverty Reduction Programme (UCBPRP) in four districts of Sindh through the Rural Support Programmes (RSPs) working in the province. Comforted by the positive results achieved through the social mobilisation approach of RSPs to community driven development (CDD), GoS intends to scale up the programme The overall objective of the SUCCESS Programme is to enable the GoS from 2018 to support and sustain local CDD initiatives throughout the province, through the provincial budget, based on a dedicated and costed policy in partnership with community institutions fostered by RSPs. The specific objective is to stimulate local CDD initiatives to reduce poverty in eight poor rural districts of Sindh, paying particular attention to empowering women. The SUCCESS Programme will lead to increased levels and diversified sources of income for the targeted communities and households. The households will also be actively mobilised, especially via their female members, through formation of COs, VOs and LSOs.

SUCCESS Programme Expected Results 1.Approximately 770,000 rural households in eight districts mobilised and capacitated through people’s own organisations (CO/VO/LSOs) of which at least 70 per cent will continue to function effectively at the end of the project. 2.An average sustainable increase of poor household incomes by 30 per cent. 3.Increased economic and social services and community benefits from upgraded community infrastructures and productive assets operated and maintained with community involvement. 4.A dedicated Sindh Province policy and budget framework for community-driven local development implemented from 2018 onwards.

PSC Census – Using Android Devices Why using Android App?

Why on Android Device? It is beneficial in cost because it waves off massive printing & data entry

Why on Android Device? It gives results at day end rather than waiting for 2-3 weeks in paper based entry

Why on Android Device? Due to immediate results we can find better way to revise strategy to change any question or to add enumerators

Why on Android Device? If we have a questionnaire of around 70 pages, enumerator will carry at least 10 copies which means the weight equals to around 1.5 paper rim and a huge bag while in android he/she will take only tablet device

Why on Android Device? If we need to record GPS, tablet have built in gps device and record coordinates without typing or carrying extra device (GARMIN or ETREX worth of around 14000)

Why on Android Device? If we need to capture images, device have built in camera and no need to take external digital camera

Why on Android Device? 6.If we need to monitor, the duration of interviews, the technology does that for each interview and accordingly daily monitoring can be done.

Why on Android Device? Very important CAPI (Computer Assisted Personal Interview) techniques which focus the interviewer to insert correct information like proper CNIC No./Cell No/ Age etc

Why on Android Device? Device camera can also be used for Barcode /Q R code scanner to get CNIC number automatically rather than enter manually

Why on Android Device? We can add pictures / clipart to show the participants for scaling questions to elaborate to the illiterate community

Why on Android Device? Standard names / coding captured which helps in data analysis, rather than getting different spellings for single district/tehsil etc

Why on Android Device? No need to take separate calculator to calculate, all calculations can be done automatically during the questionnaire designing

PSC Census – Enumeration Team supervisor daily issue android devices to each enumerator They update the device to fetch census data up to settlement level from server 25 number of household covered on average per enumerator Around 250 household covered on average per team Data collected offline and uploaded at evening upon internet connectivity

PSC Census – Monitoring A comprehensive monitoring report is being generated and circulated to management of all three RSPs including RSPN and district programme officers on daily basis Process monitoring by District Programme Officers and District Monitoring Officer Spot checking by MER manager Physical verification of 2 to 5% forms
