3 PROPOSAL TO ESTABLISH A REGIONAL AMAZONIAN BIODIVERSITY NODE Ambassador Mauricio Dorfler – ACTO Executive Director Amazonian Biodiversity Workshop Quito, 11-12 July 2011

4 Elements to consider the proposal: Supported by the ACT and AECA Uses existing South-South cooperation structure Based on the national institutionality of the 8 MC Coordinates regional initiatives to strengthen the national institutions through capacity–building processes Manages and consolidates regionally produced information and proposes networked work Helps to identify potential sources of funding A regional node ACTO as a regional player

5 The AECA's strategic objectives are to: Facilitate exchange and cooperation among the Member Countries, promoting strategic sustainable development and sustainable livelihoods in the region to improve the quality of life of its inhabitants, with emphasis on vulnerable populations, indigenous peoples, and other tribal communities. Facilitate and foster actions to preserve, protect, conserve and sustainably use the forest, biodiversity and water resources of the Amazon. A regional node ACTO as a regional player

6 The PS has the following roles and functions: Facilitator: establishing spaces for political and technical dialogue among the Member Countries to ensure compliance with its mandates, including topics of interest of international forums like those related to climatic change, forests, biological diversity and trade of endangered species. Generator of regional information: producing reference regional information to propose analysis scenarios for the Amazon through experience and knowledge shared by the MC. Promoter of actions to strengthen institutional capacity within the Member Countries according to their needs. A regional node The PS/ACTO as a regional manager

7 A.3 Management, Monitoring and Control of Wild Fauna and Flora Species Endangered by Trade. Strengthen institutional and technical capacity in the Amazon countries from a regional perspective to manage, monitor and control wild flora and fauna species endangered by trade. A.4. Protected Areas. Strenghten management in national protected area systems based on an ecosystem approach and contribute to biodiversity conservation in a regional context. A.6. Research, technology and innovation in Amazonian biodiversity. Strengthen and develop capacities in science, technology and innovation, incorporating ancestral knowledge and traditional practices for conservation and sustainable use of Amazonian biodiversity. A regional node The AECA's objectives are related to:

8 Regional service for capacity strengthening. Facilitate the identification of capacity-building needs for the different countries and players. The node would be a regional of provider and user platform for this capacity-building service, geared to officials of different governmental sectors, people who work at implementation, local communities and indigenous organizations, in addition to scientists and researchers. Information management. Promote and facilitate information sharing through ICTs to establish or consolidate new knowledge networks geared to biodiversity conservation in a manner compatible with CBD Article 18.3, strengthening technical and scientific cooperation between the MC. The intention is to compile, process and share relevant information on biodiversity conservation.. A regional node Initial proposal

9 A regional node ACTO as a regional manager Capacity-building, permanent and continuous work in the identified work lines. The essence of the ACT consists of experience sharing and institutional strengthening by the MC. Information management - challenge and opportunity: The PS/ACTO has several tools that are being reformulated to manage information. The adaptations needed will be defined according to the methodology selected and to the needs identified in the networked work procedures.
